Investment project to build a road connecting Phap Van

According to plan, the route was completed and put into use in mid-2025. However, nearly 4 years have passed, and to date, this project is still just an empty land.

The project is located next to the Phap Van - Cau Gie expressway, within the land acquisition area of Co Dien A and Co Dien B villages, Tu Hiep commune (Thanh Tri district). The project is classified as a 6-lane urban main road, with an investment of more than 3,200 billion VND. Mr. Bui Quoc Chinh in Co Dien A village confided: "Since the city planned to open the road, we have complied with the land clearance policy. However, the completion deadline has come but the project is still on paper". Mr. Tran Van Khoat in Co Dien B village said that because the project is slow to implement, people have to take a detour many times longer, and the project land has become a place to store garbage, waste, waste and pollution.

Surveying the field, Hanoi Moi Newspaper reporters found that the entire project area only had grass, garbage and construction waste. Due to being stored for a long time, the garbage was burned on the spot, the smoke spread throughout the air, polluting the environment, directly affecting the people of Co Dien A and Co Dien B villages...

According to information and documents collected by reporters, in addition to the Decision approving the red line of the road connecting Phap Van - Cau Gie road with Ring Road 3, scale 1/500, on May 30, 2022, the City People's Committee also issued Decision No. 1803/QD-UBND on approving the feasibility study report of the investment project to build the road connecting Phap Van - Cau Gie road with Ring Road 3. The city assigned the City Traffic Construction Investment Management Board as the investor. The feasibility of the project is further specified through the coordinate positioning map implemented by the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) in 2022 with the participation of authorities at all levels, departments, branches and functional agencies. Therefore, the question is why is the project still "standing still"?

Speaking to reporters of the Hanoi Moi Newspaper, Chairman of the People's Committee of Tu Hiep Commune Nguyen Van Huong said that the project encountered difficulties and was behind schedule due to the large area of land to be recovered (more than 162,000m2 out of a total of 650 land clearance plans), including many households and individuals who had passed away (70 households). The households did not have a document appointing a representative to declare and receive compensation or had not completed the procedures to declare inherited assets according to regulations. Currently, some households in the Dau To Tam collective housing area have submitted a request to consider adjusting the project's red line to minimize the recovered area. The commune has completed the investigation, counting, and reporting of land clearance plans. “Up to now, the City People's Committee has agreed in principle to allow local adjustments to the location, route direction, and construction scope of the return road of the Phap Van - Cau Gie expressway at Tu Hiep intersection, through the Dau To Tam residential area. The Hanoi Department of Planning and Architecture has agreed on the drawings for local adjustments to the red line boundary established by the Institute of Construction Planning. The City Traffic Construction Investment Management Board is coordinating with relevant units to collect opinions from the community as a basis for appraisal and reporting to the City People's Committee for approval,” said Mr. Nguyen Van Huong.

Hopefully, with the resolution of difficulties and the drastic participation of authorities at all levels and relevant agencies, the project will soon be implemented, ending the waste of land resources; meeting the people's expectations.
