Promoting the intelligence of cadres, union members and workers to contribute ideas to the documents of the 14th Party Congress

On the morning of October 28, the Vietnam General Confederation of Labor held a conference to collect comments from officials, union members, and workers on the draft documents to be submitted to the 14th National Congress of the Party.

The consultation aims to gather the intelligence and enthusiasm of cadres, union members, workers, civil servants and laborers in the Vietnam Trade Union system to contribute ideas to the draft documents to be submitted to the 14th National Congress of the Party, especially issues related to building the working class and the Vietnam Trade Union organization in the new period.

Attending the Conference were comrade Nguyen Thai Hoc - Deputy Secretary of the Party Committee of the Fatherland Front , Central organizations: Dr. Bui Van Thach - Vice Chairman of the Central Theoretical Council, Deputy Head of the Editorial Team of the 14th National Party Congress documents... Also attending were experts, union officials, union members, and workers from provinces and cities in the northern region.

Speaking at the conference, emphasizing the role and specific responsibility of the Vietnam Trade Union in building the Party and the country, comrade Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor emphasized that this is an important event, a political forum to promote the intelligence of cadres and union members, demonstrating the responsibility of cadres, union members and workers for Party building work.

Comrade Ngo Duy Hieu expressed his hope that the contributions would come from production practices, including issues directly related to workers; the role of workers, especially issues directly affecting workers and their living and working conditions in the new context... Thereby, clearly demonstrating the representative role of the Vietnam Trade Union for union members and workers.

Commenting on the draft Document, specifically the content of maintaining and strengthening the working class nature of the Party, Colonel, Associate Professor, Doctor Bui Dinh Bon - former Secretary of the Central Theoretical Council, said that in the Draft Documents submitted to the 14th National Party Congress (documents used at the Party Congresses at the commune, provincial and equivalent levels), the issue of "Maintaining and strengthening the working class nature of the Party" was not mentioned.

Therefore, Associate Professor, Dr. Bui Dinh Bon suggested that the Party Central Committee should include the issue of "Maintaining and strengthening the working class nature of the Party" in the Draft Document to be submitted to the 14th National Congress of the Party.

One of the bases for the above proposal, Associate Professor, Doctor Bui Dinh Bon quoted President Ho Chi Minh: "To gain victory, the revolution must be led by the working class. Because it is the most advanced, most enlightened, most determined, most disciplined and most tightly organized class. The proletarian Party is the staff of the working class" to clearly state that President Ho Chi Minh and the Communist Party of Vietnam always identified the top priority issue as maintaining and strengthening the working class nature of the Party.

From that, Associate Professor, Doctor Bui Dinh Bon analyzed: For our Party, affirming the working class nature of the Party and strengthening that nature is especially important. Affirmation is very necessary to distinguish the boundary between the working class stance and the reformist bourgeois stance and the petty bourgeois stance.

Commenting and discussing the construction of a learning society among workers, Dr. Nguyen Ngoc An, Chairman of the Vietnam Education Trade Union, said that the Draft Document of the 14th Congress clearly affirmed the strategic orientation: Promoting the construction of a lifelong learning society, developing models, methods, and learning movements in a diversified direction, suitable for each subject and each locality. Promoting the role and responsibility of the entire political system in promoting the development of a learning society; raising awareness of self-study, self-training, self-improvement of knowledge, and improving the qualifications of all people, of all ages.

Dr. Nguyen Ngoc An affirmed that this is a policy that demonstrates the Party's long-term vision in building Vietnamese people in the new era - citizens with the ability to learn, be creative, and flexibly adapt to the constant changes of modern society.

However, the Chairman of the Vietnam Education Trade Union also pointed out the reality that many factory workers want to study more to advance or change jobs, but face barriers in terms of time (shift work, little rest), costs, learning conditions (lodging, transportation), initial education level...

In addition, businesses only focus on short-term vocational training, while long-term training, university education or soft skills are still limited in access. Workers are only trained when businesses see the need.

From that reality, comrade Nguyen Ngoc An recommended that the State should concretize the policies in the Draft Documents of the 14th National Party Congress and projects such as "Building a learning society for the 2021-2030 period", "Promoting lifelong learning among workers and laborers by 2030" into clear and highly feasible regulations and implementation guidelines.

In particular, it is necessary to prioritize the allocation of financial resources, support businesses and employees to participate in training programs; encourage businesses to deduct training costs from taxes to create motivation for businesses to invest in vocational education.

Participating in giving comments on “New thinking on sustainable social development management; ensuring progress, social justice, and caring for people's lives” mentioned in the Draft Document of the 14th National Party Congress, Vice President of the Vietnam Coal and Mineral Trade Union Nguyen Thi Minh assessed: The document has concretized our Party's vision on modern social development management, towards a modern society. In which, all people have access to and enjoy basic, essential social services of quality, while at the same time encouraging innovative models in sustainable community development management.

From the practice of caring for and representing more than 95 thousand workers, of which more than 80 thousand work in the coal production sector, about 30 thousand workers directly work in the mines of the Vietnam Coal and Mineral Trade Union, Ms. Minh proposed: It is necessary to emphasize more clearly the role of the working class and trade union organizations in modern social governance.

In which, the Trade Union is not only an organization that cares for and protects the rights of workers, but also a companion with the State and enterprises in building policies for fair social development.

Through synthesizing the opinions of union officials, union members, workers and civil servants in the capital, Vice President of the Hanoi City Labor Federation Nguyen Huy Khanh said: Most opinions highly agree with the Congress theme: "Under the glorious flag of the Party, join hands and be determined to successfully implement the country's development goals by 2030; be self-reliant, confident, and move forward in the era of national growth, for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadily move towards socialism".

The theme has affirmed the leadership role of the Communist Party of Vietnam; guiding ideology and major orientations. of the Party and General Secretary To Lam on the new era - the era of national growth and the goal of developing the country steadily towards socialism.

Concluding the conference, comrade Ngo Duy Hieu assessed that all opinions highly appreciated the content of the Draft document, clearly demonstrating a great appeal but still containing specific content.

The conference also received contributions from production practices, including issues directly related to workers, the role of the working class, and the role of the Vietnam Trade Union representing union members and workers.
