6 - 7 billion USD in remittances each year from Vietnamese workers abroad

(Chinhphu.vn) - Every year, Vietnam has hundreds of thousands of workers going to work in foreign markets, bringing home an estimated remittance of 6-7 billion USD, making an important contribution to socio-economic development.

The Ministry of Home Affairs, together with ministries, sectors and enterprises, are focusing on perfecting institutions, reforming administrative procedures, expanding markets and improving the quality of human resources to effectively promote these resources.

This was the main content discussed at the Conference to meet and dialogue with businesses sending Vietnamese workers to work abroad under contracts, organized by the Ministry of Home Affairs on October 30, in Hanoi .

Perfecting institutions, expanding markets

Speaking at the Conference, Deputy Minister of Home Affairs Vu Chien Thang said that with an increasingly complete legal corridor and the consistent viewpoint of the Party and State on the role of creating and supporting businesses, the field of sending Vietnamese workers to work abroad has achieved many positive results.

Every year, Vietnam sends hundreds of thousands of workers to work in foreign markets, bringing in remittances of about 6-7 billion USD, contributing significantly to the economy , while helping to improve the material and spiritual life of millions of families.

This activity not only brings economic benefits but is also considered a form of "human diplomacy", contributing to the development of high-quality human resources, improving skills, labor discipline and expanding people-to-people foreign relations.

Vietnam currently has more than 60% of its population of working age, about 53.2 million people - this is a great advantage for developing the overseas labor market. The whole country has more than 500 licensed enterprises operating in this field; more than 100 typical enterprises attending the conference are pioneers, with many contributions in maintaining and expanding the market, accompanying workers.

Deputy Minister Vu Chien Thang acknowledged and appreciated those efforts, and shared that the Ministry of Home Affairs is resolutely implementing digital transformation, reforming administrative procedures, streamlining the apparatus, and moving towards a service-oriented, transparent, and effective administration.

According to the Deputy Minister, the Ministry of Home Affairs is currently coordinating with the Ministry of Justice to amend Decree 112/2021/ND-CP detailing a number of articles and measures to implement the Law on Vietnamese Workers Working Abroad under Contract, in order to promote decentralization, procedural reform, application of information technology and digital transformation in management. The goal is to build a transparent and stable legal corridor, encourage innovation and protect the legitimate rights of workers.

Mr. Vu Truong Giang, Acting Director of the Department of Overseas Labor Management (Ministry of Home Affairs) said that the amendment of Decree 112 will focus on shifting some administrative procedures for registering operations according to specific markets and industries from managing conditions to announcing conditions.

In addition, it is necessary to shift from pre-inspection to post-inspection associated with strengthening inspection and supervision; simplifying and reducing dossier components and conditions for service enterprises; promoting strong digital transformation, and increasing the use of electronic licenses.

It is expected that in December 2025, the Ministry of Home Affairs will issue a Circular to replace Circular 21/2021/TT-BLDTBXH detailing a number of articles of the Law on Vietnamese Workers Working Abroad under Contract.

The new Circular will continue to thoroughly amend the procedures for registering labor supply contracts to simplify and create conditions for businesses to be more proactive in exploiting and developing new markets, but will also attach more responsibility to businesses when implementing.

According to Mr. Vu Truong Giang, the Ministry of Home Affairs plans to submit to competent authorities in 2026 the Strategy for sending Vietnamese workers to work abroad for the period up to 2030, with a vision to 2045, and at the same time study and amend the Law on Vietnamese Workers Working Abroad to meet new requirements of the global labor market.

Along with that, the Ministry will promote market expansion, prioritizing high-income, safe countries, encouraging the development of strategic industrial sectors such as mechanics, electronics, renewable energy, and agricultural, forestry and fishery processing; shifting the focus from unskilled labor to highly skilled labor meeting European standards.

The Department of Overseas Labor Management will also deploy a digital application for online labor recruitment, helping workers interact directly with businesses, eliminating intermediaries, reducing costs and limiting fraud. At the same time, 100% of contract registration procedures will be carried out online, ensuring transparency and reducing direct contact between businesses and civil servants.

At the conference, business representatives shared information on the market situation, labor recruitment and training, and proposed many solutions to improve competitiveness and sustainably develop the field of sending Vietnamese workers to work abroad.

According to a report by the Ministry of Home Affairs, in the first 10 months of 2025, the total number of Vietnamese workers working abroad reached more than 121,000 people, equivalent to 93.2% of the yearly plan, including nearly 41,000 female workers.

Key markets continued to remain stable, with Japan leading with 55,049 workers, followed by Taiwan (China) with 47,135 workers and South Korea with 9,996 workers.

It is expected that by the end of 2025, the total number of Vietnamese workers working abroad in the 2021-2025 period will reach about 636,000 people, exceeding the plan by 27%. Currently, there are about 860,000 Vietnamese workers working abroad, mainly in Japan, Taiwan, South Korea and some European countries.

However, the activity of sending workers to work abroad still faces many difficulties and challenges. Notably, the falling Yen exchange rate reduces the attractiveness of the Japanese market; unfair competition between businesses in Korea; and the illegal brokerage and advertising of workers to work in Taiwan (China), causing market disruption.

In addition, the capacity of some businesses is limited, lacking the ability to find contracts, leading to high fees to cover operating costs. Vietnamese workers are also facing major barriers in foreign languages ​​and vocational skills, making it difficult to access markets with high demands. Some businesses also have difficulty updating immigration laws in new markets in Europe and America.

Opinions at the conference agreed that, to further promote the potential and advantages of this sector, it is necessary to continue to improve institutions, promote digital transformation, reform administrative procedures and improve the quality of human resources. These are key solutions to help Vietnam effectively exploit foreign labor resources, contributing to sustainable growth and deep international integration.
