Responding to storm Kalmaegi in two communes bordering the storm's eye

Storm Kalmaegi is forecasted to be a strong storm with a complex path and a direct impact on the border area of ​​Gia Lai and Dak Lak provinces. As a border area of ​​Gia Lai province, the authorities of Xuan Loc and Xuan Canh communes have been drastically implementing many measures to ensure the safety of people's lives and property, and minimize damage when the storm makes landfall.

Over the past few days, the authorities of Xuan Loc and Xuan Canh communes have proactively deployed many storm prevention and control plans following the "four on-site" principle. Cadres, militia, police, and youth union members have been mobilized to villages, hamlets, and areas along Cu Mong lagoon to check, propagate, and guide people to tie down their houses, reinforce cages and rafts, and proactively evacuate to safe places.

According to a quick report from the People's Committee of Xuan Canh Commune, the entire commune currently has 1,219 aquaculture households with 525 workers regularly working at sea. This is an area directly affected when the storm makes landfall, so the locality has urgently notified and encouraged people to proactively reinforce cages and rafts and harvest early for the aquatic products that are due. At the same time, the authorities also guided 135 fishing boats to anchor safely in the lagoon, absolutely not letting fishermen stay at sea when there are strong winds and big waves.

In parallel, Xuan Canh commune established 11 disaster prevention and control teams, organized to be on duty 24/7 to be ready to respond in case of emergency. Local authorities also proactively planned to evacuate 149 households with 409 people in 11 villages in areas at risk of high tides and landslides to take shelter at safe places such as border posts, headquarters, schools or solid houses in residential areas.

Chairman of Xuan Canh Commune People's Committee Bui Ngoc Tam said: "According to the survey, some areas of the commune such as Hoa An and Hoa My villages are located in high tide areas and are at high risk of landslides. Many temporary houses may collapse when a strong storm makes landfall, with hundreds of households at risk of being affected. By the end of November 5, the locality had evacuated nearly 130 households from the dangerous area. In addition, rescue canoes have been arranged in some low-lying areas of Binh Thanh village to promptly respond if sudden flooding occurs. Xuan Canh Commune has also prepared a reserve of essential goods, ensuring timely supply to people in the event of heavy rain, isolation or prolonged power outages. Functional forces are assigned to be on duty all night, ready to handle all situations to minimize damage to people.

At the same time, Xuan Loc commune - the area bordering Xuan Canh - also urgently implemented many measures to respond to storm No. 13. The whole commune has 125 vehicles with 532 workers working at sea. Up to now, all of these ships and boats have been safely anchored at Cu Mong Lagoon. A vehicle with 2 workers from far away has also been supported to anchor in Quy Nhon Nam ward ( Gia Lai province).

Not only focusing on fishing equipment, Xuan Loc also manages 371 households with 661 floating rafts, which are easily affected by big storms. The commune authorities have instructed people to harvest aquatic products that are close to maturity early, and at the same time supported in reinforcing rafts to avoid damage when there are high tides or freshwater overflows after heavy rains.

The commune has focused on screening and evacuating 273 households with 827 people, mainly the elderly, vulnerable groups and households living in low-lying areas at risk of deep flooding. By the evening of November 5, all people subject to evacuation had been brought to safety. In addition, Xuan Loc commune also regularly checks and reminds to ensure that no one remains on the rafts when the storm hits, avoiding unfortunate incidents. Working groups are arranged in each village to grasp the situation, ready to support rescue when necessary.

With proactive, urgent and drastic response work, the authorities and people of Xuan Loc and Xuan Canh communes are demonstrating a spirit of solidarity and high responsibility in the face of natural disasters, determined to ensure absolute safety of people and property when storm Kalmaegi makes landfall.
