
"The solution focuses mainly on increasing the ability to drain water and build dikes to protect important areas and urban areas. The recent flooding in Thai Nguyen, Bac Giang and some other provinces shows that this solution is effective and suitable for the conditions of the northern mountainous region," Mr. Phung Duc Tien informed at the Government Press Conference on the afternoon of November 8.
According to the Deputy Minister of Agriculture and Rural Development, in the Red River Delta, flooding is mainly caused by rain, so the main solution is to build pumping stations to actively drain water into the river; at the same time, strengthen the dyke system to protect the area. Hanoi and some provinces have recently strengthened drastic measures to solve flooding.
Regarding the vast Mekong Delta region, Deputy Minister Phung Duc Tien said that the flooding is mainly caused by floods from upstream, mainly flowing towards the Cambodian border. The solution is to complete the irrigation system to control inland floods. These solutions have been approved by the Prime Minister and are suitable for reality.
Regarding the Project on preventing subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta region until 2035 and vision to 2050, the Party Committee of the Ministry of Agriculture and Environment has submitted Document No. 03 dated June 5, 2025 and Document No. 05 dated October 21, 2025 to the Government.
“The project identifies multi-purpose projects to consolidate and upgrade infrastructure to prevent floods, subsidence, landslides on river banks, coastlines, inundation, drought, and saltwater intrusion; at the same time, proposes to improve the law on state management policies and mechanisms for drought and saltwater intrusion; build a database; and improve forecasting and warning capacity,” said Mr. Phung Duc Tien. Resources to implement the project have been specifically identified in the medium-term public investment plans and regular target tasks for the Ministry of Agriculture and Environment and related ministries to manage.
Regarding the overall development project of the Bac Hung Hai irrigation system to serve multiple purposes and protect the environment sustainably. This is a project in which the Ministry of Agriculture and Rural Development has proposed solutions for overall development, modern irrigation work, serving multiple purposes. Specifically, there are solutions related to solving the flooding situation for areas related to Bac Ninh, Hung Yen and Hai Phong City.
The Ministry of Agriculture and Environment issued Official Dispatch No. 256 dated October 22, 2025, reporting to the Prime Minister on the implementation of the project, in which it specifically proposed and assigned tasks to relevant ministries and localities; the Ministry also proposed investment in the 2026 - 2030 medium-term plan for management projects.
“Regarding capital to implement the above tasks, the first is the budget according to decentralization. Ministries, branches and localities, based on decentralization, will establish projects, approve and use state budget sources; the second is international support sources; the third is commercial loans; the fourth is community and social sources. We must focus all four of these resources to ensure that major problems that occur and directly affect the socio-economy are resolved,” Deputy Minister Phung Duc Tien emphasized.
