Announcement of the 13th Conference of the 13th Party Central Committee

The conference aims to discuss and give opinions on the Draft Political Report; Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter; introduce personnel of the 14th Party Central Committee, personnel of the 14th Central Inspection Committee ; time, content and program of the 14th National Congress of the Party; Working regulations of the 14th National Congress of the Party; Election regulations at the 14th National Congress of the Party; Report on the implementation of the 2025 Socio-Economic Development Plan, projected Socio-Economic Development Plan for 2026; Report on the assessment of the implementation of the state budget in 2025, the state budget estimate in 2026 and the national 3-year financial budget plan for 2026 - 2028; the national 5-year financial plan for the period 2026 - 2030; personnel work; report on important tasks that the Politburo has resolved from the 12th Central Conference to the 13th Central Conference and forecast some key tasks from the 13th Central Conference to the 14th Central Conference; and some other important issues.

General Secretary To Lam attended, directed and delivered important speeches at the opening and closing of the Conference.

1. On documents submitted to the 14th National Congress of the Party

1.1. Draft Political Report (based on integrating 3 Reports, including Political Report, Socio-Economic Report, Summary Report on Party building and implementation of the Party Charter)

The Party Central Committee unanimously agreed that the Draft Political Report had been carefully and thoroughly prepared, covering all contents, absorbing comments from Party Committees directly under the Central Committee, especially the direction of the General Secretary on the requirement to improve strategic autonomy capacity, perfect development institutions associated with implementing 4 transformations: Digital transformation, green transformation, energy transformation, structural transformation and improving the quality of human resources on the principle of ensuring stability, breakthroughs, development and improving the material and spiritual life and happiness of the people. The development of the Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Party Congress in the Political Report demonstrates a new approach, a breakthrough in thinking, creative ways of doing things, in line with the requirement of building a concise, easy-to-understand, easy-to-implement, and actionable Political Report.

1.2. Draft Report Summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam:

The Party Central Committee assessed: The Steering Committee for the 40-year Renovation Review has promptly and seriously implemented the Politburo's direction, focusing on thoroughly reviewing, updating, and supplementing new issues and policies of the Party Central Committee, the Politburo, and the Secretariat since the 12th Central Conference to date and of the General Secretary at the Standing Meeting of the Document Subcommittees on September 25, 2025; at the same time, synthesizing, studying, and absorbing comments from Party Committees directly under the Central Committee; and reports on the results of working delegations attending the grassroots Party Congresses into the Draft Summary Report. At the Conference, members of the Party Central Committee supplemented and contributed many valuable comments to continue perfecting the Draft Summary Report.

1.3. Draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter:

The Party Central Committee agreed that the Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and the proposals and directions for supplementing and amending the Party Charter were carefully, seriously and thoroughly prepared; new issues and policies were updated and supplemented in accordance with the direction of the Central Committee, the Politburo and the Secretariat since the 12th Central Conference up to now.

The Party Central Committee unanimously approved the documents to be submitted to the 14th National Congress of the Party, including: Draft Political Report; Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter.

The Party Central Committee assigned the Politburo, based on the results of the Central Committee's discussions; the Politburo's report on acceptance and explanation; and the contributions of Party Congresses at all levels, to complete the documents to be sent to request comments from National Assembly deputies; the Fatherland Front, socio-political organizations, mass organizations; cadres, party members and people; to direct the acceptance and completion of the Draft documents to be submitted to the 15th Central Conference of the 13th Party Central Committee.

2. Regarding the introduction of personnel for the 14th Party Central Committee and the 14th Party Central Committee's Inspection Commission : The Party Central Committee is in high agreement with the Politburo's preparations for the 14th Party Congress's personnel work. Determining this as a "particularly important" and "key of the key" task, a decisive factor for the success of the 14th Party Congress and the country's development in the coming period, the Party Central Committee has focused on discussing and carefully considering the recommended personnel on the basis of closely following the standards, conditions, structure, and number stated in the Party's 14th Party Congress's Personnel Work Directions and related regulations. The Party Central Committee has agreed to introduce personnel for the 14th Party Central Committee (official members and alternate members; re-elected and first-time participants) and personnel for the 14th Party Central Committee's Inspection Commission (re-elected and first-time participants) to present to the 14th Party Congress.

3. The Party Central Committee discussed and gave opinions on the time, content and program of the 14th National Congress of the Party ; focused on studying and discussing the Working Regulations of the 14th National Congress of the Party and the Election Regulations at the 14th National Congress of the Party, especially the updated, supplemented and amended contents in the Regulations.

The Central Executive Committee assigned the Politburo to, based on the Central Committee's discussion opinions and the Politburo's report on receiving and explaining, direct the reception and completion of the contents on the organization of the 14th Congress to submit to the 14th National Congress of the Party.

4. Regarding the Report on the implementation of the 2025 Socio-Economic Development Plan, the projected Socio-Economic Development Plan for 2026; Report on the assessment of the implementation of the State budget in 2025 and the State budget estimate for 2026; Report on the 3-year National Financial - State Budget Plan for 2026 - 2028; Report on the implementation and results of the 5-year National Financial Plan for the period 2021 - 2025 and the orientation of the 5-year National Financial Plan for the period 2026 - 2030

The Party Central Committee unanimously stated: In the context of the world situation with many complex and unpredictable changes, many difficulties and major challenges, especially the US's reciprocal tax policy, conflicts and political instability in a number of regions, including ASEAN; the situation of natural disasters, epidemics and climate change has had a heavy impact, but under the wise and close leadership and direction of the Party, directly and regularly by the Politburo and the Secretariat, headed by General Secretary To Lam; the supervision, accompaniment and coordination of the National Assembly and the drastic participation of the entire political system; the drastic, flexible, timely, creative, effective and focused direction and administration of the Government, the Prime Minister, all levels, sectors and localities; the consensus and joint efforts of the people, businesses and the support of international friends; the smooth coordination between policies and direction, administration and implementation; The domestic socio-economic situation continues to achieve many important and comprehensive results in most areas, achieving the set general goals, expected to achieve and exceed 15/15 main targets in 2025. Macroeconomic stability is maintained, economic growth is high, inflation is controlled, major balances are ensured. Fully and seriously implement, ensure the requirements and progress of the revolution to streamline the Government's apparatus and reorganize administrative units at all levels, and implement the 2-level local government organization model. Perfecting legal institutions has achieved many outstanding results. Economic restructuring associated with growth model innovation continues to be promoted. Strategic infrastructure development has achieved outstanding results, opening up new development space. Breakthroughs in science and technology, innovation, and digital transformation have achieved some positive results. Socio-cultural development is guaranteed; Social security and people's lives continue to improve. Education and training, and health care have achieved many positive results. National defense and security have been maintained. International integration continues to be a bright spot. Information and propaganda work has been implemented synchronously, innovatively, effectively and has a high spread in society.

The Party Central Committee pointed out a number of difficulties and limitations in the socio-economic situation; analyzed and clarified the causes and lessons learned, on that basis, gave many profound and comprehensive instructions on issues related to socio-economic development in the last months of 2025 and the main tasks and solutions in 2026.

The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's report on reception and explanation to complete the issuance of the Conclusion on the socio-economic situation; and direct the Government Party Committee to complete the above-mentioned Reports and Plans to submit to the National Assembly for consideration and decision at the 10th Session of the 15th National Assembly.

5. The Party Central Committee discussed and decided on a number of contents on personnel work:

5.1. Electing 4 additional members of the 13th Central Inspection Commission, including: Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hung Yen province; Comrade Tran Quoc Binh, Head of Department III of the Central Inspection Commission; Comrade Trinh The Binh, Head of Department, Secretary of the Politburo member, Standing member of the Secretariat; Major General Tran Van Phuc, Member of the Provincial Party Committee Standing Committee, Director of Quang Ninh Provincial Police.

5.2. Give opinions on personnel so that the Politburo can decide to introduce the XV National Assembly to elect the following positions: Secretary General of the National Assembly - Head of the National Assembly Office; Head of the National Assembly's Committee on Science, Technology and Environment; Member of the National Assembly Standing Committee, Head of the National Assembly's Delegation Affairs Committee and approve the positions: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs.

5.3. Agreed to allow comrade Le Quang Huy, member of the Party Central Committee, member of the Standing Committee of the National Assembly Party Committee, member of the Standing Committee of the National Assembly, Party Secretary, Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly to cease holding the position of member of the Party Central Committee, 13th term.

5.4. Disciplinary action in the form of dismissal from all Party positions for comrade Do Trong Hung, member of the Party Central Committee, former Deputy Head of the Central Organizing Committee, former Secretary of the Provincial Party Committee, former Chairman of the People's Council of Thanh Hoa province, for violating Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violating regulations on what Party members are not allowed to do and the responsibility to set an example; causing very serious consequences, public outrage, and very bad effects on the reputation of the Party organization and local government.

6. The Party Central Committee reviewed and commented on the following documents : Report on the preparation for the 14th National Party Congress; on important tasks that the Politburo has resolved from the 12th Central Conference to the 13th Central Conference, 13th tenure, and projected a number of key tasks from the 13th Central Conference to the 14th Central Conference, 13th tenure; on Party financial work in 2024; and a number of other important contents.

7. The Party Central Committee calls on the entire Party, people and army to strengthen solidarity and unity, promote the important and comprehensive results that have been achieved, strive to overcome difficulties and challenges , quickly overcome the consequences of natural disasters and floods, restore production and business, stabilize people's lives, ensure national defense and security, successfully complete the socio-economic development tasks in 2025 and the goals and tasks set out in the Resolution of the 13th National Party Congress; successfully organize the congresses of Party Committees directly under the Central Committee, and move towards successfully organizing the 14th National Party Congress.
