On the morning of August 5, Prime Minister Pham Minh Chinh chaired the regular Government meeting for July 2023, discussing many important contents.
Also attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Government members, leaders of ministries, branches, Government agencies, leaders of the Central Economic Committee, leaders of the Economic Committee and the Finance and Budget Committee of the National Assembly.

According to the program, the Government focused on discussing a number of contents: Socio-economic situation in July and the first 7 months of 2023, implementation of the socio-economic recovery and development program, allocation and disbursement of public investment capital, implementation of 3 national target programs; review and synthesis of the need to adjust the central budget investment plan in 2023 among ministries, central agencies and localities; results of handling recommendations and proposals of localities sent to working delegations of Government members working in localities according to Decision No. 435/QD-TTg dated April 24, 2023 of the Prime Minister.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that we have passed the first month of the third quarter of 2023 in the context of the international and regional situation continuing to develop rapidly and complicatedly; difficulties and challenges continue to outweigh opportunities and advantages.

Globally, growth is low while consumer demand is weak, protectionist barriers are increasing... Global inflation may have peaked but remains high, many countries continue to maintain tight monetary policies. Public debt pressure, corporate bad debt, risks in financial, monetary, and real estate markets are still high in some countries...
There are some new risks and challenges to global food security when Russia and India stop exporting rice to ensure domestic food security, affecting the world's rice supply. Crude oil supply continues to shrink, pushing oil prices to their highest level since April 2023. Climate change, extreme weather conditions occurring in many places, widespread droughts, storms, floods, and natural disasters in many countries. Countries around the world are still solving "difficult problems" between promoting growth and controlling inflation; between globalization, diversification, multilateralization and geostrategic competition, protectionism, separation, and fragmentation.
Domestically, difficulties and challenges outweigh opportunities and advantages when we are under double impact, having to withstand pressure from both inside and outside, many existing problems and weaknesses that have lasted for many years, including problems in the bond and real estate markets... are more clearly revealed in the difficult context.
In that context, all levels, sectors and localities have made great efforts, resolutely, synchronously and with a focus on key tasks and solutions. Thanks to the participation of the entire political system, the consensus and support of the people and businesses under the leadership of the Party, in July and the first 7 months of the year, we have basically achieved the general goals set out with results each month better than the previous month, each quarter better than the previous quarter. However, there are still shortcomings, limitations, difficulties and obstacles in all areas.

Entering August, although the forecast for the world and domestic situation still has many difficulties and challenges, our country's economy has shown many positive signs of improvement, especially the favorable macroeconomic foundation, stable political and social situation, deep, substantive and effective international integration, and a peaceful and stable environment for national development is maintained.
In August, there are many important events, including the 78th anniversary of the August Revolution, National Day September 2... and it is also the time when storms, natural disasters often occur...; meanwhile, many tasks and jobs (regular, unexpected, handling backlog...) need to be focused on to achieve the highest goals and tasks set for 2023 and the entire period of 2021-2025.
At the meeting, the Government focused on discussing the socio-economic development situation in July and the first 7 months, key directions and tasks in August and the last months of 2023, along with a number of other important contents.
The Prime Minister requested that delegates discuss, analyze carefully, objectively, honestly, and comprehensively assess the socio-economic situation in July and the first 7 months, clearly stating what has been done well to continue to promote and do better, what has not yet met requirements, objective and subjective causes, valuable experiences, good lessons; identify and forecast the context and situation in the coming time, thereby setting appropriate and effective goals, tasks, and solutions; and at the same time, give direct comments on the draft Resolution of the Session.
