Overcoming difficulties, ensuring progress of key projects in Dong Nai

Under the direction of the Prime Minister, on December 19, 2025, the Bien Hoa - Vung Tau Expressway Project, Ring Road 3 - Ho Chi Minh City, the section passing through Dong Nai will be technically opened to traffic. In order to complete the project on time, relevant units have synchronously deployed solutions to remove difficulties and obstacles, and speed up construction.

Truong Son Construction Corporation is the main contractor undertaking the construction of 6.5km of Bien Hoa - Vung Tau Expressway and 8 bridges, 2 intersections on the route. At the construction site, the contractor mobilized nearly 460 workers and construction machinery day and night. Up to now, the contractor is focusing resources to speed up the construction of roadbed, crushed stone and asphalt.

Mr. Nguyen Tat Nam, Director of Truong Son 15 Management Board (construction of package 9 and package 18, Bien Hoa - Vung Tau expressway) said that the difficulties in terms of site clearance and material sources (soil and construction stone) for the construction of package 9 and package 18 have been resolved. The contractor has completed the asphalt paving of nearly 3km; of which, 4 bridges have been asphalted.

According to Mr. Nguyen Tat Nam, there are many difficulties and problems in the construction of the Bien Hoa - Vung Tau expressway through Dong Nai , which have been going on for a long time (slow site clearance, lack of materials). By the beginning of 2025, these difficulties will be basically resolved, but in the past 3 months, the weather has been unfavorable (heavy rain), so the construction of the items cannot be carried out as usual, especially the roadbed filling. From the beginning of November until now, the weather has changed positively, taking advantage of sunny days to concentrate on construction. Currently, the contractor has gathered enough materials to the construction site, accelerated construction to make up for the progress, and is determined to basically complete the packages by mid-December 2025.

According to the representative of the consortium of package 29, Component Project 3, Ring Road 3 - Ho Chi Minh City, package 29 has a length of nearly 3km and 2 intersections. At the construction site, the contractor mobilized nearly 200 workers and machinery to construct the road and bridge; in which, the road section is focusing on foundation, crushed stone grading, some sections are being paved; the intersection has basically completed the main bridge, and is constructing railings, access roads, and reinforced retaining walls.

The biggest problem in package 29 is the scarcity of stone supply, the contractor does not have enough materials to produce asphalt concrete. The contractor is actively contacting quarries to get more material supply, at the same time speeding up construction in "3 shifts, 4 shifts", ensuring technical traffic opening on December 19, 2025.

According to the Dong Nai Construction Investment Project Management Board, the Bien Hoa - Vung Tau Expressway from Dong Nai to Ho Chi Minh City is over 54km long, of which the section through Dong Nai is over 34km long, divided into 2 component projects. Of which, Component Project 1 (16km long) is invested by the Dong Nai Construction Investment Project Management Board, Component Project 2 (18km long), is invested by the 85 Project Management Board. Component Project 3, Ring Road 3 - Ho Chi Minh City is over 11km long, invested by the Dong Nai Construction Investment Project Management Board.

A representative of the Dong Nai Construction Investment Project Management Board said that during the implementation of Component Project 1, Bien Hoa - Vung Tau Expressway and Component Project 3, Ring Road 3 - Ho Chi Minh City, the functional sector encountered many difficulties and problems related to site clearance and construction material sources. With the participation of the functional sector, the difficulties were resolved in early 2025; Dong Nai functional sector also continuously inspected the site and urged contractors to speed up construction. However, in recent months, the project progress has not yet reached the set target.

The reason for this situation is that some contractors lack determination and have not really made an effort. In addition, according to statistics from the supervision and construction unit, from the beginning of August to October 21, 2025, there were 58 rainy days at the construction site of Component Project 1, Bien Hoa - Vung Tau Expressway; at Component Project 3, Ring Road 3 - Ho Chi Minh City, there were 40 rainy days.

To ensure the progress of Component Project 1, Bien Hoa - Vung Tau Expressway and Component Project 3, Ring Road 3 - Ho Chi Minh City, Dong Nai authorities have implemented many drastic solutions. For slow-performing construction packages, Dong Nai Construction Investment Project Management Board has issued documents urging and notifying contractors of contract progress violations; adding more subcontractors and transferring workload to contractors in the consortium to implement the packages.

According to the Dong Nai Construction Investment Project Management Board, over the past 15 days, the construction progress at Component Project 1, Bien Hoa - Vung Tau Expressway and Component Project 3, Ring Road 3 - Ho Chi Minh City has had positive changes. For Component Project 1, the units are mobilizing more than 650 workers and machines to deploy 30 construction teams, with the construction output reaching nearly 60% so far.

Component 3 is implementing dozens of construction teams, with construction output reaching about 52% so far. In particular, contractors have gathered a lot of materials, prepared human resources and machinery to speed up construction on sunny days and at night. Dong Nai Construction Investment Project Management Board will continue to strengthen site inspections, urge contractors to speed up construction, and ensure the project is technically open to traffic on December 19, 2025, as directed by the Prime Minister .

According to Project Management Board 85, up to now, the construction output at Project Component 2, Bien Hoa - Vung Tau Expressway has reached more than 70% of the contract value. At the construction site, the contractor has mobilized more than 1,200 workers and machinery to deploy 60 construction teams. With the road section having basically completed the K95 earthwork, the gravel grading, cement reinforcement, and asphalt concrete are being carried out. The bridge system on the route has also recorded positive changes with 96% of bored piles completed, 97% of piers completed, and all 708 girder slabs (precast concrete girders) fully cast. The units are determined to bring the project to the finish line on time.
