Prime Minister attends ASEAN Conference 47: Affirming Vietnam's position and role in ASEAN

Attending the 47th ASEAN Summit and related Summits, in just 3 days, Prime Minister Pham Minh Chinh had a busy schedule with nearly 50 bilateral and multilateral activities.

According to the VNA special correspondent, Prime Minister Pham Minh Chinh 's working trip to attend the 47th ASEAN Summit and related Summits yielded significant results in many aspects, demonstrating a dynamic, enthusiastic, and responsible Vietnam. As Malaysian Prime Minister Anwar Ibrahim affirmed, Vietnam is a member with an extremely important role in ASEAN.

A new milestone for the ASEAN common home.

As the biggest event of the year for ASEAN, the 47th ASEAN Summit and related summits were attended by nearly 30 heads of state and government from ASEAN countries and partner countries and organizations such as China, the United States, Japan, South Korea, India, Australia, New Zealand, Canada, the United Nations, the European Union, the International Monetary Fund, etc.

With over 20 high-level sessions and activities, leaders discussed numerous issues of ASEAN and the region, as well as relevant global issues of common concern. Through these discussions, leaders signed, adopted, and acknowledged nearly 70 documents aimed at promoting cooperation within ASEAN and between ASEAN and its partners in many priority areas, especially politics , economics, trade, and security, in order to concretize the goals set out in the ASEAN Community Vision 2045.

Notably, ASEAN officially admitted Timor Leste as its 11th member; Thailand and Cambodia signed a joint declaration on a peace agreement, marking a formal step towards ending conflict and restoring peace along the disputed border between the two countries.

Attending the 47th ASEAN Summit and related High-Level Meetings in the spirit of celebrating 30 years of Vietnam's participation in the ASEAN family, Prime Minister Pham Minh Chinh had a packed schedule of nearly 50 bilateral and multilateral activities in just three days.

The Prime Minister and the Vietnamese delegation participated in nearly 30 conferences and related activities. Along with sharing Vietnam's development situation, vision, and strategy, as well as its foreign policy, the Prime Minister provided analyses and assessments of the situation and trends in the region and the world. Based on this, they exchanged ideas and proposed initiatives to promote cooperation and find solutions to current challenges facing ASEAN and the region.

Speaking at the Plenary Session of the Conference, Prime Minister Pham Minh Chinh stated that "inclusiveness and sustainability" is a strategic choice and requirement of ASEAN; and proposed that ASEAN leverage three strategic sources of strength to realize this goal: the strength of solidarity and unity; the dynamism, self-reliance, self-strength, and intra-bloc linkages; and the dynamism of innovation and creativity.

At the high-level dialogue session within the framework of the ASEAN Business and Investment Summit 2025 (ABIS 2025), the Prime Minister answered questions and shared Vietnam's development priorities, innovation strategy, and commitment to sustainable and inclusive growth, in line with ASEAN and global trends; expressing his hope that international friends would share his vision and actions, grow stronger and develop together, enjoy the fruits of success together, and share joy and happiness together.

According to Foreign Minister Le Hoai Trung, Prime Minister Pham Minh Chinh's statements were highly appreciated by other countries because the Prime Minister shared responsible and accurate assessments of the current situation, and offered appropriate directions. In particular, the Prime Minister had important initiatives related to the implementation of cooperation and development plans in the region, as well as issues related to upgrading partnerships between ASEAN and several other partners...

Unity and connection to move towards the future together.

Prime Minister Pham Minh Chinh has attended and spoken at all ASEAN Summits with partners such as China, the United States, Japan, South Korea, Australia, New Zealand, Canada, and the United Nations. At these summits, the Prime Minister put forward practical and highly relevant proposals, emphasizing the strengthening of solidarity; as well as new directions for cooperation in all areas of politics, economics, energy transition, science and technology… which were highly appreciated by the participating countries.

Speaking at the ASEAN-US Summit, the Prime Minister proposed four major directions to promote strong, substantive, and effective ASEAN-US cooperation: promoting economic, trade, and investment connectivity; cooperation in digital transformation, innovation, and energy security; strengthening cybersecurity and combating transnational crime; and enhancing cooperation to maintain regional peace, security, and stability.

At the ASEAN-China Summit, in the spirit of solidarity being strength, cooperation bringing common benefits, and dialogue and sharing to better understand each other, the Prime Minister proposed three strategic directions: strengthening smart, inclusive, and sustainable connectivity; enhancing innovation to create new impetus for breakthrough growth; and consolidating strategic trust, maintaining regional peace and stability, including building the South China Sea into a sea of ​​peace, stability, cooperation, and development.

In ASEAN-Japan relations, the Prime Minister proposed three key areas of cooperation: strengthening economic integration; cooperation in education, training, healthcare, science and technology, and environmental protection; and cooperation in maintaining regional peace, security, and stability. At the ASEAN-India Summit, the Prime Minister proposed three major directions for enhancing connectivity and expanding cooperation in various fields, including maritime cooperation, green development, and sustainability.

In his role as the coordinating country for ASEAN-New Zealand relations, Prime Minister Pham Minh Chinh proposed three main focuses of cooperation: maintaining a peaceful, stable, and cooperative environment for development; promoting economic integration and fostering new growth drivers; and strengthening people-to-people connectivity.

The significant contributions of the Prime Minister and the Vietnamese delegation contributed to the success of the Conference and helped to deepen and enhance cooperation within ASEAN and between ASEAN and its partners.

In light of Vietnam's efforts and contributions, especially at this conference, Malaysian Prime Minister Anwar Ibrahim stated that Vietnam is a very important member of ASEAN. Vietnam is experiencing impressive economic growth; it has signed many cooperation agreements, including those with Malaysia. Malaysia-Vietnam relations are also developing very well. Both sides need to cooperate to strengthen this relationship.

Strengthen relationships with specific, practical programs.

On this occasion, the Prime Minister arranged and took advantage of every possible opportunity to meet with most of the 30 heads of delegations attending the Conference, including leaders of ASEAN countries and partner nations, and international organizations such as: the Prime Minister of China, the President of the United States, the Prime Minister of Japan, the President of South Korea, the President of Brazil, the Prime Minister of Australia, the Prime Minister of New Zealand, the Prime Minister of Canada, the President of the European Council, the Managing Director of the International Monetary Fund...

During the meetings, the Prime Minister and leaders of other countries and organizations exchanged views, discussed, and promoted bilateral cooperation in all priority areas where Vietnam has needs and its partners have strengths, and vice versa, as well as sharing regional and international issues of common concern. In particular, the Prime Minister addressed specific issues in cooperation with each partner directly and received high levels of agreement.

With the US President, the Prime Minister proposed recognizing Vietnam as a market economy, removing Vietnam from the D1 and D3 strategic export lists, and signing a reciprocal trade agreement. With the Chinese Prime Minister, the Prime Minister proposed that the two sides promote railway cooperation through specific programs and projects.

With the President of the European Council (EU), the Prime Minister requested that the EU consider lifting the IUU yellow card for Vietnamese seafood as soon as possible; fully utilize the opportunities offered by the Vietnam-EU Free Trade Agreement, and encourage the remaining EU countries to ratify the Vietnam-EU Investment Protection Agreement.

With the Presidents of South Korea and Indonesia, and the Prime Minister of Singapore, Prime Minister Pham Minh Chinh put forward specific proposals for both sides to urgently implement and realize the agreements and results of General Secretary To Lam's recent visit to the two countries. With the Deputy Prime Minister of Russia, the Prime Minister proposed accelerating exchanges and negotiations to soon sign agreements on the construction of the Ninh Thuan 1 nuclear power plant...

Notably, on this occasion, Vietnam and the United States issued a Joint Statement on the Framework for a Reciprocal, Fair, and Balanced Trade Agreement; and Vietnam and Singapore announced the Action Program for the Implementation of the Vietnam-Singapore Comprehensive Strategic Partnership.

According to Foreign Minister Le Hoai Trung, at Prime Minister Pham Minh Chinh's meetings with leaders of various countries and organizations, the partners highly appreciated Vietnam's achievements, especially in socio-economic development; and highly valued Vietnam's international standing, particularly its independent, self-reliant, peaceful, cooperative, friendly, multilateral, and diversified foreign policy, developing harmonious relations with all countries, and being a good friend to all countries and the international community. Through these contacts, the Prime Minister and the leaders of various countries and organizations agreed on new directions for cooperation, meeting the specific requirements of each side in the new development phase and in new fields.

It can be affirmed that the Vietnamese delegation, led by Prime Minister Pham Minh Chinh, actively participated in and effectively contributed to the success of the 47th ASEAN Summit and related summits, helping to promote the building of a united, resilient, inclusive, and sustainable ASEAN Community, centered on the people, linking national development with regional development. At the same time, it promoted the deepening, substantive, and practical development of friendly relations and cooperation between Vietnam and its partners; for the peace, stability, cooperation, and development of each country, the region, and the world.
