After 14 years of implementing the national target program on new rural construction, with the continuous efforts of Party committees and authorities at all levels, the joint efforts of the people, and through many flexible, creative, innovative, and grassroots-based methods, Quang Ninh has achieved a number of important results.

The new rural construction program has created an atmosphere of new rural construction throughout the countryside, especially in communes of ethnic minorities, mountainous border areas and islands; rural infrastructure has changed significantly, people's lives have improved, social culture and environment in rural areas have made much progress; grassroots democracy has been expanded; the political system is increasingly strong; national defense, security and social order have been maintained. The whole province has 91/91 communes meeting new rural standards , 54/91 communes ( 59.3 % of the total number of communes) meeting advanced standards , 25/91 communes meeting model new rural standards , 5/7 districts meeting the criteria and indicators of districts meeting advanced new rural standards, of which Dam Ha and Tien Yen districts are the first districts in the country to be recognized by the Prime Minister as advanced new rural districts. Average income per capita in rural areas reached 84.14 million VND/person/year. By the end of 2023, Quang Ninh province has no more poor households and completed the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 3 years earlier than the Prime Minister 's target. The rate of workers receiving vocational training reached 87% . The rate of rural households using clean water reached 99.99% .

Quang Ninh province will continue the plan to improve the quality of new rural and advanced new rural criteria on the basis of closely following the resolutions of the Central and the province. to Building a modern, prosperous, happy, democratic, civilized countryside; with a synchronous, modern, interconnected, comprehensive economic and social infrastructure; a green, clean, beautiful environment; and a healthy cultural life is a continuous process without an end point.

At the meeting, members of the Central Appraisal Council all agreed and proposed to submit to the Government for recognition of Quang Ninh province for completing the task of building new rural areas in 2024. At the same time, Council members contributed some opinions to the dossier of Quang Ninh province to best complete the submission to the Government for recognition such as: Further supplementing information on rural urban linkages; quantifying good practices; the ability to replicate models nationwide, supplementing data in 2024; carefully evaluating criteria, solutions to overcome shortcomings, lessons learned, etc.

Speaking at the meeting, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that the implementation of the new rural construction program is identified by Quang Ninh province as a top priority task in socio-economic development. Quang Ninh province will receive, explain, and receive comments from members of the Central Appraisal Council to promptly complete the report and documents to submit to the Government for recognition of the completion of new rural construction in 2024 in May.

Concluding the meeting, Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Environment, Chairman of the Central Appraisal Council, highly appreciated the achievements of Quang Ninh province in implementing the new rural development program. The Central Appraisal Council highly agreed to submit to the Government to recognize Quang Ninh province as completing the new rural development program in 2024.

The Deputy Minister of Agriculture and Environment suggested that Quang Ninh province in the coming time will continue to promote the achieved results, overcome the gap between communes, villages and hamlets in difficult areas after merging communes, ensure quality improvement, develop raw material areas in areas with agricultural advantages, OCOP products, pay attention to ensuring rural hygiene environment, security and order.
