Criteria for the title of expert, leading scientist, chief engineer in the field of defense and security industry

Criteria for expert titles in the field of defense and security industry

The Decision clearly states that an expert in the field of defense and security industry (expert) is a title recognized by the Minister of National Defense and the Minister of Public Security for a certain period of time for individuals working in science, technology and engineering serving the defense and security industry who meet the prescribed criteria.

General criteria The expert titles are as follows:

a) Have a master's degree or higher in science, engineering and technology; be fluent in at least one common foreign language.

b) Up to the time of registration for recognition of the title, must have at least 07 years of continuous experience in research, design, manufacture, production, repair, conversion, improvement, modernization, and extension of the shelf life of weapons, technical equipment, technical supplies, and professional technical means.

For individuals outside the armed forces, there must be at least 07 years of continuous experience in researching strategic technology, foundation technology, core technology, new technology, and dual-use technology related to the defense and security industry.

c) Master legal documents and relevant regulations to develop design documents, technological documents, regulations on product testing and acceptance, product standards and directly implement them; proficiently use modern technical support tools to serve professional work; update domestic and foreign scientific and technological achievements.

Not violating prohibited acts as prescribed in the Law on National Defense Industry, Security and Industrial Mobilization, and other relevant legal provisions; meeting political standards as prescribed by the Ministry of National Defense and the Ministry of Public Security.

In addition, candidates applying for the expert title must also meet the criteria for scientific and technological performance . Specifically:

Within 07 consecutive years up to the time of registration for the expert title, the candidate must meet one of the following criteria:

a) Has presided over at least 01 ministerial-level science and technology task; or 01 focal-level science and technology task under the ministry on research, production, repair, design, manufacture, conversion, improvement, modernization, and extension of the useful life of weapons and technical equipment of strategic significance, and special technical means; or 03 focal-level science and technology tasks under the ministry on research, production, repair, design, manufacture, conversion, improvement, modernization, and extension of the useful life of weapons and technical equipment, technical materials, and technical means, and the results of science and technology tasks create products that are put into service.

For individuals outside the armed forces, having presided over at least 01 ministerial-level science and technology task or 03 focal-level science and technology tasks under the ministry of strategic technology research, foundation technology, core technology, new technology, dual-use technology with the potential to be applied to the defense and security industry.

b) Be the author of at least 02 exclusive patents or useful technical and technological solutions that have been granted protection certificates and have been applied in the field of defense and security industry.

For individuals outside the armed forces, being the author of at least 02 exclusive patents or utility solutions on strategic technology, foundation technology, core technology, new technology, dual-use technology granted a protection certificate with the ability to be applied to the defense and security industry.

Criteria for the title of leading scientist

According to the Decision, leading scientist in the field of defense and security industry (leading scientist) is a title recognized by the Minister of National Defense and the Minister of Public Security for a certain period of time for individuals working in science, technology and technology serving the defense and security industry who meet the prescribed criteria.

The general criteria for the title of leading scientist are clearly stated in the Decision:

a) Have a doctorate in science, engineering and technology; be proficient in at least one common foreign language for professional work and be able to communicate in English.

b) Up to the time of registration for title recognition, have at least 10 years of continuous experience in research, design, manufacture, production, conversion, improvement, modernization, and extension of the shelf life of weapons, technical equipment, technical supplies, and professional technical means.

For individuals outside the armed forces, there must be at least 10 consecutive years of research on strategic technology, foundation technology, core technology, and new technology related to the defense and security industry.

c) Ability to mobilize, gather, and lead a team of cadres, experts, and scientists to implement ideas for research and development of strategic weapons and technical equipment, and special technical means in the field of defense and security industry; ability to manage and direct professional activities and capacity to participate in international integration, representing the industry and specialty.

For individuals outside the armed forces, having the ability to mobilize, gather, and lead outstanding scientific cadres to implement research ideas on strategic technology, foundation technology, and core technology to develop a sector or a scientific specialty related to the field of defense and security industry; having the ability to manage and direct professional activities and the capacity to participate in international integration, representing the sector or specialty.

d) Be the professional head of a science and technology department, laboratory or equivalent in academies, research institutes on engineering and technology, core defense industrial establishments, core security industrial establishments.

For individuals outside the armed forces, with experience leading research groups, national key laboratories or prestigious domestic and foreign academic units in science and technology.

Individual working in the field of scientific research has supervised at least 02 doctoral students.

d) Not violating prohibited acts as prescribed in the Law on National Defense Industry, Security and Industrial Mobilization, and other relevant legal provisions; meeting political standards as prescribed by the Ministry of National Defense and the Ministry of Public Security.

Regarding the criteria on scientific and technological performance results , in the 10 consecutive years up to the time of title registration, leading scientists must simultaneously meet the following criteria:

a) Preside over at least 01 national key science and technology task; or preside over at least 03 ministerial-level science and technology tasks to create products that are put into service or to create strategic technology, foundation technology, core technology, new technology applied in the field of defense and security industry; or preside over 03 science and technology tasks in programs, projects, research projects on design, manufacture, production of weapons and technical equipment of strategic significance, special technical means, the results of science and technology tasks to create products that are put into service.

For individuals outside the armed forces, they must preside over at least 01 national key science and technology task or preside over at least 03 ministerial-level science and technology research tasks on strategic technology, foundation technology, core technology, new technology, and research results that can be applied to the defense and security industry.

b) Have at least 05 scientific articles published in prestigious scientific journals as prescribed in the List of specialized scientific journals issued by the State Council of Professors; or be a member of the Editorial Board of prestigious international scientific journals as prescribed by the Ministry of Science and Technology.

c) Editor of at least 02 chapters of specialized books or 01 reference book for training published by reputable domestic and foreign publishers.

Criteria for the title of chief engineer

General criteria for the title of chief engineer are specified as follows:

a) Currently working at a defense industry facility managed by the Ministry of National Defense, a security industry facility managed by the Ministry of Public Security; having a master's degree or higher in science, engineering and technology related to the defense and security industry; having in-depth knowledge of at least one major and broad knowledge of fields related to products or programs, projects, research, design, production of weapons and technical equipment of strategic significance, special technical means; being proficient in at least one common foreign language serving professional work.

b) Have at least 10 consecutive years of experience in research, design, manufacture, production, repair, conversion, improvement, modernization, and extension of the useful life of weapons, technical equipment, technical supplies, and professional technical means.

c) Have leadership capacity, strategic vision for defense and security industry development; have innovative thinking, understand the law, macro and micro management mechanisms.

Have the capacity to direct, organize, manage and operate projects in the field of defense and security industry.

Ability to connect, coordinate, and manage research, design, production, and expert groups in various fields and specialties to solve problems in defense and security industrial projects, ensuring progress and product quality.

d) Have the capacity to advise on technical and technological solutions and select solutions related to the development of strategic weapons and technical equipment products and special technical means; propose professional opinions on projects, including feasibility and financial efficiency.

Understand the design, technology and value chain of manufacturing strategic weapons and technical equipment and special technical means.

Ability to effectively handle technical, financial or political risks associated with the project.

d) Not violating prohibited acts as prescribed in the Law on National Defense Industry, Security and Industrial Mobilization, and other relevant legal provisions; meeting political standards as prescribed by the Ministry of National Defense and the Ministry of Public Security.

For the criteria on scientific and technological performance results for the title of chief engineer, within 10 consecutive years up to the time of title registration, the following criteria must be simultaneously met:

a) Has presided over at least 02 national-level science and technology tasks; or presided over at least 03 ministerial-level science and technology tasks; or presided over 03 products in programs and projects on research, design, manufacture, production, repair, conversion, improvement, modernization, and extension of the useful life of weapons and technical equipment of strategic significance, and special technical means.

b) Has presided over and managed at least 01 program or project in the field of developing technical weapons and equipment, professional technical means, and the project's products have been put into service and proven effective.

c) Being the author or co-author of 02 or more technological solutions that have been granted exclusive patents or recognized as useful solutions.

This Decision comes into force from July 1, 2025.
