
On the basis of good development in Vietnam - France relations, economic , trade, investment and development cooperation relations between the two countries have always been important pillars. France is currently the 4th largest trading partner and the 2nd largest investor in the European Union (EU) of Vietnam. Bilateral trade turnover has increased steadily over the years, especially in recent years. In 2024, Vietnam - France trade turnover will reach more than 5.4 billion USD.
However, the potential and space for economic, trade and investment cooperation between the two countries is still very large and not commensurate with the bilateral relationship. Therefore, in recent times, the senior leaders of the two countries have agreed to effectively implement and exploit the Vietnam - EU Free Trade Agreement; promote trade and investment, especially in areas where one side has the capacity and advantages and the other side has demand.
Leaders of ministries, sectors, business associations and enterprises of the two countries introduced the potential, strengths and desire to cooperate in the fields of: Energy, telecommunications, maritime, pharmaceuticals, agriculture and technology application in agriculture...

Speaking at the event, Prime Minister Pham Minh Chinh said that the Vietnam-France relationship is a relationship that has ups and downs, and breakthroughs. The relationship between the two countries has spanned many centuries, and many imprints of the relationship between the two countries still exist in Vietnam, such as the railway, Long Bien bridge, architectural and cultural works, etc., which are vivid symbols of the relationship between the two countries. In particular, the greatest value that will last forever in the relationship between the two countries is the position of the Vietnamese people in the hearts of the French people and the position of the French people in the hearts of the Vietnamese people, showing that the Vietnam-France relationship will be forever green and forever sustainable.
Prime Minister Pham Minh Chinh said that Vietnam aims to become a high-income developed country by 2045. Therefore, it is striving to achieve a growth target of 8% or more by 2025 and double-digit growth in the following years. Vietnam is focusing on implementing three strategic breakthroughs: with open institutions, smooth infrastructure, and smart people and governance. These breakthroughs help reduce compliance costs, logistics costs, product prices, and increase the competitiveness of goods and businesses.
Currently, Vietnam is carrying out a "revolution" in the arrangement of the apparatus to change from a passive state to a creative one, proactively serving the people and businesses; implementing the "four pillars" of resolutions on: Breakthrough in science and technology development, innovation, digital transformation; innovation in law making and enforcement; international integration in the new situation; development of the private economy.
Vietnam is building an independent, self-reliant, proactive economy, actively integrating deeply, substantially and effectively into the international community to follow, progress together, strive to surpass and participate in leading, with the spirit of harmonious benefits and shared risks.
Recalling the good relations between Vietnam and France, the Prime Minister emphasized that the task of connecting the two economies and cultures must belong to the people and businesses; the two governments play a role in creating opportunities, conditions, and promoting cooperation between people and businesses.
Prime Minister Pham Minh Chinh said that the relationship between the two countries has a solid and long-standing foundation, so what needs to be done now is to innovate, renew and expand the scale and target, in the spirit of "respecting time, respecting intelligence and decisiveness". In particular, the Prime Minister noted that businesses should focus on areas where one side has strengths and the other side has needs, through specific projects such as: Cooperation related to artificial intelligence (AI); research and production of semiconductor chips; information technology; transportation and logistics projects; combating climate change, developing clean and high-quality agriculture; energy conversion; cooperation in urban construction and architecture; cultural exchange, tourism, cultural industry; development of marine space, outer space, underground space, etc.

Proposing that French enterprises continue to expand cooperation and investment with Vietnam; increase science and technology transfer; train human resources; use Vietnamese input products, etc., the Prime Minister affirmed and called on the two countries, businesses and peoples to continue to promote cooperation between the two sides to become more practical and effective; contributing to the two countries' green - fast - sustainable development, becoming increasingly powerful and prosperous as desired by the people of the two countries.
* At the Forum, under the witness of Prime Minister Pham Minh Chinh and leaders of ministries, branches, associations and businesses of the two countries, 6 memorandums of understanding on cooperation in the fields of aviation, technology, pharmaceuticals, transportation and energy were signed.
In particular, Vietnam Airlines Corporation and Safran Electronics & Defense Company under Safran Group agreed to lease a flight data analysis system for the period 2026-2030. In particular, ING LLC Group agreed to provide capital funding worth 1.5 billion USD for Vietnam Airlines' narrow-body aircraft project, demonstrating its companionship, consulting and capital arrangement to support Vietnam Airlines in the future.
FPT Vietnam Corporation and AIRBUS Group signed a cooperation agreement on digital transformation. Accordingly, FPT officially became Airbus's Global Strategic Technology Partner, opening up opportunities for FPT to participate in Airbus' global information technology projects in key areas such as customer service, big data and software development on cloud computing.

Vietnam Pharmaceutical Corporation and Opella Group agreed to increase Vinapharm's ownership ratio in Sanofi Vietnam Joint Stock Company; Vietnam National Shipping Lines and HDF Energy SA Group cooperated to develop Hydrogen fuel and fuel cells in the maritime sector in Vietnam; Wealth Power Vietnam Group and HDF Energy SA Group cooperated to research and develop a Hydrogen production plant.
