Building livable countryside
In Khanh Thien commune, right after starting to build a model residential area, village 4 took advantage of the attention of the Party Committee and government and mobilized the people to invest in infrastructure and improve the landscape. The small, narrow dirt roads of the past were replaced by spacious asphalt roads.
To build a brighter, greener, cleaner and more beautiful rural landscape, the Village Front Committee regularly encourages people to maintain hygiene, plant trees and flowers along the roads. In particular, nearly 2km of the Day Riverside road has been jointly renovated by businesses and people, becoming a famous "flower road", attracting many groups to visit and study.
The movement “Clean house, beautiful garden” has also spread strongly among households. People actively renovate their yards, plant trees and fruit trees to create landscapes and increase income. Up to now, 80% of households in the hamlet have been recognized as “Clean house, beautiful garden”. The appearance of the countryside has changed significantly, with green, clean and beautiful landscapes appearing in every alley.
Comrade Bui Thi Hong, Party Secretary of Village 4, Khanh Thien Commune said: "We aim to build Village 4 into a model residential area so that people's lives become more and more prosperous, the landscape and environment improve, and children who come back from far away always feel proud of the daily changes of their homeland."
Arriving at Nam Ninh commune, we were amazed by a countryside that is changing rapidly. On both sides of the road are high-rise buildings with modern architecture springing up close together, no different from the city; cultural houses, medical stations, kindergartens are spacious, convenient, bright, green, clean, beautiful...
These achievements are thanks to the local Party Committee and government always paying attention to leadership, direction, mobilization and promotion of the internal strength of the entire political system and people when implementing the National Target Program on New Rural Construction.
Comrade Nguyen Tat Thang, Party Secretary of the commune, said: "The beautiful countryside of Nam Ninh today is thanks to the active participation of the entire political system in propaganda, mobilization, and guidance for people to clearly understand and fully perceive their role and responsibility in building the new rural area.
When people agree, see and understand correctly that building a new rural area is "doing it for themselves, serving themselves, and being the first beneficiaries", they will voluntarily and proactively renovate their houses, auxiliary works, ponds, gardens, livestock farms, develop household economy , change crop and livestock structure, increase income, ensure and maintain environmental sanitation, contribute money, donate land, and workdays to build rural infrastructure"...
The entire political system joins hands to build the new rural area. Nanning has made strong economic development steps, political stability, and improved the cultural and spiritual life of the people. In the period of 2020-2025, the commune economy has continuously grown, the budget revenue has increased by an average of 13.05%/year. The value of harvested products/1 ha of cultivated land has reached 130 million VND. The rate of trained workers by 2025 will reach 81%, the rate of population participating in health insurance will reach 95%, the rate of poor households according to the multidimensional poverty standard will decrease to 0.77%, the rate of population using clean water will reach 100%.
"Create momentum" for a comprehensive breakthrough
In the early stages of building the new rural areas, many officials and people considered the construction of the new rural areas as an “investment project” of the State, so they had a mindset of waiting and relying. To change their perception, localities have stepped up communication work, promptly issued many policies and guidelines to remove difficulties and create development momentum.
Policies on investment in transport infrastructure, support for agricultural production, industry, tourism, start-ups and innovation... have been implemented synchronously and urgently. The guidelines and policies have clearly defined viewpoints, orientations, goals, tasks and solutions, which are the basis for Party committees and authorities at all levels to direct, operate and organize the implementation of socio-economic development tasks in general and new rural construction in particular. Thanks to that, the provinces have made breakthroughs and completed the goal of building new rural districts and new rural provinces ahead of schedule. In particular, Nam Dinh province is one of the first two provinces nationwide to be recognized for completing the task of building new rural areas in 2019.
Ha Nam province was recognized by the Prime Minister for completing the task of building a new rural area in 2020. Ninh Binh province was recognized by the Prime Minister for completing the task of building a new rural area in 2024. Thanks to that, after the merger, the new rural appearance of Ninh Binh province has developed rapidly and synchronously, especially in terms of infrastructure such as electricity, roads, schools, stations, irrigation, cultural houses, etc. People's lives have been significantly improved, and the standard of living and quality of life in rural areas are approaching that of urban areas.
Comrade Nguyen Sinh Tien, Deputy Director of the Department of Agriculture and Environment, said: “Ninh Binh province has always been in the top group of the country in building new rural areas with many outstanding achievements. In particular, since 2020, there has been a strong change in quality, building new rural areas has truly belonged to the people, stemming from the legitimate interests and personal needs of each rural resident.”
Up to now, in the whole province, 97/97 communes have met the new rural standards, reaching 100%; of which 65/97 communes have met the advanced new rural standards (67%), and 4/97 communes have met the model new rural standards (4.1%). The whole province has 980 OCOP products with 3 stars or more, of which 3 products have reached 5 stars, 1 potential 5-star product, 152 4-star products and 824 3-star products. The special point in the process of building new rural areas of the province is that it does not rely entirely on the State budget, but mobilizes people's strength comprehensively and creatively.
In the period of 2020-2025, the whole province mobilized local people to donate over 1.5 million square meters of land; relocated and demolished about 650 residential houses, worth more than 57 billion VND; dismantled more than 2,400 fences, gates, houses, yards... worth more than 90 billion VND. Mobilized donations of more than 640 billion VND and more than 590 thousand working days, worth about 202 billion VND to rebuild surrounding walls, public works and modernize the rural transport system.
However, the process of building new rural areas, especially the implementation of criteria for building advanced and model new rural areas of the province, also encountered many difficulties and shortcomings, focusing on the criteria groups of capital mobilization and production development, and increasing income for people.
In reality, to complete the new rural commune, a large amount of capital is needed. Meanwhile, for this group of criteria, the State only supports a part of the investment, the rest is contributed by the people. However, the contribution of the people is limited, the mobilization of capital from businesses and children of the homeland is still limited. Lack of capital is the most difficult "problem" that communes are currently facing when building new rural communes.
In implementing the criteria group on production development and income improvement for people, many communes are still confused, unclear and specific: only focusing on agricultural development, in agriculture mainly focusing on rice, so the value and efficiency are not high.
On the other hand, the level of education of the people, fragmented fields, unstable product output... are also factors affecting the implementation of this group of criteria. In order for the new rural construction program to continue to be effective, the province directs communes and wards to continue to strengthen propaganda and mobilization work, promote the implementation of the new rural program, and consolidate and improve the new rural criteria.
In particular, focusing on planning criteria, production development, income improvement, poverty reduction; speeding up the progress of projects, works, and disbursement progress of state budget capital (public investment capital and career funds) to support the implementation of the NTM program.
Develop a system of documents for leadership, direction, management, and organization of the implementation of the New Rural Program for the period 2026-2030 according to the Resolutions of the Provincial Party Committee and the Provincial People's Council. Implement the review, assessment, and consideration of (new) recognition of communes after the arrangement to meet the standards according to the New Rural, Advanced New Rural, and Model New Rural Criteria Sets for the period 2021-2025. Specify the New Rural Criteria Sets applicable to groups of communes in the province; develop mechanisms and policies to support the implementation of the New Rural Program (including the OCOP Program) when there are sufficient bases, regulations, and instructions from the Central Government...
The province's journey of building a new rural area has marked a milestone with comprehensive and solid results, fundamentally changing the appearance of traditional rural areas, improving the living standards and quality of life of rural residents; creating a comprehensive breakthrough in the process of building Ninh Binh into a dynamic, prosperous and livable province.
