Agree on the content and program of the 26th Session of the 18th Provincial People's Council

On the afternoon of February 25, under the chairmanship of Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Standing Committee of the 18th Thanh Hoa Provincial People's Council, term 2021-2026, held the 32nd Session to unify the content and program of the 26th Session (special session), the 18th Provincial People's Council and a number of other important contents.

Overview of the meeting.

Attending the meeting were Vice Chairmen of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee; members of the Provincial Party Standing Committee who are heads of the Provincial People's Council Committees and Deputy Heads of the Provincial People's Council Committees; leaders of relevant departments and units.

Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

At the meeting, the Standing Committee of the Provincial People's Council reviewed and commented on the submissions and reports on the review of the draft resolution submitted to the 26th Session; the Decision to establish a Supervisory Delegation, and the Plan to organize a session to explain the calculation of land use fees for projects that have been allocated land and leased land in the province, period 2021-2024.

Also at the meeting, the Standing Committee of the Provincial People's Council gave opinions on the content and agenda of the 26th session of the 18th Provincial People's Council, term 2021-2026. Accordingly, the meeting was held on February 26, 2025 at the meeting room of the Provincial Party Committee. The meeting considered and decided on the submissions of the Provincial People's Committee to the Provincial People's Council, including: Allocation of central budget development investment capital in 2025 to implement the National Target Program on new rural construction in Thanh Hoa province (phase 2); Adjustment of the Land Price List for the period 2020-2024 in the province issued together with Resolution No. 231/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council (amended and supplemented in Resolution No. 319/2022/NQ-HDND dated August 27, 2022 of the Provincial People's Council).

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi spoke at the meeting.

Approve the list of works and projects requiring land recovery, conversion of rice-growing land, protective forest land, production forest land and decide on the policy of converting forest use purposes in the province in the second phase of 2025; reorganize specialized agencies under the People's Committee of Thanh Hoa province; Adjust the allocation of staffing of the Thanh Hoa provincial government in 2025; Allocate the central budget development investment capital plan in 2025 (phase 2) to implement the National Target Program on socio -economic development in ethnic minority and mountainous areas in the period 2021-2030, phase 1: from 2021 to 2025.

Concluding the meeting, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, stated: The Standing Committee of the Provincial People's Council agreed to include in the content of the 26th Session the submissions of the Provincial People's Committee to the Provincial People's Council for consideration and resolution; and agreed with the review opinions of the Provincial People's Council Committees on the draft resolutions. Accordingly, the documents, processes and procedures for drafting resolutions must comply with regulations.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stated: The 26th session is a thematic session of important significance to resolve many contents on the plan as well as remove difficulties and obstacles for the development of the province in 2025 and the following years.
