Approval of draft resolution on investment in 2 transport projects

BTO-On the morning of May 15, the 22nd session of the 11th Provincial People's Council (PPC) passed 8 draft resolutions, including 2 draft resolutions on 2 traffic projects: adjusting the investment policy of the DT.719 Bypass project - bridge over Dinh River, La Gi town and approving the investment policy of the project Upgrading and expanding DT.717 route in Tanh Linh district (section from P'Lao intersection to the border with Lam Dong province).

The project of DT.719 bypass and bridge over Dinh River, La Gi town was approved by the Provincial People's Council in Resolution No. 28/NQ-HDND dated May 11, 2021. In particular, the route is about 6,840 m long, starting at the intersection with DT.719 road at Km 54+140. The end point is at the intersection with National Highway 55 at Km 83+100. During the survey to prepare the basic design documents of the investment project, the Provincial Traffic Construction Investment Project Management Board (investor) determined that the route would pass through La Gi town and Ham Tan district. However, the section through Ham Tan district was not included in the project investment policy approved by the Provincial People's Council. After careful survey, it was determined that the route passing through La Gi town is 6,020 m/6,840 m, passing through Ham Tan district is 820 m/6,840 m. Therefore, adjusting the investment policy is necessary to serve as a basis for approving the construction investment project and implementing the next steps. The project has a total investment of about 212.9 billion VND, funded by the Central Government and the provincial budget, implemented from the 2021 - 2025 period and transitioning to the 2026 - 2030 period.

The Provincial People's Council also passed a Resolution on approving the investment policy for the project to upgrade and expand DT.717 (from P'Lao intersection to the border of Lam Dong province). DT.71 has its starting point at Km159+140 of National Highway 55; its end point borders Lam Dong province, with a length of about 29.3 km, is an important traffic route connecting National Highway 55 with National Highway 20, connecting Binh Thuan province with Lam Dong province and is the gateway connecting Binh Thuan province with the Central Highlands region, helping to regulate traffic and transport of goods between the two regions.

In the past time, the central budget and provincial budget have arranged to invest in upgrading and expanding the first section of the route from Km159+140 National Highway 55 (Ta Pao bridge, Tanh Linh district) to the intersection with DT.766 road, about 19.8 km long with asphalt concrete road surface structure and completed and put into operation in 2022. The remaining section from the intersection with DT.766 road to the border with Lam Dong province, about 9.5 km long, is currently damaged and degraded, the longitudinal ditch system is mainly made of soil and is currently mostly buried by rocks and soil, the traffic safety system is old and not synchronized, making travel very difficult and posing many potential risks of traffic insecurity, especially in the rainy season when water overflows on the pass, causing danger. The project has an investment of about 244 billion VND. Central budget support capital (medium-term public investment plan for the period 2021 - 2025 and transition to the period 2026 - 2030) and partly from the budget

Road DT.717 from the intersection with Road DT.766 to the border of Lam Dong province is currently severely damaged.

Therefore, the investment in upgrading and expanding the DT.717 route (from the intersection with DT.766 route to the border with Lam Dong province) is necessary to synchronize with the invested DT.717 route, ensure traffic safety and meet the needs of people for travel, transportation of goods and agricultural products, increase the connection with Lam Dong province, contribute to promoting the socio-economic development of the locality...
