Investment in the Ho Chi Minh City - Long Thanh Expressway Expansion Project is necessary

According to the document, in order to connect Ho Chi Minh City with Long Thanh International Airport when the airport is put into operation, the People's Committee of Dong Nai province agrees on the necessity of investing in the Ho Chi Minh City - Long Thanh Expressway Expansion Project. Regarding the investment content of the project according to the urgent construction works, the People's Committee of Dong Nai province requests the Ministry of Finance to base on the provisions of the Law on Public Investment 2024 and the Law on Construction 2014, the Law on amending and supplementing a number of articles of the Law on Construction 2020 to advise the Prime Minister to consider and decide in accordance with the regulations.

Previously, on May 18, 2025, the Ministry of Finance sent a document to the Ministry of Construction , the Ministry of Agriculture and Environment, the People's Committee of Ho Chi Minh City, and the People's Committee of Dong Nai province regarding the proposal of the Vietnam Expressway Corporation (VEC) to request approval to implement the Ho Chi Minh City - Long Thanh Expressway Expansion Project under the emergency construction project. According to VEC, if the project is implemented under the emergency construction project and some special mechanisms are applied, the support mechanism will shorten the time by 2.5 months to start construction on August 19, 2025 and basically complete in 2026.

According to the proposed plan, the Ho Chi Minh City - Long Thanh Expressway Expansion Project has a length of nearly 22km. The starting point is at Km4+000 (Ring Road 2 intersection) in Thu Duc City, Ho Chi Minh City; the ending point is at Km25+920 (Bien Hoa - Vung Tau Expressway intersection) in Long Thanh District, Dong Nai Province.

In which, the section from the Ring Road 2 intersection to the Ring Road 3 intersection (Km4+00 to Km8+770) is proposed to be invested in expanding to a scale of 8 lanes according to the planning. The section from the Ring Road 3 intersection to the Bien Hoa - Vung Tau expressway intersection (Km8+770 to Km25+920) will be invested in 10 lanes according to the planning. For Long Thanh bridge, a new bridge unit with a scale similar to the current bridge will be invested in, and traffic will be organized to operate with a scale of 10 lanes. The total estimated investment for the project is more than 15 trillion VND.
