Implementing environmental criteria in building new rural areas, in recent times, departments and organizations in the commune have promoted propaganda and mobilized people to actively collect waste, regularly organize general cleaning campaigns on village roads, maintain roads managed by associations and organizations, and actively build flower roads on village roads. In particular, the "Green House" model with the form of mobilizing people to collect plastic waste such as: plastic bottles, cans, scrap paper... to the collection point at the cultural house of the residential area, sell a large amount and use the proceeds to raise funds for charity or lend to members in difficult circumstances to cover their living expenses, implemented by the Commune Women's Union, has brought about positive results, contributing to spreading and changing the awareness of female members about waste classification and treatment at home, contributing to protecting the living environment.
Not only Thuc Luyen, many models of environmental protection, waste treatment and collection in the district have been effectively and practically deployed by the Thanh Son District Women's Union, creating a widespread influence in the community. Comrade Lo Thi Quynh Nga - President of the Thanh Son District Women's Union said: Along with the campaigns "Building a family of 5 no, 3 clean", "Family of 5 yes, 3 clean", the movement "Anti-plastic waste", the "Green house" model... are practical activities effectively deployed by the Women's Union at all levels, attracting a large number of cadres, members and women to participate. From there, spreading beautiful actions, contributing to protecting the living environment, building a green, clean and beautiful landscape and raising funds to help orphans and women in difficult circumstances in the area. The initiative of Party committees at all levels, local authorities, and the participation of sectors, organizations and people are the "keys" to improving the efficiency of waste collection and treatment, contributing to ensuring environmental sanitation and building new rural areas.
Not only proactive in direct propaganda or through loudspeaker systems, currently, taking advantage of digital technology , many localities have implemented environmental sanitation management through surveillance cameras placed on village roads and alleys, becoming a powerful and effective tool in environmental protection and raising people's awareness. A typical example is Son Vi commune, Lam Thao district - the first locality in the province to achieve the model new rural commune, Son Vi is the clearest example in effectively implementing environmental criteria with the active participation of local organizations. From the gate of the house to the main roads, the small alleys are all clean, the garbage is put in sacks by the people and placed neatly in a corner of the garden, on the day of collection, it will be brought to the gate to be transported by the collection unit. Many smart residential areas have installed cameras at the entrances and exits of the area, not only helping to monitor security and order, these cameras are also connected to the phones of the area chief and party cell secretary to conveniently monitor community activities and households related to environmental sanitation, promptly reminding and handling violations.
Comrade Pham Van Anh - Vice Chairman of Son Vi Commune People's Committee shared: The commune government has coordinated with the Fatherland Front Committee, local socio-political organizations to propagate, mobilize and sign commitments to each household so that people voluntarily classify waste at home, avoiding the situation of not following the commune's regulations. Currently, in the commune, there is 1 solid waste collection area in Lo Voi area, 1 Khe Ve Rung Nui area with an area of 5,000m2 and 1 household waste collection area in Sau garden area with an area of 2,000m2. The commune People's Committee assigned Son Vi Agricultural Service Cooperative to manage and organize the collection and treatment of waste in 14 residential areas, agencies, units, schools, periodically 2 times/week. To carry out effective collection, households organize to classify household waste and solid waste at the source and gather them at a common point in the hamlet. Then, the cooperative's collection team collects and transports them to the collection site by truck and signs a contract with the district's public works management board to transport the waste from the collection site to the treatment site according to regulations.
Overcoming difficulties
In the journey to become the leading developed province in the Northern Midlands and Mountains region, Phu Tho always associates economic growth with environmental protection, aiming for sustainable development. However, currently, the situation of waste causing environmental pollution in some localities is still a difficult problem, not completely handled, there are still spontaneous landfills along national highways or vacant lots, especially many localities only stop at having waste collection and gathering sites but have not been transported and thoroughly treated, affecting the lives of people living near the gathering areas...
Typically, Phong Thinh commune, Cam Khe district is now merged from 3 communes Cap Dan, Son Tinh and Xuong Thinh, the garbage collection area of the old Son Tinh commune is still the place to collect garbage of the people here. However, it is worth mentioning that the garbage is collected and transported to the collection area, not treated and disinfected regularly and seriously, making the landfill a gathering place for flies, mosquitoes, insects and bacteria, emitting odors that affect at least about 50 households living near this area. In addition, the management is not strict, causing the landfill to sometimes catch fire and emit black smoke, posing many potential risks of unsafety and causing environmental and air pollution. Explaining the reason why waste is only collected at the landfill and not transported to treatment plants, local leaders said the main reason is that the implementation cost is expensive, many households do not agree with the fee for waste collection and treatment services, so it is difficult to connect and sign contracts with treatment units to transport waste to treatment plants, this is also a difficult problem in many localities.
Security cameras in Zone 10, Son Vi Commune, Lam Thao District are connected to the server to help the Zone Front Work Committee grasp environmental sanitation work in families and alleys.
In fact, currently, the collection, transportation and treatment of domestic waste in the province still faces some difficulties such as: Overloading of collection and treatment points. Unsanitary landfill measures are common in mountainous districts. The collection network and essential infrastructure for waste treatment according to planning have not been invested synchronously. Propaganda work on collection, treatment of domestic waste and environmental protection is still limited...
In order to gradually improve the quality of life of the people, the Provincial People's Committee has developed a Project for Collection, Transportation and Treatment of Domestic Waste in the province for the period 2021-2025. Accordingly, it will build supporting infrastructure for the Tram Than Waste Treatment Complex; complete the network of waste collection points in districts, cities and towns to collect domestic waste to centralized treatment sites; effectively handle existing waste; eliminate incinerators...
To effectively enhance the collection and treatment of household waste in residential areas, in addition to synchronous investment in infrastructure, Party committees, authorities, the Fatherland Front and socio-political organizations at all levels need to continue to enhance their roles and responsibilities in environmental protection, while mobilizing the participation of a wide range of people in environmental protection and minimizing the generation of waste.

The Fatherland Front Committees at all levels have mobilized people to actively participate in activities to maintain hygiene and protect the environment; handle production and domestic waste to ensure environmental hygiene; plant trees; build models of house gates, gardens, village roads, alleys, and neighborhoods that are bright, green, clean, and beautiful; and coordinate with socio-political organizations to build self-managed environmental protection groups in residential areas, contributing to raising awareness, promoting strength, sense of responsibility, proactiveness, creativity, and self-management in environmental protection and climate change response from each community.
Through propaganda activities, movements and programs implemented, each individual, organization and unit will enhance their sense of responsibility, contribute with authorities at all levels and state management agencies to limit waste causing environmental pollution, build green, clean and beautiful landscapes, contributing to improving the quality and living environment of people in rural areas.
