Deputy Minister of Home Affairs Trieu Van Cuong is Vice Chairman of the State Council to consider awarding the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.

Accordingly, the Council was established to assist the Prime Minister in organizing the awarding of the titles "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.

According to the Decision, Mr. Nguyen Hong Dien, Minister of Industry and Trade, is the Chairman of the Council.

Vice Chairmen of the Council include: Ms. Phan Thi Thang, Deputy Minister of Industry and Trade; Mr. Trieu Van Cuong, Deputy Minister of Home Affairs .

Council members include: Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism; Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development; Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Mr. Tran Lam Bien, Associate Professor, PhD, Cultural Researcher; Mr. Duong Trung Quoc, General Secretary of the Vietnam Historical Science Association; Mr. Nguyen Van Huy, Associate Professor, PhD, Deputy Director of the Center for Research and Promotion of Cultural Heritage, Vietnam Cultural Heritage Association; Mr. Nguyen Van Dinh, Associate Professor, PhD, Former Principal of the University of Industrial Fine Arts; Mr. Luong Xuan Doan, Chairman of the Vietnam Fine Arts Association.

The Council is responsible for assisting the Prime Minister in organizing the review and selection of individuals who meet the conditions and standards to submit to the Prime Minister for proposal to the President to decide on awarding the title of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.

The Council operates according to the provisions of Decree No. 43/2024/ND-CP(*).

The Ministry of Industry and Trade is the standing body of the Council. The Council has a Secretariat established by the Minister of Industry and Trade and is allowed to use the seal of the Ministry of Industry and Trade to handle its work. The members of the Council and the Secretariat work part-time. The Council's operating regulations are decided by the Chairman of the Council. The Council's operating budget and awarding organization are implemented according to the Government's regulations on awarding the titles of "People's Artisan" and "Excellent Artisan" provided by the state budget in the operating budget of the Ministry of Industry and Trade. The Council dissolves itself after completing its tasks.

This Decision takes effect from the date of signing and promulgation.

(*) Article 8. Duties, working principles, and composition of the Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts

1. The Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" is established at each Council level, for each awarding time. The Councils dissolve themselves after completing their tasks.

2. Council levels

a) Provincial and centrally-run city councils (hereinafter referred to as provincial councils);

b) Ministry-level specialized council;

c) State Council.

3. The Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" has the following duties:

a) Organizing the award consideration to ensure compliance with the provisions of this Decree (including award consideration for deceased individuals if the dossier has been completed to meet the regulations, and the provincial Council has submitted the dossier to the specialized Council at the ministerial level);

b) Publicly announce the list of individuals proposed for award consideration and the selection results in the media;

c) Complete the award application and submit it to the competent Council;

d) Consider and resolve recommendations related to awarding.

4. The Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" works according to the following principles:

a) Democratic, public, secret ballot;

b) The meeting of the Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" shall be held when at least 75% of the total number of Council members are present, including the Chairman of the Council or the authorized Vice Chairman of the Council. The Secretariat shall be responsible for obtaining the opinions of absent Council members by means of Ballots according to Form No. 07 and Form No. 08 in the Appendix to this Decree;

c) The State-level Council only considers dossiers submitted by the specialized council at the ministerial level; the specialized council at the ministerial level only considers dossiers submitted by the provincial-level council; and does not consider dossiers that do not comply with the provisions of the law on emulation and commendation;

d) The provincial-level Council submits to the ministerial-level specialized Council, the ministerial-level specialized Council submits to the State-level Council, the State-level Council submits to the Prime Minister a list of individuals who receive 90% or more of the votes of the Council members in agreement out of the total number of Council members;

d) Individuals who are eligible for the title of "People's Artisan" or "Meritorious Artisan" do not participate in the Councils at all levels;

e) During an awarding period, a member of the Provincial Council cannot concurrently be a member of the Ministry-level Specialized Council or the State-level Council.

5. The Council for awarding the titles of "People's Artisan" and "Excellent Artisan" includes the Chairman of the Council, Vice Chairman of the Council and Council members who are representatives of the management units of the handicraft sector, socio-political organizations, related socio-professional organizations and prestigious individuals with expertise in handicrafts and artisans.

6. The Chairman of the Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" decides to establish a Secretariat to assist the Council.
