Many outstanding results in coordination work
Presenting a report on the results of the implementation of the Regulation on the working relationship between the Government and the Vietnam General Confederation of Labor, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized: In 2023, the Government and the Presidium of the Vietnam General Confederation of Labor actively and proactively implemented coordination work, ensuring the effectiveness of tasks according to the Coordination Regulation, sudden and arising tasks according to the leadership and direction of the Politburo, the Secretariat and practical requirements, achieving many outstanding results.
The Government and the Vietnam General Confederation of Labor have continued to coordinate closely and practically, focusing on researching and developing mechanisms, policies and laws on social security and welfare for workers, improving the lives of workers, and building harmonious, stable and progressive labor relations in the new situation.
The Government and the Prime Minister have directed ministries, branches and local authorities to actively coordinate with the Vietnam General Confederation of Labor and trade unions at all levels to promptly resolve the needs, aspirations and legitimate and legal rights of workers. Especially regarding employment, income, housing issues of workers, laborers, synchronizing social infrastructure, schools, medical stations, etc. Pay attention to building a team of trade union officials to meet the requirements of the task, building a strong Vietnamese Trade Union, a modern and powerful working class and a Government of "Discipline, responsibility, timely initiative, accelerated creativity, sustainable efficiency".
Responding to the emulation movements launched by the Prime Minister, the General Confederation of Labor has launched the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste" among workers, civil servants, laborers and trade unions at all levels nationwide; the program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic".
The Prime Minister, Deputy Prime Ministers and leaders of ministries and branches attended activities of trade union organizations; visited and encouraged union members and workers at production facilities, factories and industrial parks on the occasion of Workers' Month. On the occasion of Lunar New Year, leaders of the Government, leaders of ministries, branches and localities directed and participated in many activities to care for workers during Tet, visited, wished a happy new year and gave gifts to union members and workers in difficult circumstances, and attended Tet Sum Vay and Mai Am Trung Hoa activities in provinces and cities across the country.
In particular, at the Conclusion of the previous coordination review conference, the Prime Minister assigned 11 tasks to ministries and agencies. To date, 8 tasks have been implemented; 1 task has been and is being coordinated.
Also at the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang proposed 12 contents for coordination of work in 2024 to the Government, ministries, branches and localities.
In particular, it is recommended that the Government pay more attention to the rights and interests of workers and trade union activities when developing policies and laws; the Government directs ministries, functional branches and People's Committees of provinces and cities to regularly inspect and strictly handle enterprises that violate the laws on labor, trade unions, social insurance, and occupational safety and hygiene. Especially enterprises that are late or do not pay wages, or evade social insurance payments; on the proposal to reduce normal working hours for workers to less than 48 hours/week; consider adding policies to support the construction of accommodation for teachers in remote areas, for medical staff in remote areas, etc.
The proposals of the Vietnam General Confederation of Labor were discussed, answered and solutions proposed by central ministries and branches at the conference.
Cooperation is increasingly practical and effective
Speaking at the conference, Prime Minister Pham Minh Chinh commended and highly appreciated the increasingly close, substantive, active, proactive and effective coordination between the Vietnam General Confederation of Labor, union members and workers nationwide and the Government in recent times, contributing significantly to the overall success of the country.
Highly appreciate the close coordination and good implementation of the Regulations on the working relationship between the Government and the Vietnam General Confederation of Labor with the spirit of responsibility, "doing it for real", "no formality", "no embellishment", "saying is doing", "committing must be done", with annual inspection, supervision and evaluation.
Emphasizing that 2024 is a year of breakthrough to achieve the goals set by the 13th National Party Congress, requiring the Government and the Vietnam General Confederation of Labor to review the functions and tasks of the two sides to coordinate; must be more determined, make greater efforts, take more drastic actions, accelerate and make breakthroughs to successfully complete the socio-economic development goals in 2024 and the 5-year Plan 2021 - 2025.
Prime Minister Pham Minh Chinh affirmed: The Party and State always pay attention to building a modern and strong working class and a strong Trade Union organization, considering it a prerequisite to ensure the success of the country's innovation, industrialization, modernization and international integration. The role, position and mission of the Vietnam Trade Union are clearly defined in the Resolution of the 13th National Party Congress and Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo. Accordingly, it is necessary to build a comprehensively strong Vietnam Trade Union, with the capacity to adapt and well solve the problems arising in the new situation.
1 key task, 3 concerns, 5 promotion
Orienting coordination work in the coming time, Prime Minister Pham Minh Chinh emphasized 1 key task, 3 concerns and 5 promotions.
Accordingly, the key task is to further improve the quality and effectiveness of coordination in performing the functions and tasks of each side.
Regarding the three concerns, we need to pay more attention, listen to, grasp the thoughts, aspirations, and contribute opinions of the working class through surveys, dialogues, and timely feedback to the Party, government, and businesses to have measures to remove and resolve difficulties for workers.
Pay attention to the material and spiritual life of workers, promote dialogue and collective bargaining focusing on wages, bonuses, working hours, rest hours, occupational safety and hygiene... take care of vulnerable groups, those in difficult circumstances, remote areas, border areas, islands, especially in housing issues.
Pay attention to protecting the legitimate and legal rights and interests of workers according to the Constitution, laws and the Party's policies and guidelines. Strengthen inspection, supervision and monitoring of the implementation of policies and laws related to the rights and interests of union members, workers and trade union organizations; promptly detect and propose strict handling of violations; improper implementation; and taking advantage of policies for sabotage.
Regarding the 5 promotion, it is necessary to step up research, development, and improvement of laws, mechanisms, and policies on labor and create favorable conditions for workers and trade unions. Coordinate with the Politburo and the Secretariat to strengthen leadership for Party committees and authorities at all levels to strictly organize and well implement Party regulations and State laws on trade union activities. Advise the Party and State to direct the review, supplementation, development, and improvement of policies and laws on labor and trade unions, focusing on submitting to the National Assembly to amend the 2012 Trade Union Law, both to protect the interests of union members, promote healthy trade union activities, and contribute to building and defending the Fatherland.
Develop the Party members in the trade union, especially in private enterprises and foreign enterprises. Proactively research and propose to participate in building legal mechanisms and policies, especially participating in social security and welfare policies for workers.
Promote the building and development of a modern and strong Vietnamese working class to meet the requirements of national development in the new period, including the content of improving labor productivity as initiated by the Vietnam General Confederation of Labor.
Promote propaganda and dissemination of Party policies and resolutions and State laws and policies to union members and employees. In particular, propagate employers, officials, union members and employees to identify acts of taking advantage of the establishment and operation of labor organizations in enterprises to violate national security and cause social disorder and insecurity.
Promote the effective organization of emulation movements; inherit and promote the development of a modern, strong working class to meet the country's development requirements in the new period, including improving labor productivity.
Promoting the role of trade unions as an important "bridge" between the Party and the State and the working class, innovating methods and content of activities, strongly and extensively applying information technology, and digital transformation in trade union activities...
At the same time, Prime Minister Pham Minh Chinh noted that trade unions need to strictly manage finances and effectively exploit assets according to regulations, through promoting public-private cooperation, creating conditions for union members to enjoy better services according to market mechanisms.
Also at the conference, Prime Minister Pham Minh Chinh gave his opinion on 12 proposals and recommendations of the Vietnam General Confederation of Labor, assigning specific tasks to agencies for consideration and resolution according to their functions, duties and powers.
In his response, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang accepted the direction of the Prime Minister and leaders of central ministries and branches to specify the implementation of the Coordination Regulations between the Government and the Vietnam General Confederation of Labor. At the same time, he emphasized that the Vietnam General Confederation of Labor hopes to continue to receive more attention so that the Trade Union can fulfill its tasks, build a modern and strong working class, and contribute to the cause of industrialization and modernization of the country.
