On April 16, reflecting to Thanh Nien Newspaper, Ms. Tran Thi My Nam, Nha Trang City (parent of a student at Le Quy Don High School for the Gifted, Nha Trang City), said that she had just continued to send a petition to the authorities reflecting on the illegal sale of lottery tickets by Le Quy Don High School for the Gifted, Nha Trang.

Previously, she had sent a petition to the Ministry of Education and Training and the Khanh Hoa Provincial Police, reporting that the school had illegally organized a lottery business for students. However, after receiving a response from a representative of Le Quy Don High School for the Gifted, Ms. Nam continued to complain because she thought the school's response was not satisfactory.

According to Ms. Nam, on January 29, Le Quy Don High School for the Gifted agreed to let the Executive Committee of the School Youth Union organize lottery business activities in the school, organize printing and selling lottery tickets with a fee of 20,000 VND/ticket and draw prizes during the flag-raising ceremony at the beginning of the week, with the direct presence and participation of the school's Board of Directors.

According to Ms. Nam, this behavior is a violation of the law, because the school is aneducational and training institution, not a place that is allowed to organize lottery business activities. On the other hand, students are not old enough to participate in such activities. Therefore, she requested the authorities to clearly answer whether the lottery activities at Le Quy Don High School for the Gifted are in accordance with the law or not?

"I think that school is a place to educate and train children to become good, exemplary citizens. This affects their thinking and ideology a lot. It is no different than stuffing students' innocent souls with money-winning games. It is the seed that leads to gambling later if they have incorrect perceptions, because students' personalities are largely formed through school and social education," Ms. Nam said.

In a written response to Ms. Vo Thi My Nam on March 27, Mr. Nguyen Tho Minh Quang, Principal of Le Quy Don High School for the Gifted, confirmed that the school organized a lottery on January 29.

According to Mr. Quang, in the plan to celebrate the Year of the Dragon 2024 of the Le Quy Don High School for the Gifted, there is an activity called "Sharing Tet 2024" to mobilize and raise funds for scholarships for poor but studious students, through the form of buying lottery tickets from January 15, 2024. Teachers, students, and parents participate in buying support with a spirit of consensus and voluntariness. The total amount of money raised from this activity is 70 million VND.

"We emphasize that the January 29th activity is a scholarship fundraising activity that is not for profit. All proceeds from the above scholarship fundraising activity using "lottery tickets" of Le Quy Don High School for the Gifted are public, transparent and given to students in difficult circumstances, so the above fundraising activity is not a lottery business," affirmed Mr. Nguyen Tho Minh Quang.

Disagreeing with the explanation of the Principal of Le Quy Don High School for the Gifted, Ms. Vo Thi My Nam said that on April 9, she continued to send a petition to the People's Committee of Khanh Hoa province, the National Assembly Delegation of the province, the Department of Education and Training and a number of central agencies denouncing the behavior of the school's Board of Directors in organizing illegal lottery activities for students.

"All organizations and individuals must live and work according to the constitution and the law. Furthermore, if social management is not strict, any organization or individual can spontaneously organize activities that show signs of gambling, regardless of the reason, including charity, which is unacceptable," said Ms. Nam.

On the afternoon of April 16, responding to Thanh Nien , Mr. Nguyen Tho Minh Quang, Principal of Le Quy Don High School for the Gifted, said that the school is working with the Department of Education and Training and related agencies on the above incident so it cannot respond immediately.
