Another case of fake milk was discovered by the Ministry of Public Security with hundreds of suspected counterfeit products of Herbitech Company.

Following the Prime Minister 's request to speed up the investigation, how will the ministry update information on the developments of these cases? The reporter further requested the Ministry of Public Security to share about the process of detecting and investigating these cases, as many ministries and branches said that detection is very difficult because fake milk products, drugs, and functional foods are sold and consumed in specialized channels.

Responding to questions, the spokesman of the Ministry of Public Security - Major General Hoang Anh Tuyen, Deputy Chief of Office of the Ministry of Public Security, said that in the case of producing and consuming fake milk powder in large quantities in Hanoi and other provinces, by April 29, the Investigation Police Agency (Ministry of Public Security) had prosecuted and temporarily detained 15 subjects to investigate the acts of producing and trading fake goods and food, violating accounting regulations causing serious consequences, fraud and appropriation of property, giving and receiving bribes.

Mr. Tuyen said that the discovery of the above cases was due to the police implementing "professional measures" in the investigation.

Regarding the case of manufacturing and trading counterfeit medicines and disease prevention drugs in Thanh Hoa and many provinces and cities nationwide, according to Mr. Tuyen, on April 29, the Investigation Police Agency of Thanh Hoa Provincial Police issued a decision to prosecute the case and prosecute 14 suspects for the crime of manufacturing and trading counterfeit medicines and disease prevention drugs.

In addition, the Deputy Chief of the Office of the Ministry of Public Security also provided more information about the case of producing health protection foods, using fake test results to bring products to the market produced by Herbitech Technology Company Limited.

Specifically, on April 28, the Ministry of Public Security's Investigation Police Agency issued a decision to prosecute, arrest and search the residence of four suspects, including Pham Vu Khiem - Director of Herbitech Technology Company Limited, Vuong Thi Hoa, Le Thi Hong Van and Bui Thi Thu Ha - Chief Accountant or in charge of the accounting department of Herbitech Company from 2021 to present for the crime of "violating accounting regulations causing serious consequences".

Mr. Tuyen said that according to the investigation, Pham Vu Khiem directed Vuong Thi Hoa, Le Thi Hong Van, and Bui Thi Thu Ha to set up two accounting systems, including one accounting system for tax declaration, showing the quantity of goods produced and traded much less than the actual number.

The remaining accounting system is to track internal expenses, fully track the number of goods produced and traded, and the amount of money collected that is not declared for tax, leaving more than 121 billion VND off the accounting books.

Initial investigation determined that the damage to the state budget in value added tax payable was more than 10 billion VND.

In addition, during the investigation of the case, the investigation agency determined that two health protection products MEDI KID CALCIUM K2 and An ngon BABY SHARK produced by Herbitech Technology Company Limited were counterfeit.

Accordingly, the authorities have seized 115 samples of health protection products produced by Herbitech Company that show signs of counterfeit goods and are awaiting appraisal results for these products.

Previously, the Ministry of Public Security had dismantled a ring producing, trading, and consuming fake milk powder in huge quantities in Hanoi and neighboring provinces, causing confusion among consumers.

Initially, the police agency determined that from August 2021 to present, Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Group Pharmaceutical Nutrition Joint Stock Company have been producing and trading powdered milk and have produced 573 brands of various types of powdered milk.

The owners of these companies also contributed capital with many people to establish an “ecosystem” of nine subsidiaries to produce and distribute fake powdered milk. This includes producing milk for people with diabetes, kidney failure, premature babies, and pregnant women.

The police agency determined that many of these powdered milk labels had quality indicators below 70% of the announced level, meeting the conditions to be identified as counterfeit goods.

On May 2, Prime Minister Pham Minh Chinh issued Official Dispatch No. 55 requesting ministries, branches and localities to strengthen coordination and strictly handle organizations and individuals involved in the production and trade of fake medicines, fake milk and fake health protection foods.

The dispatch stated that recently, the Ministry of Public Security and other competent agencies have continuously discovered and investigated cases of production and trade of fake medicines, fake milk and fake health food on a large scale and over a long period of time, causing public outrage.

The Prime Minister has continuously directed in many documents, assigning specific tasks to ministries, branches and localities to urgently handle the above cases.
