
The program aims to raise awareness and responsibility of all levels, sectors and the whole society about work for people with disabilities.
Speaking at the celebration, Party Central Committee member and Minister of Health Dao Hong Lan said that the theme of the International Day of Persons with Disabilities in 2025 is “Promoting social inclusion of persons with disabilities for the advancement of the whole community”, once again affirming the strong commitment of the international community towards a barrier-free society, a future where no one is left behind.
With the concern to ensure effective implementation of policies, laws, rights and legitimate interests for people with disabilities, Minister Dao Hong Lan hopes that people with disabilities will overcome difficulties, strive to rise up, promote strengths, develop skills, apply information technology to participate in socio -economic development activities, health care, education, culture, sports; and contribute more to the community and the country.

According to the Ministry of Health , Vietnam currently has over 7 million people with disabilities, accounting for 7.06% of the population aged 2 and over, of which 58% are female; 28.3% are children; nearly 29% are severely and extremely severely disabled.
The Ministry of Health said that Vietnam always pays special attention to people with disabilities. The spirit of ensuring equal rights and opportunities for all citizens to participate in society has been affirmed since the 1946 Constitution and continued to be strengthened in the 2013 Constitution, with provisions on protecting human rights and the right to social security.
Internationally, Vietnam has demonstrated its consistent commitment to promoting the rights of persons with disabilities: signing and ratifying the United Nations Convention on the Rights of Persons with Disabilities; ratifying ILO Convention 159 on Vocational Rehabilitation and Employment for Persons with Disabilities; and joining the Marrakesh Treaty to expand access to books and printed works for the visually impaired. These steps demonstrate Vietnam’s determination to ensure inclusion and non-discrimination against persons with disabilities.
Realizing the Constitution and international commitments, the Vietnamese National Assembly issued the 2010 Law on Persons with Disabilities and the Labor Code, the Law on Medical Examination and Treatment, the Law on Health Insurance, the Law on Education, the Law on Vocational Education, and the Law on Legal Aid, which stipulate specific policies to support people with disabilities.
The Party Central Committee Secretariat issued a Directive to strengthen the Party's leadership in assisting people with disabilities. The Government has issued and implemented many programs and policies to protect, care for, and assist people with disabilities in integrating into the community, ensuring full and comprehensive implementation of human rights and the rights of people with disabilities in all fields, especially ensuring the implementation of political, economic, civil, cultural, and social security rights; ensuring that children with disabilities can go to school, and people with disabilities can learn a trade, get a job, earn a living, receive preferential loans, and receive housing, health care, access to information, and transportation.

Along with that, the social security system is constantly expanding its coverage and improving the quality of policies for people with disabilities: Over 1.7 million people with severe disabilities receive monthly social benefits and health insurance cards; central, provincial and district general hospitals all have rehabilitation departments; children with disabilities are supported to study in integrated educational institutions; children who are not capable of integrated learning are supported to study in specialized educational institutions.
To raise awareness and responsibility of all levels, sectors and the whole society on the work of people with disabilities, in the coming time, the Ministry of Health will focus on reviewing and perfecting the law on people with disabilities, especially the policy mechanisms in the fields of health care, education, vocational training, job creation, culture, physical education, sports, entertainment and tourism, access to public works, transportation, legal aid, information technology and communications. In addition, promote the socialization of work to support people with disabilities, mobilize organizations, especially promoting the role of organizations of people with disabilities, individuals and communities to participate in supporting people with disabilities.
Within the framework of the celebration, the Organizing Committee held a Forum to listen to the voices of people with disabilities. Here, delegates were updated on new policies for people with disabilities and future directions. At the same time, people with disabilities had the opportunity to share their thoughts and exchange opinions so that the voices of the disabled community could be heard, understood and cared for more.
