Attending the meeting were Deputy Prime Ministers , leaders of ministries, branches and government agencies.
The meeting discussed and gave opinions on four contents: the Draft Law on Civil Judgment Enforcement (amended) prepared by the Ministry of Justice ; the policy dossier on the Law on Personal Income Tax (replacement) prepared by the Ministry of Finance; the policy dossier on the Law on Deposit Insurance (amended) prepared by the State Bank; and the policy dossier on the Law on Vietnam Civil Aviation (replacement) prepared by the Ministry of Construction.
Delegates listened to the reports of the drafting agencies, focusing on discussing the regulations and policy groups in the documents and projects, especially the contents of omission, amendment, completion, addition, reduction and simplification of administrative procedures, decentralization and delegation of power, issues with different opinions and other issues that need to be reported; expected time of submission to the National Assembly...

Giving opinions on the contents for the presiding agencies to continue to complete and report to competent authorities, Prime Minister Pham Minh Chinh suggested reviewing and continuing to complete the dossiers and projects in a more concise, succinct, and clear manner; needing to analyze more clearly the advantages and disadvantages of the proposed options; ensuring the regulations are feasible and effective; meeting practical requirements, removing related institutional obstacles; promoting decentralization and delegation of power.
Regarding the policy dossier of the Law on Personal Income Tax (replacement), the Prime Minister emphasized the need for urgency in the proposal, law building, careful preparation, and efforts to submit it to the National Assembly for approval at one session; the spirit is to both manage and ensure the budget is collected correctly, fully, and promptly, while creating development, encouraging innovation, competing to get rich, creating jobs, and livelihoods for the people; researching and calculating tax policies suitable for subjects, localities, and fields... The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct the completion of the content of this policy dossier.
Regarding the policy dossier of the Law on Civil Aviation of Vietnam (replacement), the Prime Minister noted the need to inherit stable and effective regulations, continue to perfect regulations on airport classification (civil, specialized, dual-use); regulations on state management (legal design, planning, strategy development); management and assessment of assets at airports; promote socialization and public-private partnership in airport exploitation; promote decentralization and delegation of authority; the Government will specify details for contents that are still fluctuating; ensure equal access to airports among economic sectors, airlines, etc. The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct the completion of the content of this policy dossier.
Regarding the draft Law on Civil Judgment Enforcement (amended), the Prime Minister said that it is necessary to expand the participation of the private sector on the basis of conditions, assigning rights and clearly defining responsibilities. The Prime Minister assigned Deputy Prime Minister Le Thanh Long to directly direct the development and completion of the draft law.
