The Hanoi People's Council has just issued Resolution No. 19, which stipulates the level of support for voluntary health insurance and social insurance (SI) contributions for social policy beneficiaries in Hanoi.
Hanoi will support 100% of health insurance premiums for 4 subjects from January 1, 2026.

According to the resolution, the city will support 100% of health insurance premiums for the following 4 groups of subjects:
Poor household members are recognized to have escaped poverty and also escaped near poverty, near poor household members are recognized to have escaped near poverty. The support period is 36 months from the month of recognition to have escaped near poverty.
Elderly people from 70 years old to under 75 years old are not eligible for compulsory health insurance and do not have a health insurance card.
People with mild disabilities who do not have health insurance cards (excluding children with mild disabilities under 16 years old).
Ethnic minorities are not subject to compulsory health insurance and do not have health insurance cards.
In addition to the above subjects, Hanoi also supports an additional 30% of health insurance premiums for ethnic minorities living in communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2016 - 2020, but these communes are no longer on the list of communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2021 - 2025 according to the Prime Minister 's decision in Decree No. 75/2023/ND-CP.
For students in difficult circumstances from households working in agriculture, forestry, and fishery with an average living standard according to the city's standards, who have not been granted a health insurance card and are studying at educational institutions and vocational training institutions in the national education system in the city (including public and non-public), they will be supported with an additional 70% of the health insurance premium.
For people in households working in agriculture, forestry, and fishery with an average living standard according to city standards, an additional 30% of the health insurance premium is supported.
The support level will be adjusted accordingly when the State changes its social insurance and health insurance support policies.
Support voluntary social insurance contribution from 10 - 60%
Along with the health insurance support policy, Hanoi will support voluntary social insurance contributions for 3 groups of subjects.
Specifically, support an additional 50% of voluntary social insurance contributions for participants from poor households according to regulations of the Government and the Prime Minister.
Additional support of 60% of voluntary social insurance contributions for people in near-poor households.
Additional support of 10% of voluntary social insurance contributions for ethnic minorities and other participants specified in Point c, Point d, Clause 1, Article 5, Decree No. 159/2025/ND-CP.
This Resolution comes into force from January 1, 2026.
