On the basis of the regulations of the Party and the State, the work of organization and personnel continues to receive attention and regular and timely direction from the National Assembly Party Delegation (now the National Assembly Party Committee), the Party Committee of the National Assembly Office, and the leadership of the National Assembly Office with the goals and key tasks, perfecting the apparatus organization in the direction of streamlining, effectiveness and efficiency. Building a team of professional civil servants and public employees with capacity, ethics, professional expertise, and skills in organizing and implementing public services to meet the requirements of administrative reform and increasing resources to contribute to the good implementation of the political tasks of the National Assembly Office.
With the attention, leadership and direction of the National Assembly Party Delegation (now the National Assembly Party Committee), the National Assembly Leadership, the coordination of the Standing Committee of the Ethnic Council , the National Assembly Committees, the Leaders of the Committees under the National Assembly Standing Committee (before February 2025), the National Assembly Office Leadership has led and coordinated with the Standing Committee of the Party Committee of the agency to direct the Party committees at all levels and units under its management to well implement Resolution No. 18-NQ/TW of the Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently according to the Central Committee's Plans and the National Assembly Party Delegation's Plan.

The leaders of the Office of the National Assembly have organized the implementation, dissemination, dissemination, and proactively developed action plans and programs to implement Resolution No. 18-NQ/TW, ensuring the correct goals and requirements on perfecting the streamlined organization and apparatus, and effective and efficient operations of the Office of the National Assembly.

On that basis, submit to the National Assembly Standing Committee to issue a Resolution on the functions, tasks and organizational structure of the Office of the National Assembly and assign the number of civil servants and public employees to the Office of the National Assembly; develop a system of job position lists of the Office of the National Assembly; issue decisions on the functions, tasks and organizational structure of units under the Office of the National Assembly; allocate staff to departments, units and public service units under the Office of the National Assembly; decide to temporarily decentralize the management of civil servants to the People's Deputies Newspaper and Vietnam National Assembly Television.
Based on the review, arrangement, consolidation and streamlining of internal focal points, the Office of the National Assembly has arranged to reduce 37 focal points of the department-level units (27 departments under departments, bureaus and units; 10 departments under public service units). In the period of 2015 - 2021, the Office of the National Assembly has effectively managed and used the payroll to ensure that the total payroll is lower than 10% of the payroll assigned in 2015; at the same time, in the period of 2022 - 2026, the Office of the National Assembly continues to reduce the payroll to ensure that by the end of 2026, the payroll is reduced by 5% compared to 2021.

The implementation results have significantly contributed to restructuring the team of civil servants, public employees and workers, ensuring a streamlined apparatus in accordance with the spirit of Resolution No. 18-NQ/TW.

The implementation of policies on organizational arrangement at the National Assembly Office is always closely linked with the task of maintaining ideological stability, creating consensus and strengthening the trust of civil servants, public employees and workers in the policies of the Party and State.
However, there are still some difficulties, problems, and causes, such as the functions and tasks of departments and units being reviewed and improved, but the actual workload arising is large, the staff must be reduced and not increased, affecting the quality and progress of assigned tasks. The policies and regimes under Decree No. 178/2024/ND-CP were recently issued, followed by many decrees and circulars amending and supplementing. Proposing a new organizational model suitable for the digital transformation context
The Organization Department proposes to continue affirming the policy of streamlining the organization and apparatus, reducing intermediary units, streamlining staff, and avoiding overlapping functions and tasks between agencies in the political system as an extremely important task.
It is necessary to continue to evaluate the actual effectiveness after implementing previous resolutions (Resolutions of the 18th and 19th Central Committee, Session XII) and propose new organizational models suitable to the current development situation, especially in the context of digital transformation.
Promote decentralization and delegation of power in conjunction with power control. Propose to increase proactive empowerment of localities and bases, but there must be an independent inspection and monitoring mechanism to effectively control power.
Review and complete regulations on the relationship between the Party - government - front - socio-political organizations at each administrative level.
Building a team of cadres with sufficient qualities, capacity, prestige, and equal to the task. Proposing to innovate the work of planning, training and appointing cadres based on practical capacity and output, instead of focusing on degrees, age or background. It is necessary to expand the mechanism of healthy competition in the work of selection and appointment, especially for key leadership positions.
The policy on treating cadres needs to be consistent with actual requirements. Recommend stronger reforms in salary, allowance and working conditions policies for cadres, especially at the grassroots level - where work pressure is high but income is limited. Propose to issue a mechanism for evaluating cadres quantitatively, clearly and publicly and with sanctions if the evaluation is not objective.
Continue to pay attention to protecting cadres who dare to think and act for the common good. At the same time, clearly distinguish between "risks due to violations" and "risks in performing duties".
