“Continuing to innovate development thinking” must be a major, consistent viewpoint of the Document.

Commenting on the Draft Documents submitted to the 14th National Party Congress, Prof. Dr. Tran Ngoc Duong - Chairman of the Advisory Council on Democracy and Law (Central Committee of the Vietnam Fatherland Front) highly appreciated the elaborate, scientific preparation and innovative vision. However, he said that to meet the development requirements in the new era, the Draft needs to emphasize more the spirit of "continuing to innovate development thinking" and concretize it into a major viewpoint throughout, governing all contents of the Document.

Innovation in thinking, considering culture as a pillar in sustainable development strategy

According to Prof. Dr. Tran Ngoc Duong, in the new domestic and international context, the Draft Political Report of the 14th National Party Congress strongly raised the requirement of "Continuing to innovate development thinking", moving beyond old, outdated and no longer suitable thinking. This is an important shift from authoritative command management to development creation thinking, based on new driving forces such as breakthroughs in science and technology development, innovation; and national digital transformation.

However, Mr. Tran Ngoc Duong said that this requirement needs to be expressed as a major viewpoint throughout the Draft Document, demonstrating the vision, intelligence and being the guiding torch of the Party in the new era. Because "continuing to innovate development thinking" is a major theoretical issue that has the meaning of guiding the entire content of the Draft Political Report from continuing to build and perfect synchronous institutions, developing the country quickly and sustainably; restructuring the economy , establishing a new growth model to strongly and comprehensively developing Vietnamese culture and people; making breakthroughs in science and technology development, innovation and national digital transformation...

“It is necessary to define more clearly the development mindset in the new era as a constructive, proactive, adaptive and creative mindset. Innovation in development mindset is a continuous and continuous requirement, not a temporary task, especially in the context of the country entering a new development stage with the requirement of rapid and sustainable development on the basis of science , technology, innovation and national digital transformation” - Mr. Tran Ngoc Duong emphasized.

Specific comments on section III: "Continue to build and synchronously perfect institutions for rapid and sustainable development of the country" - Prof. Dr. Tran Ngoc Duong commented that the new Draft emphasizes the orientations for perfecting institutions in various fields without mentioning new institutional building mindsets such as "development creation mindset" with businesses and people at the center, the mindset of clearly separating the roles of the State, the market, and society, avoiding overlap and unnecessary administrative intervention.

In addition, some orientations for institutional improvement in new fields also need to be emphasized in this section, such as the need to establish a legal corridor to promote innovation while controlling risks such as digital economy, digital society, artificial intelligence, big data, perfecting green financial institutions, circular economy; building smart, transparent and accountable governance institutions; continuing to perfect institutions to control power in the Party and State.

In section V: "Strongly and comprehensively develop Vietnamese culture and people",   Prof. Dr. Tran Ngoc Duong believes that it is necessary to renew the mindset of considering culture as a development power, a pillar in the sustainable development strategy. It is necessary to concretize the mindset of investing in culture as investing in development; at the same time, renew the mindset of human development in the context of artificial intelligence, digital economy, and digital transformation of a globalized society.

Mr. Tran Ngoc Duong also emphasized the need to attach importance to creativity, critical thinking, digital skills, global citizenship spirit and national cultural identity in building Vietnamese people in the new era.

In particular, the draft document needs to supplement and emphasize culture in the Party and in the State apparatus, considering this a consistent content in Party building, public ethics and political culture.

Building a developmental state that serves the people and businesses

Commenting on section XIII: "Continuing to promote the building and perfecting of the Socialist Rule of Law State of Vietnam", Mr. Tran Ngoc Duong commented that Resolution 27-NQ/TW of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period has proposed quite complete directions and solutions, but in new conditions such as digital transformation, development of knowledge economy, and deep international integration, the Draft requires the addition of some new thinking and development thinking.

“The State is not only a management tool but must be a “development-creating State” serving the people and businesses. It is necessary to strongly affirm and supplement viewpoints, continue to build and perfect the Vietnamese socialist rule-of-law State in the direction of development creation, integrity, action, serving the people and promoting innovation” - Prof. Dr. Tran Ngoc Duong suggested.

Mr. Tran Ngoc Duong also proposed to add orientations to promote digital transformation in State governance, build a transparent public administration, and use technology to ensure publicity, transparency, and accessibility.

Along with that, we need to expand the thinking of ensuring human rights as a pillar of the modern rule of law state in the direction of strengthening the institution to protect and promote human rights and civil rights, promoting the role of social supervision and criticism, and direct democratic rights of citizens.

Regarding item XII: “Strongly promoting the role of the people as the subject, promoting the people's mastery, strengthening the great national unity bloc” - Professor, Dr. Tran Ngoc Duong said that this is an important content that demonstrates the democratic nature of our regime. However, if placed in the perspective of “continuing to innovate development thinking”, it is still necessary to supplement and adjust a number of points to better suit the requirements of sustainable development, modernity and deeper democracy in the new era.

From the above comments, Professor Tran Ngoc Duong suggested adding the viewpoint that people are not only participants but also subjects who, together with the State, co-create institutions, policies, and laws, accompany the Party and State in controlling power, sharing benefits and sharing responsibilities.

“It is necessary to affirm that the people are the main subjects participating in the entire development process. Promote the role of the people as the main subjects in planning, implementing, monitoring and enjoying the results of development,” said Mr. Tran Ngoc Duong, emphasizing the application of digital technology so that people can directly and regularly participate in the decision-making, criticism and monitoring process.

The Chairman of the Standing Committee of the Vietnam Fatherland Front (VFF) also suggested that it is necessary to build a legal mechanism for the people, the VFF and people's social organizations to effectively carry out the function of social supervision and criticism. Expanding the connotation of the concept of great solidarity is not only about ethnicity, religion, region, domestic and foreign but also about gender, generation, new class, businessmen, intellectuals, and the disadvantaged.
