The Prime Minister has just issued Official Dispatch No. 81/CD-TTg on the situation and solutions to ensure electricity supply during peak months of 2025 and the coming time.
The telegram was sent to the Minister of Industry and Trade, Finance, Agriculture and Environment; Chairmen of People's Committees of provinces and centrally-run cities; Chairmen and General Directors of the following corporations: Vietnam Electricity, Vietnam National Industry and Energy, Vietnam Coal and Mineral Industries Group; Commander of Army Corps 19 - Ministry of National Defense , stating that ensuring national energy security and adequate electricity supply are fundamental and decisive factors for the successful implementation of socio-economic growth targets in 2025.
Therefore, since the beginning of 2025, the Government and the Prime Minister have issued many Resolutions, Directives, and Official Dispatches directing ministries, localities, and energy corporations to proactively implement solutions to ensure electricity supply for the economic growth target of 8% or more in 2025 and the 2026-2030 period, ensuring sufficient electricity supply for production, business, and consumption of the people, especially for foreign investors. Up to now, the electricity supply situation has been basically guaranteed.
However, in recent days, severe hot weather has occurred in the North and Central regions, causing high demand for electricity, with the maximum load capacity on June 2, 2025 reaching 51,672 MW (at 13:40, the highest ever). Due to the impact of climate change, the weather situation has become more complicated, unpredictable and extreme, negatively affecting the assurance of electricity supply in the coming time, especially in the North.
To continue to resolutely, effectively and promptly implement solutions to operate the national power system safely, stably and continuously, meeting electricity demand in the peak months of 2025 and the coming time, the Prime Minister requests the Ministers of Industry and Trade, Finance, Agriculture and Environment, Chairmen of People's Committees of provinces and centrally run cities, Chairmen and General Directors of the following corporations: Vietnam Electricity (EVN), Vietnam National Industry and Energy (PVN), Vietnam Coal and Mineral Industries Group (TKV), Commander of Army Corps 19 - Ministry of National Defense to focus highly, continue to resolutely, synchronously and effectively implement the solutions in Directive No. 01/CT-TTg dated January 3, 2025, Official Dispatch No. 49/CD-TTg dated April 23, 2025 and the Plan for electricity supply and operation of the national power system in 2025 approved in the spirit of 6 "clear" "Clear people, clear work, clear responsibility, clear authority, clear time, clear results" according to the direction of the Prime Minister, as a basis to ensure adequate electricity supply for production, business and people's lives, absolutely ensuring no power shortage in any case.
The Minister of Industry and Trade urgently organizes the implementation of the revised Power Plan VIII that has been issued. Take full responsibility before the Government and the Prime Minister for ensuring sufficient electricity supply to serve production and business activities and people's lives; direct the strengthening of state management, along with inspection and supervision of the operation and urging the implementation of power source projects, and best prepare for power generation during peak months.
Regularly monitor and closely update weather developments to develop a reasonable power system operation method, ensure available capacity of power plants, and prepare plans to meet increased load demand during hot weather in the peak summer months.
Continue to operate the national power system according to the direction of the Prime Minister in Decision No. 922/QD-TTg dated May 14, 2025 on amending and supplementing a number of articles of the Inter-reservoir Operation Procedure in the Red River Basin issued together with Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister.
Hydropower plants monitor and closely follow the hydrological situation, implement flexible solutions with the goal of optimizing water resources, planning to store water in hydropower reservoirs to the maximum according to the inter-reservoir operation process, in accordance with the hydrometeorological forecast situation to ensure reserve and maximum power generation capacity during the peak months of the dry season in 2025. Strengthen maintenance to ensure the plant operates at maximum capacity.
Coal-fired and gas-fired thermal power plants monitor the supply of coal and gas for power generation, ensuring that there is no fuel shortage; power plants proactively maintain and repair machinery, and reserve replacement materials and equipment to ensure the best operation, maximum capacity, and minimize incidents during peak times.
Wind and solar power plants increase the ability to exploit, store and accumulate electricity to improve efficiency and power supply capacity.
Direct investors to urgently put Nhon Trach 3 Thermal Power Plant into operation in June 2025, Nhon Trach 4 Thermal Power Plant into operation in August 2025; connect Unit 1 of Quang Trach 1 Thermal Power Plant project to the grid on August 19, 2025; urgently complete construction items affecting the storage of water in Hoa Binh Lake before the flood season (dyke around the water intake gate, concrete water intake gate), complete equipment installation, strive to inaugurate Unit 1, Unit 2 of the expanded Hoa Binh Hydropower Plant on August 19, 2025 and put into operation in September 2025.
Regarding the transmission grid, it is required that units managing the transmission grid and electricity distribution increase their on-duty forces, closely monitor and supervise the operation of the grid within their management scope, especially at key routes, 500kV, 220kV, 110kV lines, and areas at high risk of incidents; proactively take timely solutions to ensure safe, stable and reliable grid operation, meeting technical and operational requirements according to regulations, ensuring safe operation of the power system during the peak dry season, paying attention to preventing incidents caused by extreme weather conditions (rain, wind, storms, etc.) that may occur in the coming time.
Direct investors to focus on accelerating the progress to inaugurate on August 19, 2025 the 500kV Lao Cai-Vinh Yen transmission line project, the 500kV Hai Phong-Thai Binh transmission line projects, and the 220kV Than Uyen-Lao Cai line projects. Complete in August 2025 the power transmission projects approved by the Prime Minister.
Continue to direct the synchronous implementation of electricity saving solutions in Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023-2025 and the following years; guide and encourage creativity in implementing electricity saving work to achieve the highest efficiency.
The Minister of Agriculture and Environment directed to strengthen monitoring and forecasting of weather and natural disasters, especially prolonged heat waves, to promptly provide accurate information to serve the direction, operation and reduce risks of power system operation. Continue to preside over and closely coordinate with relevant ministries, agencies and localities, direct owners of hydroelectric reservoirs to calculate and make specific plans to take water from hydroelectric reservoirs to serve agricultural production, in which priority is given to maximum reserve water for power generation during peak times, and strengthen solutions for water saving.
The Minister of Finance, within the scope of authority and provisions of law, directs EVN, PVN, and TKV to closely and effectively coordinate in implementing solutions to ensure electricity supply, and well organize the implementation of electricity purchase and sale contracts, coal supply, and gas supply.
The Chairmen of the People's Committees of provinces and centrally run cities direct: Proactively handle difficulties and problems arising under the authority of the locality during the implementation of projects, proactively remove difficulties and speed up the progress of projects. Direct the urgent completion of related procedures to ensure the handover of the entire corridor of the 500 kV Lao Cai-Vinh Yen line before June 30, 2025 in Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces.
Actively direct the implementation of effective energy saving in the area, especially in public lighting, lighting for advertising purposes, outdoor decoration. Apply optimal management solutions, replace lighting with energy-saving lamps, apply automatic control technology, promote the implementation of solar energy solutions in public lighting, lighting for advertising purposes, outdoor decoration.
Within the scope of authority, proactively develop incentive programs to maximize, effectively exploit, and encourage the development of on-site wind and solar power sources according to Decree No. 57/2025/ND-CP dated March 3, 2025 and Decree No. 58/2025/ND-CP dated March 3, 2025 of the Government.
Direct the Project Management Boards of key traffic and construction projects to actively coordinate with the power system dispatch level and relevant power units to develop and implement power outage plans to serve construction activities to ensure safety and efficiency, avoiding affecting the work of ensuring power supply.
The Chairman and General Director of the Corporations: Vietnam Electricity, Vietnam National Industry and Energy, Vietnam Coal and Mineral Industries and the Commander of the 19th Army Corps - Ministry of National Defense focus more and more drastically on implementing the power source and grid projects assigned as investors to ensure progress, quality, efficiency and environmental protection. Closely coordinate with ministries, branches and localities to remove difficulties in site clearance, connection, investment in power sources and grids.
Direct power plants under the management of the group to do a good job of preparing for production, absolutely not allowing fuel shortages (coal, gas, oil) for thermal power plants and water shortages in hydroelectric reservoirs according to reservoir operation procedures approved by competent authorities.
Proactively implement maintenance solutions and prepare spare materials and equipment for the distribution grid system, minimizing incidents, repairs, outages, and reductions in power supply during operation.
TKV, PVN, and Army Corps 19 of the Ministry of National Defense focus on providing enough coal and gas for power plants according to the operation plan and requirements of the power system; closely coordinate in implementing solutions to ensure electricity supply.
EVN Group proactively negotiates to purchase electricity in accordance with the competitive market economy of private investors in the spirit of harmonizing the interests of the state, investors and people.
Assign Deputy Prime Minister Bui Thanh Son to directly direct, inspect, urge and handle arising issues within his authority; in case of exceeding authority, report to the Prime Minister; The Government Office, according to its assigned functions and tasks, shall proactively and regularly monitor and urge ministries and agencies in performing the tasks assigned by the Prime Minister in this Official Dispatch.
