Strengthening government mass mobilization, creating consensus in implementing key projects

Reporting at the conference, Deputy Director of the Department of Planning and Architecture Tran Quang Tuyen said that implementing Directive No. 07-CT/TU dated October 1, 2021 of the Standing Committee of the Hanoi Party Committee on promoting and improving the quality and effectiveness of mass mobilization work of state agencies, the Department has made efforts to implement solutions to improve the satisfaction index of people and businesses.

The Department actively implements digital transformation in professional activities, building a digital society with the initiative "Applying QR codes to support organizations and citizens in looking up administrative procedures at the Department of Planning and Architecture"; focusing on building a team of cadres and civil servants who "respect the people, are close to the people, understand the people, learn from the people and are responsible to the people".

From October 1, 2021 to April 17, 2025, the Department organized 91 regular days of public reception, 8 regular days, 3 ad hoc days; received 773 petitions; processed and classified 773 petitions...

Implementing Directive No. 36-CT/TU dated November 28, 2024 of the Standing Committee of the Hanoi Party Committee on promoting mass mobilization in planning work; compensation, support and resettlement when the State acquires land in the city, the Department has also actively implemented and provided 48 planning information files, ensuring correct content, process and time.

In addition, the Department focuses on implementing dialogue well, grasping public opinion, and preventing the risk of "hot spots" related to the planning field.

At the conference, delegates exchanged, discussed and proposed many specific ideas to continue creatively applying these two important directives.

In his concluding remarks, Head of the City Party Committee's Propaganda and Mass Mobilization Department Nguyen Doan Toan acknowledged and highly appreciated the results of implementing Directive No. 07-CT/TU and Directive No. 36-CT/TU at the Department of Planning and Architecture.

Pointing out a number of limitations that need to be overcome, comrade Nguyen Doan Toan requested the Party Committee and the Department's leadership to soon develop a specific plan to overcome them in order to meet the requirements of professional work in the context of implementing the revolution in streamlining and streamlining the apparatus.

Along with raising awareness of cadres, civil servants, public employees, and workers about propaganda work, government mass mobilization work, and strict implementation of public ethics, the Department needs to pay attention to implementing the emulation movement "Skillful mass mobilization", creating favorable conditions for people and businesses.

The Head of the Propaganda and Mass Mobilization Department of the City Party Committee also requested the Department to continue to strictly implement the work of receiving citizens, paying attention to resolving the people's legitimate and legal recommendations and aspirations in the field of planning. Along with that, the Department needs to be more proactive in coordinating with agencies and units, especially in providing information to serve the propaganda work, mobilizing the implementation of key projects...

Comrade Nguyen Doan Toan also requested the Department of Planning and Architecture to continue implementing solutions to improve people's satisfaction index; strengthen inspection and examination of assigned areas to improve the quality of administrative procedure settlement to serve people and businesses.

Regarding the implementation of Directive No. 36-CT/TU, the Head of the City Party Committee's Propaganda and Mass Mobilization Department requested the Department to proactively coordinate with relevant units and promptly advise on solutions to remove difficulties in planning work, especially in the process of implementing site clearance for key projects.

The Department needs to thoroughly identify and handle violations of democracy in planning, compensation, support and resettlement when the State acquires land; regularly inspect and examine public services, and improve the spirit and responsibility of performing tasks of cadres, civil servants and public employees.

In particular, comrade Nguyen Doan Toan requested the Department to actively advise the city to publicize planning and strengthen the role of social criticism and people's supervision in properly implementing approved planning for key projects; continue to propagate and implement the Master Plan for Hanoi Capital Construction to 2045 and vision to 2065, towards the goal of building a "Cultured - Civilized - Modern" Capital.

The Head of the Propaganda and Mass Mobilization Department of the City Party Committee believes that with the close leadership of the Party Committee and the Board of Directors of the Department of Planning and Architecture, the implementation of Directive No. 07-CT/TU and Directive No. 36-CT/TU will continue to achieve positive results, contributing to the target of GRDP growth exceeding 8% in 2025 of the Capital.
