Prime Minister directs to create favorable investment and business environment for enterprises

The Prime Minister signed an official dispatch on rectifying discipline in the context of the PCI 2024 index showing signs of a return to unofficial costs and a decline in the dynamism of local governments.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 63/CD-TTg dated May 12, 2025 on rectifying discipline, enhancing responsibility, overcoming limitations, and creating a favorable investment and business environment for enterprises.

Telegram sent to Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally-run cities; Chairman of Vietnam Federation of Commerce and Industry, stating:

The Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) 2024 report published by the Vietnam Federation of Commerce and Industry recorded many positive results such as: Legal institutions and security and order continue to be maintained at a high level; information transparency is improved; market entry procedures are more favorable; labor quality has changed positively; the rate of enterprises planning to expand production and business in the next two years has increased sharply, showing that enterprises are optimistic again; the rate of enterprises with green investment plans has increased, Vietnam's green growth commitment is bringing clear results... However, PCI 2024 also shows that the trend of informal costs has signs of returning; the dynamism of local governments has declined; difficulties in accessing land have increased; Businesses are showing signs of recovery, but production and business scale has not yet returned to pre-COVID-19 pandemic levels and continues to face many new challenges, especially global economic fluctuations from the beginning of 2025.

To continue to rectify discipline, enhance responsibility, overcome limitations, create a favorable investment and business environment for the business community in accordance with the Resolution of the 13th National Congress of the Party, Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period and further promoting the role of the private economy, strengthening confidence, creating new momentum and impetus for economic development, promoting growth, and enhancing national competitiveness in accordance with Resolution No. 68/NQ-TW dated May 4, 2025 of the Politburo on private economic development, the Prime Minister requests:

1. Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities

a) According to assigned functions, tasks and authorities:

- Study the results on the business environment and improve the quality of environmental governance in the PCI Index Report 2024 (announced by the Vietnam Federation of Commerce and Industry on May 6, 2025 and posted at : https://pcivietnam.vn/an-pham/bao-cao-pci ) to advise and propose to the Government and the Prime Minister solutions to overcome shortcomings and limitations; rectify discipline, strengthen responsibility, thoroughly resolve feedback and recommendations to promptly remove difficulties and obstacles for businesses; implement solutions to improve the quality of management, socio-economic development and improve the investment and business environment for the business community, towards sustainable development and environmental protection.

- Correct agencies, units, cadres, civil servants and public employees under their management in terms of spirit and attitude in serving people and businesses; criticize and strictly handle groups and individuals who violate the provisions of law; immediately end the situation where enterprises have to pay unofficial fees in performing administrative procedures and other activities related to state administrative agencies and units.

- Review, establish and maintain a hotline in a practical and effective manner to receive and handle feedback and recommendations in accordance with Decree No. 20/2008/ND-CP dated February 14, 2008 of the Government on receiving and handling feedback and recommendations from individuals and organizations on administrative regulations and related legal regulations; direct the immediate reception and handling of feedback and recommendations from enterprises on having to pay unofficial fees to state administrative agencies, cadres, civil servants and public employees.

- Continue to promote institutional reform, promote public-private dialogue and improve policy implementation efficiency to meet business expectations and development requirements in the new period, aiming for a GDP growth target of 8% or more in 2025 and double digits in the following years as directed by the Party and Government.

- Resolutely implement the tasks and solutions in Resolution No. 66/NQ-CP dated March 26, 2025 on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026, Resolution No. 02/NQ-CP dated January 8, 2025 on the main tasks and solutions to improve the business environment, enhance national competitiveness in 2025, ensuring to achieve and exceed the goals set by the Government. Continue to further reduce and simplify administrative procedures and business investment conditions, focusing on areas such as: tax, customs, construction, environment, access to electricity, etc.; effectively deploy the provision of online public services.

- Implement specific solutions to support domestic enterprises to improve production capacity, connect with foreign-invested enterprises to form a sustainable domestic supply chain; at the same time, promote training and development of high-quality human resources, especially focusing on technical and supervisory positions through cooperation with educational institutions, vocational training and practical internship programs at enterprises.

b) Strengthen propaganda to raise awareness of enterprises about the rights and obligations of enterprises, as well as the responsibility of state agencies to shift from public administration and management to service and development creation, taking people and enterprises as the center, proactively and wholeheartedly solving problems for enterprises. Propaganda so that enterprises do not manipulate, take advantage of policies, take advantage of, and corrupt officials and civil servants, and resolutely refuse to pay unofficial fees during the implementation of administrative procedures and other activities related to state administrative agencies; honestly and promptly report to the hotlines of ministries, branches and localities in case of difficulties, suggestions to pay unofficial fees.

c) Guide, support and facilitate, encourage businesses to: (i) Invest resources, research development trends of new industries and fields in the world, to have solutions to develop new products and services, while improving the quality and competitiveness of existing products and services in the international market; (ii) Restructure with focus, key points, and substance to improve business performance in accordance with the new situation and commensurate with the resources held; (iii) Promote the application of science and technology, digital transformation, diversify markets, diversify supply chains, actively and effectively participate in sustainable development, green economy, digital economy, circular economy, energy conversion, and climate change adaptation.

2. The Ministry of Finance shall preside over and coordinate with the Vietnam Federation of Commerce and Industry and relevant ministries and agencies to propose specific tasks and solutions to improve the business environment and enhance national competitiveness, and report to the Government and the Prime Minister at the regular Government meeting in June 2025.

3. Propose that the Vietnam Federation of Commerce and Industry: (i) Continue to promote its role as an organization representing and promoting the development of the business community, acting as a bridge between the business community and government agencies; (ii) proactively grasp the difficulties and obstacles in the production and business activities of enterprises; at the same time, promote the implementation of independent and objective research on the investment and business environment in Vietnam to make recommendations to the Prime Minister on issues of law, policies, and socio-economic development strategies; (iii) proactively coordinate closely with ministries, branches, and localities to implement solutions to improve the investment and business environment and support the strong and sustainable development of the private economy.

4. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch and promptly report to the Prime Minister on arising issues that exceed its authority as prescribed.
