On the afternoon of September 13, Prime Minister Pham Minh Chinh visited the scene of a particularly serious apartment fire that occurred in Thanh Xuan district, Hanoi .

At the scene, the Prime Minister requested the relevant agencies to strictly implement the issued telegram; commended the fire prevention and fighting police force for arriving immediately after receiving the information, promptly deploying fire fighting and overcoming the consequences; thanked the people in the area for actively participating in fire fighting, overcoming the consequences, rescuing and supporting the victims.
The Prime Minister reiterated that after the karaoke bar fires in Hanoi, fire prevention and fighting management at these establishments has been tightened, thanks to which the fire safety situation at karaoke establishments has improved. The Prime Minister requested to study and complete regulations and rules on fire prevention and fighting for mini-apartments, densely populated areas with narrow roads, etc.; at the same time, to strengthen propaganda and education for people on fire prevention and fighting and fire response skills, and escape skills when incidents occur. Along with that, to strengthen the assurance of fire prevention and fighting equipment, inspection and supervision work, etc. The Prime Minister hopes that people will strictly comply with regulations on fire prevention and fighting, and actively improve their response and escape skills when incidents occur.
Next, the Prime Minister went to Bach Mai Hospital to inspect the rescue work for the victims and encourage the doctors and nurses performing this task.

Earlier that morning, Prime Minister Pham Minh Chinh sent Deputy Prime Minister Tran Luu Quang to the scene to direct the handling of the fire's consequences. At the same time, the Prime Minister signed Official Dispatch No. 796/CD-TTg on the fire.
The fire in a 9-storey house with an attic occurred at around 11:00 p.m. on September 12, 2023, in lane 29/70, Khuong Ha street, Thanh Xuan district, Hanoi city, causing particularly serious consequences, injuring and killing many people.
On behalf of the Government, the Prime Minister sent his condolences to the relatives and families of the victims and gave the following instructions:
1- The Hanoi People's Committee directs the organization of thoughtful visits, timely encouragement, and material and spiritual support to the victims' families; closely coordinates with the Ministry of Public Security to direct functional forces to focus on overcoming the consequences, promptly investigate the cause of the fire, clarify the responsibilities of related organizations and individuals; strictly handle violations (if any) according to the provisions of law.
2- The Ministry of Public Security, People's Committees of provinces and centrally run cities continue to seriously and resolutely implement the directions of the National Assembly, the Government, and the Prime Minister on fire prevention and fighting in the following documents: Resolution No. 99/2019/QH14 dated November 27, 2019 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting in the period 2020 - 2022, Resolution No. 102/NQ-CP dated August 9, 2022 of the Government, Directive No. 1/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation,...; Regularly inspect and review facilities at high risk of fire in the area, especially mini apartments and rental service businesses with high population density, promptly detect and strictly handle violations according to the provisions of law.
