
Comrade Le Thanh Do inspected the field progress of the implementation of packages 4 and 5 of the Dynamic Road Project; Investment project to build resettlement areas and points of the Dien Bien province's political and administrative center; Project to stabilize the population and develop the socio-economic situation of the Son La hydropower resettlement area in Dien Bien Phu city; Project of working headquarters combined with the Radio and Television Program Production Center; Project "Multi-disaster management of the Nam Rom river basin to protect people's lives, adapt to climate change and develop the socio-economic situation of Dien Bien province" and a number of urban embellishment projects.
According to reports from leaders of relevant departments and branches, and representatives of the investor units, the progress of the projects has basically changed, but there are still some difficulties and problems in the implementation process. Especially with the project "Managing multiple natural disasters in the Nam Rom river basin to protect people's lives, adapt to climate change and develop the socio-economy of Dien Bien province", there are still problems with site clearance. In Dien Bien district, there are 14 households left to count, due to area disputes; verifying the origin of the land, there are 75 households left, due to land along rivers and streams that have transferred land use rights but have not carried out the transfer procedures according to the provisions of law. In Dien Bien Phu city, there are 11 households left to reclaim land due to area disputes; there are 30 households left to count. Up to now, the Project has implemented construction of 5/7 packages (packages 1 and 7 have not been implemented yet), the construction value reached 16.34% of the contract value; the disbursement of the 2024 capital plan up to now has reached 33.7% of the assigned capital plan.

Chairman of the Provincial People's Committee Le Thanh Do acknowledged the efforts of the investor and contractor in the past time, thanks to which the project progress has been accelerated after the most recent inspection (August 19). However, up to now, the project implementation progress and capital disbursement progress are slower than the set plan. To speed up the project implementation progress, the Chairman of the Provincial People's Committee requested the contractor and investor representatives to concentrate resources, people, equipment, and promote good practices.
For packages 2 and 3 of the Nam Rom River Basin Multi-Disaster Management Project, the City People's Committee coordinates with specialized agencies to determine the origin of the land, mobilize people to hand over land and construction sites. Package 4 implements land ownership to Thanh Truong Ward People's Committee and implements policies to support people according to the law. Currently, the packages in Dien Bien district have only implemented 5%, which is very slow progress. The District People's Committee needs to coordinate with specialized agencies to implement measures to count, support, compensate and clear the site and complete the map and measurement documents according to the current status.

For the Dynamic Road Project, Dien Bien Phu City and Dien Bien District focus on inventory work, complete site handover as soon as possible; allow resettlement land funds of other projects to be used to arrange resettlement for households in need and eligible for resettlement. At the same time, support policies and temporary housing rental for people are implemented.
The Chairman of the Provincial People's Committee requested the contractors to concentrate their manpower, carry out construction in 3 shifts, working day and night to ensure progress. The investor should strengthen supervision to ensure the quality of construction works; for contractors who do not meet the construction progress, the investor needs to take steps to handle them according to regulations.
