Putting policy into practice
In order for the support policies of Resolution 22 to be effectively implemented, immediately after its issuance, the Party Committee and the government of Tam Nong district quickly concretized them to support the construction and development of production models, creating a great influence and motivation for businesses, organizations and individuals to invest in agricultural development in the area.
Accordingly, the district focuses on developing plans, proposing lists and funding for support. At the same time, it directs communes and towns to focus on disseminating support contents so that people can grasp the policy, raise awareness, change their thinking about production methods, and boldly transform the model from small-scale production to large-scale models according to the value chain to be eligible for the policy.
Along with issuing documents directing the review and planning of concentrated production areas, the district requires localities to create all conditions for people to promote investment, form and develop cooperation and association models in production as well as product consumption; encourage organizations, individuals, enterprises, and cooperatives to register to implement programs and projects to develop rural agriculture, especially agricultural production in the direction of high-tech commodity application; focus on consolidating activities and establishing new cooperatives, farms, and production craft villages...
At the same time, the district selects and identifies key products and local advantages to develop OCOP products; improves the effectiveness of state management in identifying specific subjects and concentrated production areas eligible for support under Resolution 22. In the process of organizing the implementation of the policy, the District People's Committee directs the departments in charge of the field to directly guide households to complete the application for support. At the same time, specialized agencies at the district level coordinate to organize the appraisal of programs and projects and propose the District People's Committee to submit them to competent authorities for approval; periodically organizes assessments of the progress of policy implementation to promptly propose solutions to handle existing problems and difficulties arising at the grassroots level; regularly inspects, monitors and urges the progress of policy implementation, with specific decentralization of tasks. The support is implemented by the district on the principle of supporting concentrated production, in accordance with the planning, plans, and list of key products and typical products approved by the Provincial People's Committee; beneficiaries of support policies must ensure full conditions for support.
Every year, after reviewing and comparing with the provisions of the Resolution on scale and subjects, based on the actual conditions and situation of the locality, the district has focused on supporting mainly projects on developing cooperation, linking production and consumption of agricultural products; supporting projects on developing typical products with advantages of the locality for production in the direction of goods; supporting land accumulation and concentration for agricultural production development; supporting improving the quality of grapefruit during the business period in the area. The total budget for implementing the agricultural development policy in the period of 2021-2025 in the district is about 5.9 billion VND, of which, support according to Resolution 22 is over 3.4 billion VND. Specifically, support for grapefruit area during the business period for a number of cooperatives and farms in 4 communes of Dan Quyen, Huong Non, Van Xuan, Te Le with a budget of over 1.3 billion VND; Support land leasing, land accumulation, and land concentration for banana cultivation in Dan Quyen and Huong Non communes with a budget of nearly 1.3 billion VND; support the project of linking production and consumption of Lang Nung bananas, Dan Quyen commune with 500 million VND; support the budget for rewarding products achieving OCOP with 340 million VND.
Thanks to policies supporting the development of OCOP products, Bio Gold high-tech agricultural production cooperative in zone 7, Thanh Uyen commune has 2 products of cordyceps and cordyceps-soybean tea that meet 3-star standards.
Motivating "agriculture, forestry and fishery"
Tam Nong district's viewpoint is to focus on providing focused, key support, supporting difficult and new stages in the implementation process, prioritizing projects applying high technology, producing according to safe processes; building brands and trademarks; promoting trade until achieving the goals of the program and project. Every year, based on the actual situation, capacity, and production needs of the people, the district balances, integrates, and mobilizes support resources to build large-scale production models and projects, in the direction of goods.
On the other hand, the district actively encourages and encourages agricultural production establishments to apply new scientific and technical advances; and to introduce high-yield and high-quality plant and animal varieties into production. In addition to thoroughly implementing the support capital sources from the Central and local governments, the district actively mobilizes socialized resources, with corresponding capital, land, and labor from beneficiaries... This work contributes to affirming the role and responsibility of organizations and individuals in implementing policies as well as effectively using support capital sources.
From the above policy, the district has promoted the formation and development of concentrated, large-scale commodity production areas according to the value chain associated with product preservation, processing and consumption; key crops and livestock are produced in a concentrated manner in the direction of commodities; typical products with local advantages are given attention for investment and development. In the district, there are a number of cooperatives and farms actively linking production with enterprises to form large-scale production, creating high-quality agricultural products. This is one of the important forms of production to restructure agriculture, develop modern and sustainable agriculture. Up to now, the district has built 8 concentrated, large-scale agricultural models, which are the model of safe vegetable and fruit production in greenhouses; orange growing model; banana production; rice growing using drones; improving cattle herds in the direction of commodities; hill chicken farming model; Model of raising river fish in ponds using American technology and closed integrated farm model...; including 2 models of organic agricultural production, ensuring clean and safe products, contributing to environmental protection; the whole district has 16 OCOP products achieving 3-star rating.
However, the implementation of Resolution 22 still has certain difficulties. The support mechanism is implemented in a decentralized manner for the district level to proactively implement and disburse, so there are still limitations in the implementation stage; local production land is fragmented and small, making it difficult to link to form concentrated production areas, so there are not many projects eligible for support. Support policies are necessary, however, the support level for restructuring crop and livestock varieties and applying new advances to production is still low, thus not encouraging businesses, organizations and individuals to invest in agricultural development...
Mr. Kieu Quoc Phong - Head of the District Department of Agriculture and Environment discussed: In the coming time, Tam Nong will continue to promote the dissemination of supported contents according to Resolution 22; focus on directing the development of annual plans to implement policies in the area. Review and select enterprises, cooperatives, farms with potential in capital, labor, land and production organization to participate in programs and projects to develop typical products and products with local advantages. Continue to maintain and sustainably develop production chains and concentrated production areas that have enjoyed support policies, in order to improve the effectiveness and efficiency of policies. Strengthen guidance for beneficiaries on project preparation methods and production plans to ensure they are close to reality and highly feasible. Concentrate resources, create driving forces to promote growth, shift the structure of crops and livestock, focusing on creating favorable conditions for the development of enterprises and cooperatives to become the focal point for linking with household economies in agricultural production according to the value chain. Effectively implement the OCOP program associated with the development of key products, typical of the locality, contributing to improving the quality and value of agricultural products.
