Buyers' income conditions have been expanded compared to before, along with abundant supply, helping many people have more opportunities to buy and own social housing, stabilizing their lives.

The social housing project in Quang Thanh ward (now Quang Phu ward) is speeding up construction progress, expected to provide an additional 638 apartments to the market by the end of this year.

On October 10, 2025, the Government issued Decree 261/ND-CP amending and supplementing a number of articles of two decrees, including: Decree 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing and Decree 192/2025/ND-CP detailing a number of articles and measures to implement Resolution 201/2025/QH15 on piloting a number of specific mechanisms and policies for the development of social housing. Although the framework conditions for subjects eligible to buy social housing remain unchanged, this decree has expanded the income conditions of buyers. Specifically, income must not exceed 20 million VND/month for single people, instead of the previous income level of not exceeding 15 million VND/month. And the income requirement for couples is no more than 40 million VND/month, instead of no more than 30 million VND/month.

This is really good news for many people who have long wanted to buy social housing but are "stuck" because their income is neither low nor high. As shared by Mr. Do Thanh Dung (born in 1996), a contract worker at a business in Hac Thanh ward. Due to his average income of about 17 million VND/month, before Decree 261/ND-CP took effect, he did not meet the criteria to enjoy the State's preferential policies to buy social housing. While deducting living expenses, the amount of money he saves each month is only about 10 million VND, it will be a long time before he has money to buy land and build a house in an urban area. So he can only rent a room, with a cost of nearly 5 million VND/month.

Mr. Dung said: “Knowing that the State has a policy of expanding income conditions to buy social housing, I am very happy because I meet the criteria. I will borrow more from relatives and family and complete the procedures, register to buy social housing in Ham Rong ward, and soon stabilize my life.”

Obviously, in the context of an increasingly developing economy and a continuously increasing real estate market, the Government's expansion of income requirements for social housing buyers is a "kill two birds with one stone" policy. It not only helps low-income people own a home, but also contributes to increasing the attractiveness and attracting more and more businesses to invest in developing social housing.

Meanwhile, the supply of social housing in the province is very large. According to the Department of Construction, in 2025 alone, Thanh Hoa was assigned by the Government to complete 5,249 social housing units. From the beginning of the year to October 20, 1,764 apartments of 5 projects were completed. These apartments have quickly reached the people.

Mr. Nguyen Manh Tuan, Head of the Department of Housing and Real Estate Market Management (Department of Construction), said: Through the actual inspection of project construction implementation and the commitment of investors, from now until December 31, 2025, there will be 3,174 more apartments for sale in the province. Specifically, the social housing project under Project No. 1 Thanh Hoa City Center (Vingroup), now Hac Thanh ward, will have 1,616 more apartments; the social housing project for workers in Le Mon Industrial Park (Sunjade) will have 920 more apartments and 638 apartments at the social housing project in Quang Thanh ward, now Quang Phu ward. In total, in 2025, Thanh Hoa will have 4,938 more social housing units.

Meanwhile, recently, to celebrate the 20th Provincial Party Congress, term 2025-2030, the Provincial People's Committee and the joint venture of investors Viet Incons Joint Stock Company, Vinaconex 21 Joint Stock Company, Hanoi Investment and Trade Joint Stock Company organized the groundbreaking ceremony for the social housing project in Ham Rong Ward (Lam Son RIVERSIDE). This is a large-scale project, with a land use area of ​​2.8 hectares, building 4 25-storey apartment buildings, with many amenities, in a location with a convenient traffic system and a densely populated area. After completion (expected in the third quarter of 2028), Lam Son RIVERSIDE will provide 2,376 apartments with areas ranging from 34m2 - 77m2.

According to Mr. Nguyen Huy Cuong, General Director of Vinaconex 21 Joint Stock Company: “Immediately after the groundbreaking ceremony, the investor consortium mobilized maximum human resources, machinery, and equipment to urgently construct the project. It is expected that by early December 2025, after completing the conditions, the investor consortium will proceed to receive registration documents from social housing buyers.”

Not only the Lam Son RIVERSIDE project, in the period of 2026-2030, in the province there are 4 other social housing projects that have selected investors and are being implemented with over 2,300 apartments. Specifically, the social housing project of the residential and commercial service area project in Quang Phu ward with 750 apartments; the social housing project in Dong Quang ward with 300 apartments; the social housing project of the Melinh Plaza Thanh Hoa Commercial Complex project with 350 apartments and the AMC I social housing project with 900 apartments. In addition, implementing Resolution 201/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, the province is expected to have over 8,800 more apartments.

Obviously, the social housing purchase policy and supply have never been more open than at the present time. This is truly a great opportunity for workers, laborers, and low-income people to have housing to stabilize their lives.
