Finding a way out for Loc Dai reservoir

Unable to clear the land and lacking land for filling, the Loc Dai Lake project (Que Hiep commune, Que Son) had to be suspended after many years of construction. The project could not be completed according to the approved adjusted schedule (December 31, 2025), forcing the investor to request an extension until the end of 2026.

Stop construction, unfinished project

The Loc Dai reservoir project (Que Hiep commune) is located on the side of the national defense road running from Que Xuan area to Que Long. Only makeshift camps, rusty equipment and materials remain, and there is no one to manage them.

Mr. Tran Duy Phuc - Deputy Director of the Provincial Construction Investment Project Management Board said that compensation and site clearance (BQL) are almost at a standstill. The contractor has only just finished constructing the spillway, the bridge over the canal, and the power supply...

The main canal is unfinished, waiting for BT-GPMB. There is no source of fill soil so the main dam cannot be constructed. The contractors have withdrawn for more than 2 years. Once compensation is completed, the approach canal will be built. The dam body with soil will be re-constructed.

The Loc Dai reservoir project, part of the Climate Change Response and Green Growth Target Program for the 2016-2020 period, has been fraught with difficulties. On July 12, 2018, the project was approved with a basin area of ​​5.6 km2 and a useful capacity of 4.2 million cubic meters.

The length of the earth dam crest is 672.33m, the width is 6-10m and the maximum dam height is 33.35m. The main canal system is 5.36km long with works on the canal including 3 road crossings, 3 aqueducts, 23 access culverts, 11 drainage culverts and auxiliary works such as management house, operation management road, lighting system and transformer station.

The total investment of the project is over 291.3 billion VND (central budget from the program is nearly 160.6 billion VND and counterpart capital from the provincial budget is 130.7 billion VND), including: Construction cost is nearly 199 billion VND, BT-GPMB cost is 41.2 billion VND. The project implementation period is from 2018 - 2020. The Provincial People's Committee has approved the adjustment of the implementation period from 2018 - 2025.

On August 2, 2019 (after nearly 4 months of design, construction drawings and project estimates were approved), the Construction Investment Project Management Board signed a construction contract with Phu Hoa - Thuy Loi I Joint Venture. Implementation progress is 509 days.

The construction project started on November 15, 2019 and has been suspended since the end of 2022, leaving the project unfinished, unable to handle BT-GPMB and unable to find land to build the dam (about 700,000m3). The total value of the construction volume is about 59/186 billion VND (contract value 199.1 billion VND (construction cost 186 billion VND and contingency 13.1 billion VND), reaching a rate of 31.6%.

According to the report dated April 16, 2025 of the Provincial Construction Investment Project Management Board, Que Son district is responsible for being the investor of the BT-GPMB sub-project with a total land area recovered to implement the project of 66.91 hectares with about 1,300 graves. However, by the end of August 2022, Que Son has basically completed BT-GPMB. The remaining 8.53 hectares within the lake bed and irrigation canal have not been GPMB because the funding source is not enough to cover the payment.

The problem that is difficult to solve is the issue of fill soil. According to the approved project documents, the source of fill soil for the construction of Loc Dai lake is used at 3 mines: Cam Lang, Ong Nong and Da Tao (Que Hiep, Que Son). The total mines are 593,000m3 . However, when preparing procedures to apply for a mining license (2018), the investor and the locality, after many attempts to persuade, still could not convince the people for many different reasons.

Mr. Tran Duy Phuc - Deputy Director of the Provincial Construction Investment Project Management Board said that Cam Lang mine (Que Hiep) is related to and affects the spirituality of the village. The locality has proposed to remove this mine from the mineral exploitation planning.

The Da Tao and Ong Nong hills (Que Thuan) have buried too many graves. The two mines chosen to replace them are Nong Troc (Que Hiep) and Ho Thac (Que Long), but the procedures are too difficult and time-consuming, so up to now there is still no soil to continue construction.

Find a way

Many surveys and many meetings have been held, but no feasible solution has been found to speed up the implementation of the project, which has lasted for many years and has no completion date yet.

The Provincial People's Committee has decided to allow the investor to use the reserve fund of the Loc Dai reservoir project to supplement the additional BT-GPMB cost according to the actual project (9.5 billion VND).

However, it is impossible to quickly carry out procedures related to licensing the exploitation of land for the project and the conversion of protective forest land into construction land.

On March 20, 2025, Chairman of the Provincial People's Committee Le Van Dung requested a comprehensive inspection of compliance with legal regulations on land, environment, and investment in the construction of this reservoir.

Clarify the responsibilities of relevant collectives and individuals, report the results to the Provincial People's Committee for direction and handling. Request the Que Son District People's Committee to clear the remaining part of the project to promptly hand over to the investor for project implementation.

The report dated April 15, 2025 of the Management Board of the Que Son land fund development and investment project signed by Deputy Director Vo Thi My Yen said that the locality has handed over to the investor to implement the project 58.39/66.91 hectares.

Of the remaining 8.52 hectares within the reservoir and irrigation canals that have not yet implemented BT-GPMB, 6 hectares are eligible for compensation and have completed the construction of specific prices. The BT and support plan will be publicly posted in April 2025 and submitted for appraisal and approval in May 2025. The remaining 2.52 hectares will be resolved and are committed to being completed in June 2025.

In the document dated April 16, 2025, the investor requested the Provincial People's Committee to agree on the policy of allowing additional survey work, assessment of physical and mechanical indicators, reserves, project adjustment, replacing 3 approved material mines (Cam Lang, Da Tao, Ong Nong mines) with 2 material mines: Nong Troc (Que Hiep) and Ho Thac mine (Que Long).

In addition, the investor also requested the Provincial People's Committee to agree to adjust the investment policy to adjust the capital structure; including adding 36,529 billion VND from the provincial budget to replace the withdrawn central capital. Adjusting the total investment by about 30,837 billion VND to supplement the cost of site clearance for 2 mines, consulting costs and other costs of the project...

According to Mr. Tran Duy Phuc, Que Son is processing land clearance. The investor and contractor are applying for a license to exploit 2 mines. The Department of Agriculture and Environment is processing the dossier of Nong Troc mine (Que Hiep).

These two mines have sufficient reserves to serve as fill for the Loc Dai Lake project. For some policies that require the opinion of the Provincial People's Committee, the investor has submitted a document requesting the unified policy and is waiting for the Provincial People's Committee's approval. At the same time, it is requesting to adjust the investment policy, adjust the capital structure in the total investment and extend the project implementation period to 2026. The project is expected to be completed in the fourth quarter of 2026.

The process of Loc Dai reservoir has opened. People in Que Hiep commune, Que Thuan are cultivating over 500 hectares of land and hope to soon see the day when their fields will be proactively irrigated. Thereby, not only contributing to improving livelihoods and reducing poverty, the project will also cut floods, reduce downstream flooding, and create favorable conditions for intra-regional transportation.
