Half term of implementing the Resolution of the 13th National Party Congress

The 13th National Party Congress determined the general goal of striving to make our country a developed country with a socialist orientation by the middle of the 21st century. The 13th National Party Congress also determined a comprehensive, modern diplomacy consisting of three pillars: party diplomacy, state diplomacy, and people-to-people diplomacy.

The mission of foreign affairs is to promote the pioneering role in creating and maintaining a peaceful and stable environment, mobilizing external resources for development, and enhancing the country's position and prestige.
During the past half term, the Politburo and Secretariat have focused on leading and closely directing the effective implementation of the foreign policy of the 13th National Party Congress.
Speaking at the mid-term conference of the 13th Party Central Committee, General Secretary Nguyen Phu Trong assessed: Foreign affairs and international integration activities continue to be expanded and achieve many important results; continue to consolidate and enhance the position and prestige of our country in the international arena. The results achieved are even more significant in the context of the world political and economic situation undergoing many rapid and complicated developments.
The first national foreign affairs conference organized by the Politburo and the Secretariat under the direction of General Secretary Nguyen Phu Trong is a historic event with a new approach and long-term and profound significance in thoroughly grasping and organizing the implementation of the Resolution of the 13th National Party Congress in the field of foreign affairs.
At the Conference, General Secretary Nguyen Phu Trong pointed out: Foreign affairs today is not only a continuation of domestic policy, but also a strong driving force for the development of nations and peoples. The General Secretary summarized the nation's foreign affairs tradition, the great thoughts, principles and viewpoints on foreign affairs of President Ho Chi Minh and our Party.
He stated: We have built a very special and unique school of foreign affairs and diplomacy of the Ho Chi Minh era, bearing the strong identity of the "Vietnamese bamboo tree". That is "firm roots, strong trunk, flexible branches" and "Soft, clever, but very resilient".
Regarding the basic directions and tasks of foreign affairs, the General Secretary emphasized, "We need to build a new position and mindset for Vietnam in dealing with and handling relations with other countries, bilaterally and multilaterally." Accordingly, "we must promote innovation in thinking, boldly make breakthroughs and be creative in work, find new ways of doing things, expand into new fields, seek new partners and new directions... on the basis of upholding principles, being certain, cautious, determined in goals and being sincere and modest."
In early 2023, the Politburo passed Resolution No. 34-NQ/TW on a number of major orientations and policies to implement the foreign policy of the 13th National Party Congress. This is the first comprehensive resolution of the Politburo on foreign affairs since Resolution No. 13 (Session VI) in May 1988.
In addition, there are resolutions, directives and conclusions of the Politburo and Secretariat on developing and upgrading relations with a number of important partners and in many fields, such as party foreign affairs until 2025, economic diplomacy, ensuring security in international integration, defense diplomacy, work with overseas Vietnamese, foreign information, and people-to-people diplomacy in the new situation.
Party diplomacy, state diplomacy and people-to-people diplomacy are increasingly implemented in a synchronous manner in the direction determined by the Politburo. Accordingly, party diplomacy plays a core role in strategic orientation, foreign policy and guidelines; developing good relations between the Party and political parties, contributing to building and consolidating the political foundation, facilitating Vietnam's relations with other countries and partners.
State diplomacy plays a core role in institutionalizing and organizing the effective implementation of the Party's guidelines and policies. People-to-people diplomacy plays a core role in promoting friendly relations and cooperation with peoples of other countries, building a positive and favorable social foundation for Vietnam's relations with other countries. Foreign affairs are also closely linked to national defense, security, economy and culture.
From the 13th National Congress to early July 2023, General Secretary Nguyen Phu Trong chaired and participated in nearly 100 foreign affairs activities. The foreign affairs work of the Government, the National Assembly, ministries, departments, branches, provinces and centrally run cities has been effectively implemented. Along with specific foreign affairs activities, people's foreign affairs organizations have strived to develop long-term strategies and action plans, in line with changes in the international arena and new tasks.
Regarding the task of promoting and deepening bilateral relations, Vietnam has proactively and actively implemented many activities demonstrating its top priority in relations with neighboring countries.
Accordingly, in the relations between Vietnam and Laos, Cambodia and China, mutual understanding and political trust have been enhanced; economic, cultural and educational cooperation has seen new developments; defense and security cooperation has played a pivotal role. Relations between Vietnam and Southeast Asian countries have been promoted.
Accordingly, cooperation in defense, security, economy, society, culture, science and education has been strengthened and has seen new developments. Vietnam continues to develop relations with major countries and important partners.
High-level and all-level visits and exchanges have contributed to maintaining and expanding cooperation between Vietnam and Russia and the United States. Relations with key member countries of the European Union (EU), India, Japan, South Korea, Australia, New Zealand, and countries with strengths in specialized cooperation such as Switzerland, Belgium, and Finland have been strengthened. Relations between Vietnam and friendly countries and traditional partners such as Cuba and North Korea have continued to develop. The promotion of our Party's relations with ruling and political parties has contributed to strengthening relations with many countries in Eastern Europe, Latin America, and Africa.
The substantive significance and effectiveness of strategic partnerships, comprehensive partnerships and traditional partnerships have all been enhanced, thereby enhancing mutual understanding and enhancing each side’s position in each other’s foreign and development policies. These positive results have contributed to consolidating a peaceful and secure environment, while enhancing trade, investment, science and technology cooperation between Vietnam and its partners in the new situation.
Implementing the policy of the 13th National Congress on enhancing multilateral diplomacy, activities in this field continue to be actively and effectively deployed, demonstrating responsibility to the international community and Vietnam's new position and mindset. Notably, Vietnam has successfully completed its two-year term as a non-permanent member of the United Nations Security Council; and has been elected to a number of important mechanisms of the United Nations, such as the General Assembly, the Human Rights Council and the United Nations Educational, Scientific and Cultural Organization (UNESCO).
Vietnam and ASEAN countries maintain solidarity, resolve new complex issues, build a new vision, develop relations with partners, enhance the role of the ASEAN Inter-Parliamentary Assembly (AIPA); promote the role of the Asia-Pacific Economic Cooperation (APEC) forum and Mekong cooperation mechanisms.
Vietnam's participation in joint efforts to respond to climate change, United Nations peacekeeping operations and earthquake recovery in Türkiye is highly appreciated by the international community.
Our Party actively participates in and contributes to multilateral political party mechanisms such as the International Meeting of Communist and Workers' Parties (IMCWP), the Sao Paulo Forum, the International Conference of Asian Political Parties (ICAPP), etc. Vietnam is the host country and co-organizer of the 22nd Congress of the World Peace Council. Vietnam's political, social and professional organizations participate in many international multilateral activities, thereby promoting the exchange of experiences and mobilizing knowledge and resources for the country's development.
In overall foreign affairs activities, Vietnam and neighboring countries have well managed and maintained peaceful, friendly and developed land borders; resolutely and persistently protected sovereignty, sovereign rights and jurisdiction at sea, and made efforts to promote cooperation and negotiate maritime delimitation, including completing negotiations on delimitation of the exclusive economic zone with Indonesia.
The positive development in bilateral and multilateral relations has created favorable conditions for efforts to implement economic diplomacy. In controlling the Covid-19 pandemic, Vietnam has sought support from the international community and made contributions to many countries, which have been highly appreciated by the international community.
External information work has been actively and effectively implemented, with increasingly good quality in innovating information methods and fighting against false information. The Party and State pay attention to building new policies, guidelines, and legal documents and implementing many specific measures to help overseas Vietnamese improve their legal status, stabilize their lives and integrate into the host society, while creating conditions for them to live, study and work in their homeland.
Along with the achievements, the reality of implementing foreign affairs work also shows limitations that need to be further overcome, such as the need to better ensure the ability to detect and evaluate new trends and developments and make recommendations and proposals in research and advisory work, better exploit bilateral and multilateral foreign relations, innovate methods and improve the effectiveness of foreign affairs activities.
The important results of foreign affairs and international integration during the first half of the term implementing the Resolution of the 13th National Congress demonstrate the correct foreign policy of the Party and State.
The achievements in foreign affairs are closely linked to the country's growing strength in all aspects and the direct result of the participation of the entire political system. An important factor contributing to these achievements is the support of international friends and partners.
The results achieved are an important basis for foreign affairs to continue to actively contribute to the implementation of key tasks in the second half of the term as determined by the Mid-term Conference, successfully implementing the Resolution of the 13th National Party Congress.
