The Prime Minister requested to complete all site clearance work for the Bien Hoa - Vung Tau expressway before April 30, without delaying the progress.

(DN)- Prime Minister Pham Minh Chinh signed Official Dispatch No. 48/CD-TTg dated April 22, 2025 to the ministers of the ministries of Construction, Industry and Trade, Agriculture and Environment; secretaries and chairmen of People's Committees of provinces and centrally run cities and the General Director of Vietnam Electricity Group (EVN) on accelerating the progress of site clearance and exploitation of construction materials for projects to complete 3,000 km of expressways in 2025.

The telegram stated that the 13th National Party Congress set a target of completing 5,000 km of expressways by 2030. The Prime Minister launched a 500-day and night movement to compete to complete 3,000 km of expressways by 2025. At the same time, 7 inspection teams were established to review and remove difficulties and obstacles related to key transport projects scheduled to be completed by 2025. Inspection results showed that the projects had more positive changes.

However, according to the report of the Ministry of Construction , some localities are still slow in implementing compensation, resettlement support, relocation of technical infrastructure, and provision of construction material mines, affecting the progress of projects.

To promote public investment, contribute to growth of over 8% in 2025 and ensure the goal of completing projects on schedule, the Prime Minister requested ministries, agencies, localities and units to seriously carry out the assigned tasks.

In particular, provinces with large land clearance volumes such as Dong Nai (Bien Hoa - Vung Tau Expressway Project), Khanh Hoa (Khanh Hoa - Buon Ma Thuot Expressway Project), Lang Son (Huu Nghi - Chi Lang Expressway Project), Binh Duong (Ring Road 3 - Ho Chi Minh City Project), Quang Tri (Van Ninh - Cam Lo Expressway Project) mobilize the entire political system to complete all land clearance work before April 30, 2025, without delay.

Along with that, the provinces of Nghe An, Dong Nai, Binh Thuan, Khanh Hoa, Ninh Thuan, Quang Binh, Quang Tri, Quang Ngai, Hau Giang, Kien Giang, Phu Yen urgently hand over the sites of rest stops on the North-South expressway in the East before April 30, 2025. The provinces of Dong Nai, Khanh Hoa, Dak Lak, Binh Duong, Long An coordinate with EVN to complete the relocation of high-voltage power lines before April 30, 2025.

Currently, the Bien Hoa - Vung Tau Expressway Project section through the province has basically completed the site clearance work, of which the section through Bien Hoa city has handed over 100% of the site area. However, the relocation of technical infrastructure systems, especially the power grid infrastructure system in the project area is still slow.
