Binh Duong province proposes the Prime Minister to consider being assigned as the governing body to build a bridge connecting with Dong Nai.

In the document, the People's Committee of Binh Duong province said that Binh Duong and Dong Nai provinces are located in the Southeast region and the Southern Key Economic Zone, so the construction of traffic works connecting the two provinces is of strategic significance in the development of inter-regional infrastructure. Currently, the area of ​​Hieu Liem commune and Bac Tan Uyen district, Binh Duong province still has limited traffic connections, especially during the rainy season. Therefore, Binh Duong and Dong Nai provinces have agreed on the investment plan to build Hieu Liem 2 bridge in the two provinces.

Also according to this document, pursuant to Clause 1, Article 30 of the 2024 Law on Public Investment on the order and procedures for deciding on investment policies for projects implemented in the area of ​​2 or more provincial-level administrative units, it is stipulated that: in the case of a project implemented in the area of ​​2 or more provincial-level administrative units with the provincial People's Committee as the governing body, the relevant provincial People's Committees are responsible for agreeing on the plan to assign 1 provincial People's Committee as the governing body to implement the project, reporting to the provincial People's Council to approve the policy of assigning 1 provincial People's Committee as the governing body to implement the project... On the basis of the resolution of the provincial People's Council, the provincial People's Committee proposed as the governing body to implement the project reports to the Prime Minister for consideration and decision to assign the provincial People's Committee as the governing body to implement the project according to regulations.

Currently, the Hieu Liem 2 Bridge Construction Project has been agreed by the People's Council of Binh Duong province and the People's Council of Dong Nai province to assign the People's Committee of Binh Duong province as the competent authority to implement the project in Resolutions No. 38/NQ-HDND (dated April 24, 2025) of the People's Council of Binh Duong province and No. 27/NQ-HDND (dated April 29, 2025) of the People's Council of Dong Nai province.

On that basis and based on the provisions of the Law on Public Investment, the People's Committee of Binh Duong province reports to the Prime Minister for consideration and assignment of the People's Committee of Binh Duong province as the competent authority to implement the Hieu Liem 2 Bridge Construction Project to carry out the next steps according to regulations.

The Hieu Liem 2 Bridge construction project has a total route length of nearly 1.5km, including the Hieu Liem 2 Bridge across the Be River, 150m long, the Binh Duong approach road is more than 1.2km long, the Dong Nai approach road is about 100m long. The project starts at the entrance to Hieu Liem ferry, Hieu Liem commune, Bac Tan Uyen district, Binh Duong province; the end point intersects with Hieu Liem road, Hieu Liem commune, Vinh Cuu district, Dong Nai province. The project is divided into 2 investment phases, each phase builds 1 bridge unit 2m apart with a scale of 2 mixed traffic lanes. In phase 1, the project is proposed to build 1 bridge unit with a cross-section of 14m. The project has a total estimated investment of nearly 362 billion VND.
