Prime Minister: National Law Portal must be a useful tool for everyone, every household

On the morning of May 31, attending the opening ceremony of the National Law Portal, held directly at the Government Headquarters, online with 63 provinces and centrally-run cities, Prime Minister Pham Minh Chinh said that the National Law Portal is an official destination, a reliable address, a smart interaction point, an indispensable friend of people and businesses.

Also attending were Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc; leaders of central ministries and branches; leaders of centrally-run provinces and cities; leaders of organizations, business associations and a large business community nationwide.

The National Law Portal at https://phapluat.gov.vn was built with the goal of becoming an official access point, serving people and businesses in learning and asking questions about the law, ensuring publicity, transparency and efficiency. By integrating the national legal database with the VneID platform for identification, supporting people to access two-way official information, the National Law Portal is not only a data warehouse, but also a tool to support interaction, policy feedback and improve legal capacity for businesses.

Built and applied with modern technologies, especially artificial intelligence and multilingualism, the National Law Portal has basic features such as: Serving the search of legal information for citizens and businesses; answering questions from citizens and businesses about legal contents and situations that citizens and businesses are interested in; receiving and processing feedback and recommendations on legal documents in the digital environment...

Listening to the introduction, witnessing the demonstration and directly experiencing the features on the National Law Portal, speaking at the event; sharing concerns and aspirations from many years ago, Prime Minister Pham Minh Chinh affirmed that the opening of the National Law Portal marks a new step forward in building and perfecting the socialist rule-of-law state of Vietnam, promoting the development of digital government, towards building a modern, public, transparent, effective administration, with people and businesses at the center.

The National Law Portal contributes to promoting breakthroughs in law-making to remove legal obstacles, considered the breakthrough of breakthroughs, the bottleneck of all bottlenecks, and is both the driving force and resource for development; contributes to transforming the state of serving people and businesses from passive to proactive and active; contributes to building a digital government, digital society, digital citizens, and digital economy; contributes to reducing compliance costs, time, effort, and creating favorable conditions for people and businesses.

Affirming that the National Law Portal is an official destination, a trusted address, a smart interaction point, an indispensable friend of people and businesses, Prime Minister Pham Minh Chinh commended and highly appreciated the Ministry of Justice with its high determination, great efforts, urgency, and proactive coordination with relevant agencies, in a short time, it has completed the construction of the National Law Portal on schedule and assigned tasks.

Informing delegates about the major orientations for national development, the Prime Minister said that recently, along with the drastic implementation of the revolution in streamlining the organizational apparatus, the Politburo has issued strategic Resolutions of the "Four Pillars" to create strong momentum for the country to develop rapidly and sustainably, including: Resolution on breakthroughs in science and technology development, innovation and national digital transformation; Resolution on international integration in the new situation; Resolution on private economic development and Resolution on innovation in law-making and enforcement to meet the requirements of national development in the new era.

In the coming time, in order for the National Law Portal to operate smoothly and effectively, achieving the set goals and requirements, the Prime Minister requested the Ministry of Justice to continue to coordinate with relevant ministries and agencies to complete the features, create more information fields of the National Law Portal; review, supplement, update information regularly, enrich data. Ensure the application operates smoothly and safely, has a smart and friendly interface, "correct, sufficient, clean, and live" data, and provides fast and accurate information.

Focus on receiving, classifying, transferring, processing, monitoring and urging the resolution of feedback and recommendations on legal documents; researching and applying advanced technologies such as artificial intelligence and big data to improve service quality and operational efficiency of the Portal, especially the legal database.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities actively coordinate, provide and update data on the National Law Portal; assign focal points to coordinate with the Ministry of Justice in providing legal advice, receiving and handling feedback and recommendations from people and businesses within their authority and management areas.

Press and media agencies should strengthen information and propaganda work on the purpose, meaning, features and benefits of the National Legal Portal so that people and businesses know, access and use the Portal effectively; fight against fake news, negativity and negative aspects; ensure information security and safety.

In order for the National Law Portal to truly become “a useful tool for everyone, every household,” Prime Minister Pham Minh Chinh requested all officials, civil servants, and public employees in the political system and called on the business community and each citizen to actively participate, learn, exploit, and use the utilities that the Portal brings. In particular, the Portal must be developed in many foreign languages; at the same time, build a system to measure the results that the Portal brings.

Believing that the valuable contributions from all levels, sectors, localities, business community and people will help the National Law Portal to be increasingly improved and better meet practical requirements, Prime Minister Pham Minh Chinh affirmed that the Government will always listen and closely direct so that the National Law Portal can be constantly improved and upgraded, truly becoming "a symbol of the judiciary" that is dynamic, modern, serving the Fatherland and the people; avoiding formalities, fighting against "elephant head, mouse tail"./.
