The telegram stated that in recent times, ministries and ministerial-level agencies have been very active, proactive, made efforts, and promoted a sense of responsibility in advising and proposing tasks on decentralization, delegation of authority, and assignment of authority to promptly resolve difficulties and obstacles; People's Committees at provincial and communal levels have been proactive, creative, and flexible in directing, operating, and determined in organizing the implementation of decentralized and delegated tasks, contributing to gradually improving the efficiency, effectiveness, and efficiency of the operations of local governments at two levels.
Key tasks to be completed by October 2025
To effectively carry out decentralized and delegated tasks, promptly overcome difficulties and shortcomings, comprehensively strengthen the commune level, ensure the smooth and effective operation of the two-level local government according to the Conclusions of the Politburo , the Secretariat, the direction of General Secretary To Lam in the past time and Conclusion No. 192-KL/TW dated September 19, 2025, Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities focus on directing the implementation of the following key tasks:
Ministries and ministerial-level agencies: Carefully review and evaluate the feasibility of implementing decentralization, delegation of authority, and division of management authority, and propose appropriate solutions; continue to review the specialized legal system to supplement and perfect decentralization and delegation of authority in accordance with the motto "locality decides, locality acts, locality is responsible."
Continue to strengthen guidance and support for localities to effectively carry out decentralized and delegated tasks, especially improving capacity in organization and implementation.
Completion date is no later than October 30, 2025.
The Ministries of Science and Technology; Construction; Culture, Sports and Tourism; Finance; Health; Agriculture and Environment; and Industry and Trade have a large number of administrative procedures under their central authority (over 40%). They must urgently continue to review legal documents, promote decentralization and delegation of power, associated with cutting and simplifying administrative procedures, ensuring resources for local authorities to handle administrative procedures smoothly and effectively, reducing time and costs of compliance with administrative procedures for people and businesses. At the same time, they must build tools to monitor, deploy, and control power when decentralizing and decentralizing.

People's Committees of provinces and centrally run cities assess the ability to implement laws on decentralization, delegation of powers, and division of authority at the local level to promptly adjust, guide, amend or propose competent authorities to amend and issue new documents in accordance with the roadmap and requirements of the Law on Organization of the Government, the Law on Organization of Local Governments, and in accordance with the practical situation;
Proactively allocate sufficient resources, especially the arrangement and use of civil servants in accordance with job position requirements, ensuring effective implementation of assigned functions and tasks according to legal regulations on decentralization, delegation of authority, and division of authority; at the same time, proactively implement effective decentralization, meeting state management requirements in the area.
Completion date: October 2025. The Government Office and the Ministry of Home Affairs monitor and urge according to assigned functions and tasks; report to competent authorities on issues arising beyond their authority.
