The Government Inspectorate has just worked with the Ministry of Construction on the handover and reception of the Ministry of Construction Inspectorate to the Government Inspectorate. Deputy Inspector General of the Government Le Sy Bay and Deputy Minister of Construction Nguyen Van Sinh co-chaired the meeting.
The working session was held to implement Decision No. 755/QD-TTg dated April 13, 2025 of the Prime Minister on the Project to streamline the inspection agency system to be streamlined, strong, efficient, effective and efficient.
Speaking at the meeting, Deputy Inspector General Le Sy Bay said that, implementing Decision No. 755/QD-TTg dated April 13, 2025 of the Prime Minister, the functional units of the Government Inspectorate and the Ministry of Construction have coordinated to effectively carry out the handover of functions and tasks of the Ministry of Construction Inspectorate to the Government Inspectorate in accordance with regulations.
At the working session, the Government Inspectorate received existing civil servants; received the administrative inspection plan program according to the 2025 inspection plan approved by the Minister of Construction up to now (8 administrative inspections); received finance, assets and equipment related to the staff and civil servants of the Ministry of Construction Inspectorate transferred to the Government Inspectorate.
Mr. Nguyen Huu Hoa, Director of the Department of Organization and Personnel, Government Inspectorate, said that the Department of Organization and Personnel has coordinated with the Department of Planning and Synthesis and the Government Inspectorate Office to carefully prepare the contents related to the handover between the two units.
Units of the Ministry of Construction have coordinated with the Government Inspectorate to review cadres and civil servants, ensuring conditions and criteria. Up to now, the total number of cadres and civil servants of the Ministry of Construction Inspectorate transferred to the Government Inspectorate is 82 people, including 5 leaders (1 Chief Inspector and 4 Deputy Chief Inspectors); 8 Department Heads and equivalent; 22 Deputy Department Heads and equivalent; 47 civil servants not holding positions.
Representatives of the Department of Organization and Personnel, Government Inspectorate proposed that after this working session, the Ministry of Construction continue to complete some contents on personnel work. At the same time, urgently issue decisions on transferring civil servants of the Ministry of Construction Inspectorate to the Government Inspectorate. Along with that, transfer personal records of civil servants to the Government Inspectorate and issues on salary payment related to the transfer timeline, closing social insurance books of cadres and civil servants before May 15.
The representative of the Planning and Synthesis Department of the Government Inspectorate proposed that, after signing the handover minutes, the Inspectorate of the Ministry of Construction advise the Ministry's leaders to decide to stop conducting 8 administrative inspections according to the approved 2025 Plan, to transfer them to the Government Inspectorate for implementation.
Speaking at the meeting, Deputy Minister of Construction Nguyen Van Sinh said that the procedures for handing over the Ministry of Construction Inspectorate to the Government Inspectorate received special attention from the leaders of the Ministry of Construction, directing functional units to coordinate implementation.
In the immediate future, the Ministry of Construction will hand over officials and civil servants to the Government Inspectorate according to regulations. Regarding the handover and receipt of finance, assets and equipment, the Ministry of Construction will continue to coordinate with the Government Inspectorate to review and complete before May 31.
The Deputy Minister of Construction suggested that after this working session, the Government Inspectorate should summarize any remaining issues to provide specific instructions and continue to resolve them to complete the handover of the Ministry Inspectorate to the Government Inspectorate in accordance with regulations.
At the meeting, the two units signed the minutes of handover and receipt of staff, inspection plan and related assets and equipment.
