Speaking at the meeting, Prime Minister Pham Minh Chinh expressed his sympathy with the Party committees, authorities and people of localities heavily affected by natural disasters and sent his deepest condolences to families of those who died, went missing and were injured.
The Prime Minister stated that, following the direction of General Secretary To Lam , the most important thing now is to save people, protect people's lives and health, while searching for missing people and arranging funerals for the deceased.
"We must immediately fix housing for people, schools for students, medical treatment facilities for the sick; immediately access and promptly supply food, water, and medicine to isolated areas," the Prime Minister said, noting that problems with electricity, telecommunications, and transportation must be resolved.

The Prime Minister applauded Lam Dong, Khanh Hoa, Dak Lak and Gia Lai provinces for their proactive efforts in preventing, responding to and overcoming the consequences of natural disasters and floods, minimizing possible damage, especially human loss; especially in evacuating nearly 19,000 households with over 60,000 people.
The Prime Minister requested to review and mobilize all forces (army, police, militia, forces participating in protecting security and order at the grassroots level and other forces), mobilize all resources, all components that can be mobilized, must access isolated areas, places where people need relief.
The Ministry of Defense directed the production and supply of additional dry food and used UAVs to deliver supplies to the people. The Ministry of Finance immediately provided rice; the Ministry of Health immediately provided medical supplies and chemicals. The spirit is "how much is needed, how much is met". The police and military forces will transport these items to the people in the flooded areas.

The Ministry of Finance is considering immediate support of 200 billion VND for Lam Dong province, 200 billion VND for Khanh Hoa province, additional support of 150 billion VND for Dak Lak (230 billion VND has been supported), and 150 billion VND for Gia Lai (330 billion VND has been supported); procedures must be completed by the night of November 20 and completed before 8:00 a.m. on November 21.
The Ministry of Industry and Trade and the Ministry of Agriculture and Environment continue to closely coordinate, review, and guide the operation of reservoirs. The Ministry of Public Security coordinates with local authorities and forces to resolutely prevent people and vehicles from entering deeply flooded, landslide-prone, and dangerous areas.
The Ministry of Science and Technology, Viettel, VNPT, and Mobifone are urgently restoring communications. The Office of the National Civil Defense Steering Committee is closely monitoring the situation to proactively coordinate and mobilize local support forces.

The Prime Minister requested to continue reviewing, assessing and synthesizing the damage situation; in parallel with overcoming the consequences, it is necessary to urgently restore production, business , jobs and livelihoods for people; and have policies to support finance and credit for people and businesses in difficult times.
The Prime Minister continued to call for the spirit of mutual love and support from compatriots, comrades across the country, and philanthropists with the spirit of "whoever has something helps, whoever has property helps property, whoever has merit helps merit, whoever has a lot helps a lot, whoever has a little helps a little, wherever is convenient, help there", providing comprehensive assistance in all fields with all available capabilities.
According to the updated report as of 8:00 p.m. on November 20, in terms of damage, 50 people were recorded dead and missing, of which 41 people died and 9 people were missing. 167 houses were damaged, 51,138 houses were flooded (Gia Lai 19,200 houses, Dak Lak 22,938 houses, Khanh Hoa 9,000 houses). Khanh Hoa, Gia Lai, Dak Lak provinces were flooded on a large scale in many wards and communes.
In agriculture, 13,026 hectares of rice, flowers, and vegetables were damaged; 2,183 hectares of perennial and annual crops were affected; 30,731 livestock and poultry were killed or swept away; in Khanh Hoa alone, 88 hectares of lobster farming were damaged.
Regarding traffic, 30 locations on national highways were partially flooded, causing traffic jams, and many provincial roads and inter-commune roads were deeply flooded and had landslides.
Regarding electricity supply, more than 1 million customers had their electricity cut off, and by the time of reporting, more than 457,000 customers had their electricity restored, while 553,250 customers had not yet had their electricity restored. Localities continued to review, summarize the damage and organize to overcome the consequences.
