This morning, July 28, Deputy Minister of Agriculture and Environment (MARD) Le Minh Ngan and the MARD delegation had a working session with the Department of Agriculture and Environment of Quang Tri province on the results of implementing tasks in the past time and orientations for the coming time. In the first 6 months of 2025, the Department of Agriculture and Environment of Quang Tri province has focused on stabilizing the organizational structure, improving management effectiveness, promoting administrative reform, perfecting institutions, actively transforming digitally, and ensuring smooth operations.

Despite many difficulties due to natural disasters, epidemics, fluctuations in agricultural market prices, especially the impact of storm No. 1, under the timely and drastic direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the attention and support of the Ministry of Agriculture and Environment, the whole sector has determined, made efforts, and closely coordinated with departments, branches, and localities to synchronously and drastically implement the policies of the Central Government, the province, programs, and work plans of the sector; focused on quickly overcoming the consequences of natural disasters, restoring production, and making important contributions to the overall growth of the province.

The growth rate of the agriculture, forestry and fishery sector in the first 6 months of the year reached 3.79% (achieving the 6-month target), the total production value of the whole industry reached nearly 5,520 billion VND, accounting for 20.44% of the province's GRDP.

In the coming time, the agriculture and environment sector will continue to synchronously implement key tasks towards effective, sustainable, responsible development, integrating multiple values; maximizing the efficiency of natural resources, contributing to the growth and socio -economic development goals of Quang Tri province.

At the meeting, representatives of the Department of Agriculture and Environment reported on difficulties and obstacles in implementing tasks in the past time and made recommendations and proposals on related issues.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Phan Phong Phu requested that in the coming time, the Department of Agriculture and Environment promptly advise the Provincial People's Committee on administrative procedures related to the field according to the decrees on decentralization and delegation of authority in the field of agriculture and environment when organizing two-level local governments; promulgate administrative procedures according to the direction of the Central Government.

Along with that, assign working groups to guide commune-level localities on site clearance for project works; synchronously deploy solutions to achieve the growth target of 8% or more, promptly resolve administrative procedures under their authority for people and businesses.

Vice Chairman of the Provincial People's Committee Phan Phong Phu also hopes that in the coming time, the Ministry of Agriculture and Environment will continue to pay attention, guide and support Quang Tri province in related matters under its authority.

Recognizing and appreciating the efforts of the Department of Agriculture and Environment of Quang Tri province in the past time, Deputy Minister of Agriculture and Environment Le Minh Ngan suggested that in the coming time, the Department of Agriculture and Environment continue to improve the organizational structure, review the shortcomings under its authority to propose solutions; regularly work with localities to identify difficulties, challenges, and shortcomings in implementing the two-level local government model, in decentralization and delegation of authority in the field of agriculture and environment to promptly propose to the provincial leaders.

Along with that, the Department of Agriculture and Environment needs to focus on Party building, political system building, identifying key and focal tasks, developing specific growth scenarios for the industry, strengthening solidarity, promoting collective intelligence, and building office culture to complete the assigned tasks.

The Deputy Minister also gave specific opinions on the areas proposed by the Department of Agriculture and Environment, and requested that units of the Ministry of Agriculture and Environment promptly respond to recommendations and provide guidance so that localities can effectively carry out their assigned tasks.
