Vietnam always appreciates and is grateful for the solidarity and support that the Venezuelan people have given Vietnam in the past struggle for national liberation and reunification as well as in the current cause of national construction and defense. At the same time, it highly appreciates the important achievements that Venezuela has made in recent times, and the role and position of the United Socialist Party and the ruling coalition in Venezuela.

According to the Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, the capital city of Hanoi currently has friendly relations with over 100 capitals and cities around the world; Hanoi is in the process of moving towards global connectivity and implementing Vietnam's foreign policy of multilateralization and diversification in international relations. Especially with countries that have helped Vietnam in the process of gaining national independence and building the country.

Commenting on the relationship between Hanoi and Venezuela, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that in recent years, the exchange of delegations between the two sides has been limited. However, based on the traditional relationship between Vietnam and Venezuela, Hanoi has always maintained cultural and people-to-people exchanges with Venezuela through the Venezuelan Embassy in Vietnam.
