On the afternoon of February 26, in Hanoi , Prime Minister Pham Minh Chinh chaired a ceremony to welcome New Zealand Prime Minister Christopher Luxon on an official visit to Vietnam.

In an atmosphere of openness, sincerity, trust and mutual understanding, Prime Minister Pham Minh Chinh warmly welcomed Mr. Christopher Luxon on his first official visit to Vietnam as Prime Minister of New Zealand; assessing the visit as having important significance, coming at a time when the two countries are celebrating the 50th anniversary of diplomatic relations and the 5th anniversary of the Strategic Partnership.
The Prime Minister congratulated New Zealand on its economic and social achievements under the leadership of the Government headed by Prime Minister Christopher Luxon; and thanked New Zealand for always accompanying and supporting Vietnam in the cause of national construction and development.

Prime Minister Christopher Luxon expressed his pleasure in his official visit to Vietnam; congratulated the Government and people of Vietnam on its impressive achievements in socio-economic growth and development, becoming one of the countries with the highest economic growth rate in the past year; emphasized that Vietnam is one of New Zealand's priorities in Southeast Asia, a reliable partner with great potential; affirmed the desire to further develop the relationship between the two countries, in depth and substance.
The two sides expressed satisfaction with the strong development of bilateral relations; emphasized that political trust and strategic trust between the two countries have been increasingly consolidated through the exchange of delegations, high-level and all-level contacts, as well as people-to-people exchanges; bilateral cooperation mechanisms have been effectively maintained; affirmed the political determination to strengthen all-round connectivity between Vietnam and New Zealand, accompany and support each other in the development of each country, as well as contribute to the harmonious handling of common challenges in the region and the world.

The two Prime Ministers were pleased that two-way trade turnover has increased steadily over the years, from 300 million USD in 2009 to 1.3 billion USD at present. More than 600 Vietnamese officials have been trained in English and professional skills in New Zealand since 1992; more than 600 scholarships at secondary school, master's and doctoral levels from the New Zealand Government have been awarded to Vietnamese students.
New Zealand has implemented many meaningful development aid projects, especially the project to support Vietnam in improving the quality of avocado, dragon fruit and passion fruit and the dam and dyke safety project in the central provinces.
The two leaders agreed to upgrade the Vietnam-New Zealand relationship to a Comprehensive Strategic Partnership, meeting the aspirations of the people of the two countries and contributing to peace, stability, cooperation and development in the region and the world; at the same time, they emphasized the need to soon develop an Action Program to implement the Comprehensive Strategic Partnership for the 2025-2028 period to concretize the contents of the new relationship framework with specific initiatives, plans and cooperation projects.

The two sides agreed to deepen political and foreign relations, increase delegation exchanges and high-level contacts, maintain bilateral cooperation mechanisms, effectively implement signed documents; continue more substantive defense and security cooperation, expand cooperation in defense industry, military trade, transnational crime prevention, maritime security, and cooperation in United Nations peacekeeping operations.
The two Prime Ministers emphasized the need for closer economic ties and more effective trade and investment cooperation; agreed to soon develop a strategy to connect the two economies, promote the signing of economic, trade and investment cooperation agreements, facilitate market opening for each other's agricultural products, and aim to diversify supply chains, strive to achieve the bilateral trade turnover target of 3 billion USD by 2026 and double two-way investment.

Prime Minister Pham Minh Chinh welcomed businesses from both sides to strengthen connections, affirming that he would create a favorable investment environment for New Zealand businesses to invest and do business in Vietnam, especially high-quality projects using modern technology.
The two sides agreed to create further breakthroughs in science and technology cooperation, digital transformation, green transformation, agriculture and climate change response. New Zealand pledged to continue providing financial, technological and knowledge support to Vietnam to implement its international commitments on climate, implement the energy transition and develop renewable energy, and increase support for Vietnam in developing sustainable agriculture and adapting to climate change in the Mekong Delta region.
The two sides agreed to promote people-to-people exchanges and greater engagement through cooperation in education and training, human resource development, labour and tourism. New Zealand will continue to implement English language training programmes for Vietnamese officials (ELTO), increase the number of visa quotas granted to Vietnamese citizens participating in the Working Holiday Programme and continue to facilitate the Vietnamese community in New Zealand.

The two sides also urged airlines of the two countries to open direct flights, encouraged localities of the two countries to proactively establish friendly relations, and encouraged major universities of the two countries to strengthen connections.
Earlier, at the Education Connection Forum this morning at the Foreign Trade University, the New Zealand Prime Minister announced 98 scholarships at different levels for Vietnamese students.
Regarding regional and international issues, the two sides agreed that in the context of profound changes in the world and the region, the two countries should strive to promote dialogue, build trust in the region; strengthen coordination of stances and support each other at regional and international forums, especially the United Nations, ASEAN and ASEAN-led mechanisms, and promote ASEAN's central role in the evolving regional structure.

The New Zealand Prime Minister welcomed Vietnam's assumption of the position of coordinator of ASEAN-New Zealand relations, and agreed to further promote relations with ASEAN, towards establishing the ASEAN-New Zealand Comprehensive Strategic Partnership framework in the coming time.
Prime Minister Pham Minh Chinh highly appreciated New Zealand's stance on supporting the rule of international law in the region and resolving disputes in the East Sea by peaceful means, in accordance with international law, especially the 1982 UNCLOS.
After the talks, the two Prime Ministers witnessed the exchange of cooperation documents in the fields of diplomacy, climate change, agriculture, health and education and held a joint press conference.
