Promote the implementation of railway and road projects connecting with Laos and China

This morning, May 10, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 17th meeting of the Steering Committee to remove difficulties and speed up the progress of key transport projects. Attending the meeting were Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc, along with leaders of ministries, branches, units and 49 provinces and cities nationwide. Vice Chairman of the Provincial People's Committee Le Duc Tien and leaders of departments, branches and localities attended at the Quang Tri bridge.

Important national transport projects including the Lao Cai - Hanoi - Hai Phong Railway Project are being actively implemented, including preparing a feasibility study report; reviewing site clearance preparations and other tasks. The Long Thanh International Airport Project has 4 component projects under construction, of which component project 3 has 14 bid packages, of which 3 have been completed, 2 bid packages are selecting contractors, 9 bid packages are under construction; the total value of the implemented volume reached 32,881/74,465 billion VND, reaching 44.2%.

Expressway projects are being implemented, in which the Ministry of Construction is the competent authority for 17 component projects, with a total length of 889 km, including the Van Ninh - Cam Lo component project through Quang Tri province; these projects are expected to be completed in 2025. Expressway projects managed by localities have 11 component projects, with a total length of 299 km being implemented.

In addition, there are many other projects that are implementing investment procedures such as the Huu Nghi - Chi Lang traffic project (Lang Son); Ring Road 4 (Ho Chi Minh City); Bien Hoa - Vung Tau; Ho Chi Minh City - Long Thanh expressway expansion project; Bao Loc - Lien Khuong (Lam Dong); Tuyen Quang - Ha Giang; Gia Nghia - Chon Thanh (Binh Phuoc); Dau Giay - Tan Phu (Dong Nai); Hoa Binh - Moc Chau...

For the Van Ninh - Cam Lo expressway component project, Quang Tri province has completed the handover of the main road 32.53 km/32.53 km, reaching 100%. On the project route, there are 3 expressway overpass locations in Cam Hieu, Cam Thuy communes (Cam Lo) and Ben Quan town (Vinh Linh), the length of the 2.23 km feeder road has been handed over 100%; the technical infrastructure works have been relocated and the site has been handed over to the contractor.

The meeting also spent time discussing and finding solutions to difficulties related to site clearance, construction material supply, construction progress, mechanisms and procedures for project implementation...

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized: Transportation is identified as the lifeblood of the economy, therefore, in the past three terms, the Party and State have focused on developing strategic infrastructure including roads, railways, aviation, and waterways, helping to connect people, regions, the whole country, and internationally, reducing travel time, production costs, logistics costs, creating jobs, and creating new development space...

Prime Minister Pham Minh Chinh said that with the efforts of the government, ministries, branches and localities, the country has now built 2,268 km of expressways. To achieve the goal of having 3,000 km of expressways nationwide by 2025 and 1,000 km of coastal roads, he requested members of the steering committee to continue reviewing tasks, focusing on removing difficulties and obstacles, speeding up construction progress, and completing projects to meet the national target.

In addition, speed up investment preparation procedures for projects; promote the completion of goals, and implement railway and road projects connecting with Laos, China, etc. Require members of the Steering Committee to raise awareness of compliance, attitude towards work and results, and work efficiency in the spirit of "telling the truth, doing the truth, being effective, avoiding formalism"; focus on assessing, reviewing, and removing difficulties and obstacles, and promoting the implementation of works and projects.

Localities must take stronger action, especially in site clearance, with the motto "locality decides, locality acts, locality takes responsibility". Proactively handling issues related to construction materials helps construction units speed up progress. The Ministry of Agriculture and Environment reviews issues related to construction materials, conversion of land and forest use purposes. The Ministry of Finance reviews disbursement issues. The Ministry of Construction reviews and promotes projects to ensure progress and quality...
