Prime Minister: By the end of 2025, the difficulties in the operation of two-level local governments must be basically resolved.

(Chinhphu.vn) - On the afternoon of October 29, Prime Minister Pham Minh Chinh chaired a Government meeting on the implementation of resolutions of the Central Committee and the National Assembly on the organization and operation of two-level local governments.

Attending the meeting were Deputy Prime Ministers, Ministers, Heads of ministerial-level agencies, Heads of Government agencies, leaders of ministries, branches, agencies, and leaders of Viettel, VNPT and Mobifone corporations.

At the meeting, delegates focused on objectively and comprehensively assessing the situation, deeply analyzing the problems and difficulties, clearly identifying urgent issues that need to be resolved; reviewing and counting the progress of tasks assigned by the Politburo , the Secretariat, the General Secretary, the Government, and the Prime Minister; proposing feasible, focused, and key solutions to continue to remove difficulties; and ensuring coordination mechanisms between ministries and branches.

In his concluding remarks, Prime Minister Pham Minh Chinh requested ministries, branches, agencies and localities to continue to resolutely deploy the operation of two-level local governments with high determination and great efforts, completing each task; reviewing the progress of completing assigned tasks and reporting weekly on Wednesdays.

The Prime Minister assessed that after nearly 4 months of implementation, the operation of the 2-level local government model has gradually become routine, bringing about efficiency, especially promoting online procedures and reducing intermediaries.

The Government and the Prime Minister have proactively issued more than 140 decrees, resolutions, telegrams and decisions to promptly remove difficulties and improve institutions and policies, especially in various fields. Ministries, departments and branches have issued a system of synchronous and timely guidance documents. Localities have demonstrated a high sense of responsibility, initiative, creativity and determination in implementation.

To date, 99.99% of retired officials have received policy payments; 100% of communes, wards and special zones have opened accounts and paid salaries through the State Treasury; 17,595 surplus houses and land have been processed; 3,143 commune-level administrative units have full equipment and facilities (accounting for 94.6%); more than 83% of administrative procedures are processed online locally; technical infrastructure and basic human resources meet requirements.

Regarding decentralization and delegation of power, 56% of tasks have been transferred to localities, contributing to shortening processes, reducing intermediate levels, and enhancing autonomy and self-responsibility of authorities at all levels.

In addition to the achieved results, decentralization, delegation of power and administrative procedure reform need to be more drastic; there are still limitations in administrative procedures, digital infrastructure, and data connection. There is still a lack of knowledge of management, law, expertise, technology, and digital transformation among officials, leading to difficulties in solving problems for people and businesses.

In the coming time, the Prime Minister requested ministries, branches and agencies to continue perfecting institutions and policies, urgently reviewing, amending and supplementing legal documents that are not suitable for the two-level local government model.

The Ministry of Home Affairs urgently coordinates with the Ministry of Justice to complete a report to the Government, the Prime Minister, the Politburo, and the Secretariat to assess the feasibility of implementing the tasks of decentralization, delegation of power, and assignment of authority in management.

The Ministry of Home Affairs shall preside over and guide ministries, branches, localities, and agencies according to their functions, tasks, and authority to urgently build job positions for local authorities at two levels, especially at the grassroots level, ensuring timeliness, efficiency, and suitability for each specific locality, to be completed before December 15.

The Ministry of Home Affairs urgently submits to competent authorities to issue a Resolution on administrative unit standards and a Decree on urban classification as a basis for staffing arrangements; assigns to localities based on the volume and nature of work, flexibly adjusting human resources suitable for each ward, commune and each field.

The Prime Minister also requested to continue to improve the organizational structure and personnel to suit each specific locality, to be completed in November; continue to review and arrange commune-level officials and civil servants to suit their job positions. Agencies should strengthen training and development, and officials who lack knowledge must also improve their capacity and qualifications.

Ministries and sectors have weekly reports on cutting and simplifying administrative procedures. The Government Office urges the completion of plans to cut and simplify procedures and business conditions approved by the Prime Minister.

Ministries and sectors are accelerating the completion and connection of data. The Ministry of Education and Training and the Ministry of Health are urgently continuing to review and implement the reduction of paper records with components that can be replaced by electronic data. The Ministry of Agriculture and Environment is urgently completing the land database.

The Ministry of Science and Technology continues to improve the information technology infrastructure system; ensuring connection, interconnection, and data sharing between software for document management, public services, national databases, and administrative procedure settlement.

Ministries and branches should strengthen inspection, supervision, and support localities, and strictly handle situations of shirking, avoiding, and delaying tasks.

The Ministry of Finance shall preside over and coordinate with the Ministry of Home Affairs, the Ministry of Construction, and localities to continue reviewing and allocating funds to complete headquarters, equipment, and working facilities, ensuring physical facilities, regimes, and policies for officials and civil servants; continue to direct, guide, inspect, and supervise the arrangement of headquarters and public assets, avoiding loss and waste. The Ministry of Construction shall preside over and coordinate with localities to re-plan headquarters.

Vietnam Electricity Group, telecommunications enterprises VNPT and Viettel review progress weekly to complete the removal of wave and electricity depressions.

The Prime Minister emphasized the requirement to assign work to ensure 6 clarity: clear people, clear work, clear time, clear responsibility, clear authority, clear products; complete each task, continue regular meetings to basically resolve all issues related to the operation of local governments at 2 levels from now until the end of the year.
