The pilot implementation of delegation of authority and responsibility to leaders in personnel work must ensure the principle of the Party unifying leadership in personnel work and management of the staff; the principle of democratic centralism; impartiality, objectivity, openness, transparency, and maintenance of internal solidarity; promoting the responsibility of leaders and Party committees, Party organizations, and collective leadership of agencies and units in the political system. On the principle that Party committees, Party organizations, and collective leadership of agencies and units have the authority to consider and implement the personnel work process for personnel introduced by the head according to regulations.
In case of personnel from local sources, the head shall base on the quantity, structure, standards, conditions, task requirements and the personnel list in the selection plan, recommend 1 personnel for 1 position so that the Party Committee, Party organization, and collective leadership of the agency or unit can consider and include them in the list, and proceed with the next steps. In case of personnel from other sources, the head shall base on the quantity, structure, standards, conditions, task requirements, recommend 1 personnel for 1 position so that the Party Committee, Party organization, and collective leadership of the agency or unit can consider and proceed with the personnel process. For the introduction of personnel to elect additional members of the Standing Committee of the Party Committee when the number of Standing Committee members is vacancy, the head shall base on the standards, conditions, congress personnel work project, and the planned list to select and recommend personnel for the Standing Committee to consider and submit to the Executive Committee to recommend additional members of the Standing Committee; If the personnel are unanimously recommended by the executive committee, the standing committee will submit it to the competent authority for approval before conducting the election.
