According to the Project of the Ministry of Construction, 13 expressways invested by the State are scheduled to be completed in 2025, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang , Hau Giang - Ca Mau.

These expressways will collect tolls for 7 years from the date of commencement of operation. After this period, the management agency will calculate the next plan for exploitation and management of the infrastructure. The Vietnam Road Administration is responsible for organizing toll collection.
Before the Ministry of Construction approved the project, the Vietnam Road Administration said there are currently 29 expressway sections under direct state management under the Ministry of Construction. Of these, 5 routes have had their infrastructure exploitation projects approved and are expected to start collecting tolls from January 2026.
Pursuant to Decree No. 130/2024, the Vietnam Road Administration proposes two toll rates. Rate 1 is VND 1,300/PCU/km, applicable to expressways that fully meet toll collection conditions (4 lanes, with continuous emergency lanes).
Level 2 is 900 VND/PCU/km, applied to highways that were decided to be invested in before the Road Law took effect, but did not fully meet the requirements (4 lanes, intermittent emergency lanes).
It is expected that when toll collection on 13 expressways is implemented, after deducting organization costs, the budget will collect nearly 2,500 billion VND each year.
