Within the framework of the working trip of the leaders of the People's Committee of Da Nang City to the United States, on February 28, 2024 (local time), in Portland City (Oregon State, USA), the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence in collaboration with the Oregon State Government and Portland University organized a seminar on Investing in Da Nang in the field of semiconductor microchips and artificial intelligence.

The workshop aims to promote the investment environment and promote cooperation in training human resources in the fields of semiconductors and artificial intelligence in Da Nang.

In particular, focusing on introducing the environment, business investment opportunities, support mechanisms and policies, and investment incentives in the field of semiconductors and artificial intelligence in the city to US organizations, businesses, and investors.

In particular, in the context of the wave of shifting the semiconductor value chain to Southeast Asian countries; the event of upgrading the Comprehensive Strategic Partnership between Vietnam and the United States with a focus on promoting cooperation in science and technology, innovation, including the semiconductor industry.

In addition to the delegation from Da Nang City, there were more than 40 delegates who were leaders of the government, businesses and universities. On the Oregon side, there were State Representatives including Mr. Daniel Nguyen and Mr. Paul Evans, Ms. Sophorn Cheang, Director of the Oregon State Enterprise Development Agency, representatives of the Portland City leadership, leaders of Oregon State University, Portland University; semiconductor design enterprises such as Synopsys, Ampere, Microchip, Intel... and enterprises interested in investing and cooperating in the fields of microchips, semiconductors, artificial intelligence in Da Nang.

Informing investors, Director of the Da Nang Center for Microchip Design and Artificial Intelligence Research, Mr. Le Hoang Phuc said that Da Nang is very interested and has taken specific steps, demonstrating its determination to build Da Nang into a center for training talented human resources for the fields of semiconductors and artificial intelligence.

According to Mr. Phuc, with an approach focusing on developing human resources prioritizing the immediate microchip design stage and later packaging and testing (stages of the semiconductor chip industry), Da Nang is building a "Project for Developing Semiconductor Chips and Microchips in the City" and specific mechanisms and policies to attract experts and investors to the city to work, research, and cooperate in training human resources for semiconductor chips and AI. The goal of Da Nang City is to strengthen the establishment of more partners, training organizations, and businesses to develop a team of talented lecturers and engineers for the city, supplying the market, aiming to share common values ​​and benefits.

At the conference, delegates and guests were very interested in the topic of higher education and training research; many proposals on scholarship mechanisms for excellent students were discussed and feasible solutions were proposed. Many delegates suggested that Da Nang and the state of Oregon could promote cooperation in the field of education through organizing short-term courses, exchanging lecturers and students between Vietnam and Oregon and vice versa.

At the same time, the topic of cooperation in developing semiconductor design and artificial intelligence received much attention with the participation of Mr. Dan Malinaric, Vice President of Microchip Techology Group, Ms. Jennifer Purcell, Director of Future Ready Oregon Fund, Ms. Sarah Means, Semiconductor Manager of the Office of the Governor of Oregon.

Accordingly, last year after the US CHIPS Act took effect, the Oregon state government approved $240 million in grants and loans to 15 businesses to promote the state's semiconductor industry, one of the region's economic pillars.

Da Nang is stepping up investment attraction in the fields of semiconductors and artificial intelligence.

The Future Ready Oregon Fund has also spent $200 million to develop human resources and support businesses in recruiting and offering training programs for semiconductors to increase collaboration and diversity in the semiconductor workforce. STEM training programs and the “microchip design, manufacturing, assembly, test, and packaging training” program were also officially launched in January 2024.

Oregon delegates said that the semiconductor industry needs to be approached based on human resources and emphasized that this is a golden time for Da Nang to take the lead in cooperation and development opportunities in this field.

The city needs to focus on building a solid foundation of infrastructure, policies and human resources, along with the support of attracting large enterprises, FDI enterprises, and organizing formal training courses on microchip design, Da Nang can successfully realize the vision of building a "Silicon Beach" in Da Nang similar to "Sillicon Valley" in the United States.
