
At the meeting, the Government focused on reviewing the tasks for the whole year 2025; especially the programs, plans and projects that have been deployed and completed, and the programs, plans and projects that need to be focused on implementing from now until the end of 2025 and the following years.
2025 is the final year of the term, so the workload of the Government, Prime Minister , ministries, agencies and localities is very large. From the beginning of the year to October 24, 2025, the Government and Prime Minister assigned 9,831 tasks to ministries, agencies and localities, including 1,173 key tasks. To date, ministries, agencies and localities have completed 8,150 tasks, reaching 82.9%; 1,620 tasks are within the deadline, accounting for 16.47%, 61 tasks are overdue or unfinished, accounting for 0.62% and down 1.54% compared to the same period in 2024.
In the past 10 months, the Government and the Prime Minister have issued 335 legal documents; 652 directive and administrative documents; 2,385 reports and submissions. The Government Office has issued 772 notices of directive opinions and conclusions of the Government Standing Committee, the Prime Minister and Deputy Prime Ministers. The Prime Minister and Deputy Prime Ministers have chaired more than 1,900 conferences, meetings, working sessions, and business trips to localities and bases - an increase of nearly 2 times compared to the same period last year; directed the organization, implementation, and service of 58 foreign affairs activities of key and senior leaders (an increase of 2 times compared to the same period in 2024); signed 258 commitments and cooperation agreements in high-level foreign affairs activities from October 2024 to present.

The Prime Minister and Deputy Prime Ministers hold quarterly meetings to review the implementation of international commitments and agreements; organize conferences with Vietnamese representative agencies abroad, the business community, and investors; promote economic diplomacy and strive to achieve the economic growth target for 2025 and the coming time.
Delegates assessed that, in the context of many difficulties and challenges and having to handle a large volume of tasks, regular work as well as sudden and arising work, but with the spirit of solidarity, unity, high determination, great efforts, innovation in thinking, leadership, direction and management methods, the Government, the Prime Minister, ministries, branches and localities have synchronously, drastically, promptly, effectively and focusedly deployed tasks and solutions in all fields and achieved outstanding achievements.
In addition to the main and basic results achieved, there are still some limitations and difficulties in the direction, management and implementation of tasks of some ministries, agencies and localities. In particular, the implementation of some tasks is behind schedule, and documents, projects and reports do not ensure quality... The causes of the above limitations are both objective and subjective, partly due to the implementation capacity and the fear of mistakes and responsibility of a number of cadres and civil servants, partly due to having to simultaneously implement many important, urgent, complex tasks that require completion in a short time...

Concluding the meeting, Prime Minister Pham Minh Chinh directed the Government Office and agencies to absorb opinions at the meeting to submit appropriate directive documents; continue to review work, programs, projects, and plans, determine the order of priority for implementation, and assign "6 clear" tasks: clear people, clear work, clear time, clear responsibility, clear authority, and clear products; thereby, the Government will join hands and unanimously implement and strengthen inspection and supervision.
The Prime Minister emphasized a number of important tasks that need to be focused on: Preparing laws and resolutions to submit to the National Assembly, including specific resolutions, mechanisms and policies to implement strategic and pillar resolutions of the Politburo; handling nearly 3,000 backlogged and prolonged projects, Saigon Joint Stock Commercial Bank (SCB); promoting railway and nuclear power projects; promoting growth drivers, creating momentum and driving force for the following years; striving to disburse 100% of public investment plans, implementing the Autumn Fair, preparing to start construction and inaugurate large-scale and key projects on December 19, 2025...
The Prime Minister requested weekly reviews, development of plans, progress roadmaps, and urgent development of a set of criteria based on the concretization of Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating, and classifying the quality of collectives and individuals in the political system, thereby conducting monthly and quarterly staff assessments.
